PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES OF JUNE 3, 1992
Councilman Dougherty made a motion to accept the minutes as written.
Councilman Linton seconded the motion . Motion carried.
Councilman Linton asked if the Highway Building roof was repaired.
Highway Supt. Updike stated that he had. contacted Charles Hubbell and
was told he would be put on the list.
Supervisor Owens commented that the town is covered by liability
insurance for the community service workers.
PRIVILEGE OF THE FLOOR

John Smith commented that the pole light on the corner of the
Community Building is on 24 hours a day. Supervisor Owens will call
Greg Kirchgessner to have it repaired.
Councilman Linton questioned about the "hours" listed on his town pay
check. Supervisor Owens will ask about it.
COMMUNICATIONS
Supervisor Owens contacted Mickelson's office (auditor) about the
invoice that was received for $1,250. She would like a more itemized
bill.
Attorney Mulvey suggested that the town renew the County Alcohol and
Drug Policy. Supervisor Owens will refer it to the Personnel
Committee.
A letter was received from the Tompkins County Board of
Representatives regarding the town participation in a program where
the County responds through an agent to nuisance wildlife calls.
Supervisor Owens will respond to see what the program will be.
Supervisor Owens distributed copies of the memo she sent to the Town
Planning Board.
Supervisor Owens said she had received a request from the EOC and
Learning Web for funding.
Supervisor Owens commented on the cost of insurance to the town. She
has received a bill for fire insurance for $3,096. She felt insurance
costs should be examined and receive other estimates.
REPORTS
CEMETERIES
John Smith said that brush was being removed from Christian Cemetery.
Supervisor Owens said she has received an offer from Fran Newhart (her
husband is buried in Christian Cemetery) to donate $100 for herself
and $100 for her husband to set up a fund for the cemetery. Mrs.
Newharrt said hopefully other people would do the same. Supervisor
Owens said she would talk to Pat Podufalski to see how money could be
tracked for four cemeteries.
ENFIELD COMMUNITY COUNCIL
Deb Traunstein reported that the Summer Camp will run July 6 - August
14. The Community Council will ask for a donation of $10 per person
for swim lessons but would not turn away anyone who is unable to pay.
Quilt raffle tickets ,are now being sold. Beginning this month all
paid positions will be advertised.
ENFIELD FIRE DEPARTMENT
Councilman Dougherty stated that the Fire Department would like to
know what format the budget request should be done in. Supervisor
Owens will set up a time to meet with Greg Kirchgessner. A fire
department liaison needs to be appointed for the third quarter.
Councilman Dougherty made a motion to appoint Councilman Lovelace as
the Fire Department liaison and Councilman Linton alternate.
Councilman VanNederynen seconded the motion. Motion carried.
• PUBLIC SAFETY COMMITTEE
The County is going to implement a computer aided dispatch system.
The town needs to identify all roads in the town with a house number.
Councilman Linton made a motion to appoint M. Clyde Hubbell, Grey
Kirchgessner, Highway Supt. Updike, Roger Rumsey, and Councilman
VanNederynen to the Public, Safety Committee. Councilman VanNederynen
is to serve as Chairman. Councilman Dougherty will be the ex-officio
secretary. Councilman Dougherty seconded the motion. Motion carried.
HIGHWAY SUPERINTENDENT
Highway Superintendent Updike spoke about the New New York Bond Act of
$800 M. There will be 2.9 m available to towns in Tompkins County.
Enfield has put in a request for approximately $140,000 showing
improvements to roads that go to recreational facilities.
Highway Supt. Updike attended a school from June 8 to June 10. There
is no proposal as of yet for the 1903 CHIPS fund at the state level.
He has contacted Hubbell Construction about the roof contract. The
dust oil project has been completed on town roads. He is trying a new
road-side spray to clear brush and kill broadleafed weeds on Woodard
Road. Planning has started on hard-surfacing Buck Hill Road. The
town's stop signs do not come up to code - they must be 36" now. _
BILLS
Councilman Linton made a motion to pay General Fund Warrant 7-92 for
$23,682-58 and Highway Fund Warrant 7-92 for $13, 158.92. Councilman
VanNederynen seconded, the motion. Motion carried.
It was noted for the record that Don Johnson of Don-s Log-n-Chain has
been sharpening all. of the chains used in the cemeteries for no
charge.
HISTORIAN
M. 'Clyde Hubbell asked if the money budgeted for the celebration could
be set aside in a separate account . Supervisor Owens will check with
the State Comptroller"s Office.
OLD BUSINESS
• LANCASHIRE DRIVE
The town was approached by Eddy's attorney for a letter of intent from
the town that the highway will be dedicated by the town and the town
will continue to maintain Lancashire Drive. Councilman Linton made a
motion to authorize Supervisor Owens to write the letter. Councilman
VanNederynen seconded the 'motion. Roll call voted 'Councilman
Linton - yes, Councilman VanNederynen - yes, 'Councilman Dougherty no. Motion carried.
CONSERVATION ADVISORY COUNCIL
Supervisor Owens state Karen Anderson resigned from the 'Conservation
Advisory Council . She would like to recommend Brenda Smith.
Councilman VanNederynen 'made a motion to appoint Brenda smith to the
Conservation Advisory Board. Councilman Dougherty seconded the
motion. Motion carried.

RECORDS INVENTORY COMMITTEE

the State Archives Records Administration (SARA) in a six hour class.
Councilman VanNederynen made a motion to adjourn the meeting.
Councilman Linton seconded -the motion. Motion carried.
Councilman Dougherty stated she would like names and addresses of the
Justice applicants. Supervisor Owens said she would see that
Councilman Dougherty receives them.
Meeting adjourned at 10: 10 pm.
