Clyde Hubbell Councilman Pat Dougherty Councilman Linda VanNederynen PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES OF AUGUST 5, 1992 The minutes of the August 5,, 1992 regular meeting of the. Enfield Town Board were read by Town Clerk Jean Scofield. Councilman Lovelace made a motion to accept the minutes as read. Councilman VanNederynen seconded the motion. Motion car.-jed. APPROVAL OF MINUTES OF AUGUST 24, 1992 SPECIAL MEETING The minutes of the August 24, 1992 Special Meeting with the Enfield Town Planning Board were read by Town Clerk Jean Scofield. Add the Planning Board agreed to continue using Roberts. Rules of Order. Add Caroline Bingham commented that the Site Plan Review was not ready. Add the Town Board agreed to meet with the Planning Board four times a year. Councilman VanNederynen made a motion to accept the minutes with the corrections. Councilman Lovelace seconded the motion. Motion carried. PRIVILEGE OF-THE FLOOR JoElla Moore commented that the Highway Department did a nice job on Buck Hill Road. REPORTS COUNTY BOARD OF REPRESENTATIVES County Board Representative Dan Winch reported that the County Board passed the reapportionment . The Town of Enfield will remain the same. Enfield was the largest growing town in the County - a 28% increase. There will be mandatory recycling in Tompkins County as of September 1, 1992 . The county is mandated by the state to have a recycling program in effect . The Town of Enfield does a good job. The Town of Enfield has taken full advantage of the Youth Services Program. The town has a large amount of people volunteering. The sales tax will increase from 7% per dollar to 8% per dollar. 40% of the property in Tompkins County is tax exempt . 13 out of 15 members of the Tompkins County Board of Representatives agreed that the sales tax should be increased . Councilman Linton commented on the County charging "user fees" to the town for the Circuit Rider Program. Councilman Linton felt that the City of Ithaca benefits much more for programs offered. SPCA Pam Stonebraker presented the 1993 dog control contract . the Pro contract is $5, 293 , a $481 increase or 10$ . The local fee can beposed increased to $10 . The contract is still in the negotiation process . CEMETERIES John Smith because of, the rainy weather said he has not been able to work as much as he would have like to on the cemeteries . The Cemetery Committee had a good turn out at their meeting. The committee agreed that the cemetery accounts should be combined . Community Service people will be working September 24, 25 , and 26th. They will be wheeling dirt . 7 Coun Winch commented that the town should co nsult the advisor on consolidating the cemetery accounts . SupervisorhOwenslegal referred the bank account issue }>ack to the committee. There will. be a conference on. September 24 - 26 in Saratoga Springs ,for the Historian Association . The conference will be mainly on cemeteries . There is a $25 registration fee, $109/per person per night or $268 for two people. Councilman. Linton made a motion to take funds from the Cemetery account for John and Helen Smith to attend. Councilman Lovelace seconded the motion. Motion carried. A $250 check from the Wortmans was deposited in the General Fund in December 1991 . The Cemetery account should have been credited.. Councilman Linton made a motion to transfer $250 from the contingency fund to the cemeteries account . Councilman Lovelace seconded the motion. Motion carried. COMMUNITY COUNCIL Rhonda Connors reported that the Harvest Festival will be held October 23 and 24th. Margaret McCasland has been hired as Director of the Afterscho-ol Program. The deadline for the newsletter is September 4, 1992 . FIRE DEPARTMENT Greg Kirchgessner reported on the OSHA requirements for physical exams and Hepatitis B injections . Approximately 20 volunteer firemen would be required to have a physical and almost all of the firemen would be required to have the series of '3 Hepatitis B injections . The expected cost of the OSHA requirements is $5 ,000 . The Fire Department would like the town to match the fire department funds of $2 , 500 to meet the requirements . Councilman Lovelace stated that Sprague Insurance Company required the Fire Department to fence in the pond, dike , and fuel tanks . Greg Kirchgessner stated Sprague Insurance Company has rescinded. the requirement . Supervisor Owens reported that communications from Sprague Insurance and Lama Insurance have been received. She felt that the insurance costs will be lower this year . There will be a presentation from both insurance companies next month. Lorraine Bard will also make a presentation next month for dog control . Mickelson CPA have adjusted their bill by $500 . The adjusted bill will be $1 , 250 and they also will do the work on the Fire Department tax return. Supervisor Owens suggested that if there is any more work done by them a written quote should be obtained. HIGHWAY DEPARTMENT Highway Superintendent Ronald Updike reported that 600 feet of surface was removed from Rockwell Road and reworked. Fuel bids were received. Bids were received from Agway - $ . 879, Bowers - $ . 799, and PAL - $ . 799 . PAL's bid stated if price escalated, the price could increase. Superintendent Updike recommended Bower's bid. Councilman Linton made a motion to accept Bower ' s bid. Councilman VanNederynen seconded the motion. Motion carried. HISTORIAN The Baptist Church is having it ' s 175th year celebration on September 12 from 10 am. Nina Linton is in Strong Memorial Hospital in Rochester . Helen Smith was in the. hospital . PERSONNEL COMMITTEE Blue Cross/Blue Shield made a presentation. The Highway men G..-uld like to change to Blue Cross/Blue Shield from Empire . Cost per employee would be $275-300 per month for family coverage. The coverage would include dental coverage and 'a $50 deductible . It would save approximately $160 per month per employee . Councilman Lovelace made a motion to change from Empire to Blue Cross/Blue Shield for health insurance coverage. Councilman Lint.on seconded the motion: Motion carried . Councilman Doughertv abstained. Presently , retirees health insurance coverage is paid by the town . THERE WAS NO REPORT FROM THE PLANNING BOARD PUBLIC SAFETY COMMITTEE • CAD (Computer Aided Dispatch) will use a list of cross references to locate people in residences quickly . Councilman VanNederynen asked for the town board to empower the Public Safety Committee to perform the road naming task of "nameless drives" . Jack Hubbell made a suggestion that the Fire and Building Code inspector take on house numbering . The Town Board felt that nay names selected should be brought to the town board for approval . RECORDS INVENTORY COMMITTEE Supervisor Owens received five names for the committee . RECYCLING Supervisor Owens stated that, the town has never been reimbursed from the County for the Recycling Coordinator . She will have Pat Podufalski bill the county for past months . BILLS Councilman Lovelace made a motion to pay General Fund Warrant 9-92 for $7 , 549 .71 and Highway Fund Warrant 9-92 for $32 , 598 .75 . Councilman VanNederynen seconded the motion. Motion carried. CHIPS Superintendent Updike stated that he has submitted bills for all of the CHIPS funding. HUD Supervisor Owens said the town was turned down for the HUD grant . The Towns of Ithaca and Caroline were awarded grants . She felt the town would have a ,good chance next year . SHOP FEES The shop fee's will not apply to our highway department as the employees are not in the union. RAIN RAIN (Rural Assistance Information Network) is a computer assistance for grants that is available to small towns . T .V. FRANCHISE Supervisor Owens will contact Haefele TV to schedule a meeting time. Councilman Lovelace made a motion to adjourn. Councilman VanNederynen seconded the motion. Meeting adjourned at 11 : 25 pm.
