August 5, 1992
The regular meeting of the Enfield Town Board was called to order at 7:30 pm with
the following members present:

PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES OF JULY 1, 1992

Councilman Dougherty mad a motion to accept the rcunutes as written. Councilman
Linton seconded the motion. Motion carried.
PRIVILEGE OF THE FLOOR
Betty Poole asked what the starting salary was for the incoming town justice.
Supervisor Owens answered that it has not been determined as of yet. Presently it
is $8,000 per year.
OO[44INICATIONS
Supervisor Owens received a verbal thank you from Justice Rector for the town
covering part of his expenses for justice school .
Supervisor Owens received a verbal thank you from Jesse Smithers for the last
payment of her husband's salary after his death.
The 1990 U.S. Census results were received for the Tompkins County Department of
Planning.
' Notice received of the County Water Quality Strategy Plan Meeting on August 31, 1992
at 7:30 pm on the 6th Floor of the new Mental Health Building at 201 E. Green
Street, Ithaca.
The Tompkins County Mandatory Recycling 'Program draft was received from the Tompkins
County Solid Waste Division.
Supervisor Owens reported that a decision will be made shortly on the HUD grant for
Enfield.
REPORTS
CEMETERIES
John Smith reported that the Wortman's visited Enfield in July. A tree was removed
from Budd Cemetery. Price quotes were received for fencing. A four foot galvanized
fence would be $550 and a three foot vinyl coated fence would be $600. Supervisor
Owens suggested that the price quotes be referred to the Cemeteries Committee for
investigation.
A committee to develop a Cemetery Policy for the Town of Enfield was requested by
Supervisor Owens. The policy would relate to care and maintenance of the town
cemeteries for the present and future. This group would also do a study of grave
space available, record keeping and at some point, consider a plan for increasing
gifts to the trust fund which would make more monies available for repairs and
improvement. Councilman Linton asked if the committee would serve all cemeteries.
It was answered yes. Council,nan Linton made a motion to appoint the following
people to the committee: Mrs. Ruth Miller, Roger and Donna Laue, Jack and Peggy
Hubbell , Ron Updike, Frances Newhart, Helena Schaber, John and Pat Dougherty, James
Bailey, Robert and Catherine Kellogg, Robert Kellogg, Jr. , John and Helen Smith, and
Roger and Beverly Brown. Councilman Lovelace seconded the motion. Motion carried.
The Cemetery Ccrmtittee were charged with determining what should be done with
various bank accounts.
CCHMUNITY COUNCIL
Mamie Kirchgessner reported that the summer program has registered 140 children.
Approximately 100 were in attendance each day. The Council had to hire additional
staff. Chapter 1 contributes and estimated $6,500 towards the cost of $8,000 for
the bus. The Garage Sale held Saturday, August 1 and Sunday August 2 was very
successful .
Councilman Lovelace camiented on being appointed as the Fire Department liaison when
he was absent. He felt the appointment was incorrect. Supervisor Owens apologized
for the Town Board.
ENFIELD FIRE DEPARTMENT
Greg Kirchgessner distributed the Fire Department's Quarterly Report. He stated
that the ;report was done in a new format. Councilman Lovelace contrented that OSHA
is requiring annual physical exams to be done and or. file. Councilman Lovelace
asked if this would affect the Fire Department's budget. It would cost
approximately $6,000. The Antique Car Show was very successful.
HIGHWAY SUPERINTENDENT
Highway Supt. Ron Updike reported the Highway Department has finished hauling stone
for Buck Hill Road. Last week a triple surface was put on the Buck Hill Road. East
Enfield Center Road has had work done on it,. Work was being done on a ditch at
Cliff Huff's residence on VanDom Road. It was hoped that it would correct drainage
problems on the road.
Highway Supt. Updike asked for permission to truck 50 loads of fill for the Fire
Department's pond. It would take approximately 3 days. The fill would be obtained
from Dale Townley's property. Councilman Lovelace said it was a good idea for the
town to do this.
Highway Supt. Updike said there is problems with Rockwell Road. The road was built
up several years ago. The road is disintegrating. The surface needs to be removed
and crusher run applied and redone.
The Highway Department employees might, be willing to paint the town barns this fall
if free help could not be obtained.
Councilman Linton and Councilman Lovelace felt it was a good idea for the highway
employees to do the painting. Councilman VanNederynen and Councilman Dougherty also
commented that they felt the same.
Supervisor Owens commented that she will be having health insurance carriers come in
to talk to the town employees. She will inform the town board members when meetings
can be scheduled.
TOWN HISTORIAN
Jack- Hubbell requested that he would like to take photos of the Town Board members
this evening.
PLANNING BOARD
A letter was sent to Town Board members from the Planning Board. Councilman Linton
made a motion to have a joint meeting with the Planning Board on Monday, August 24,
1992 at 7:30 pm in the Community Building. Councilman Lovelace seconded the
motion. Motion carried.
PUBLIC SAFETY COMMITTEE
A meeting was scheduled for Wednesday, August 19. 1992 at 7:00 pm. It was decided
to contact Attorney Mulvey after the meeting. A recce mendation was made to include
someone from the Postal Service.
Councilman Dougherty commence{' that Nina Linton complained that the town was making
a mess of her lawn when filling the truck with water. Highway Supt. Updike said
that he would be taking water out of the Fireman' Pond in the future.
BILLS
Councilman Dougherty made a motion to pay General Fund Warrant 8-92 for $6,090.59
and Highway Fund Warrant 8-92 for $16,205.83. Councilman Lovelace seconded the
motion. Motion carried.
UNFINISHED BUSINESS - NONE
NEW BUSINESS
Supervisor Owens said she would like to have a meeting with people who are having
problems with Haefele TV. It was suggested that a special meeting be scheduled in
September.
There will be a special article in the Ithaca Journal seeking members for the
Records Inventory Camrni.ttee.
Councilman Linton made a motion to authorize Supervisor Owens to replace the leased
phones and purchase new touch tone phones. Councilman Lovelace seconded the motion.
Motion carried.
Councilman Lovelace made a motion to adjourn the meeting. Councilman VanNederynen
seconded the motion. Motion carried. Meeting adjourned at 11:15 PM.
