The regular meeting of the Enfield Town Board was called to order at 7:30 pm with
the following members present:

MINUTES OF REGULAR MELTING MAY 6, 1992
Corrections to the minutes: The Enfield Fire Department purchased a truck for
• $15,000 and sold a mini-pumper for $12,500. Add to the and of Peggy Hubbell's
statement (actual tax increase was approximately 23%). Correction of spelling -
bull-nagging should be bo-magging. Councilman Linton made a motion to accept the
minutes with the corrections. Councilman Lovelace seconded the motion. Motion
carried.
PRIVILEGE OF THE FLOOR
Joella Moore stated that Fish Road, where she lives, is breaking apart. Highway
Supt. Ronald Updike said there is water seepage causing the read to break up. He
said there are plans on repairing the road.
Rick Chase asked what was put on Buck Hill Road. Highway Supt. Updike answered MC3O
and he had placed signs and sand on the road. Mr. Chase commented on the pot holes
on Van Dorn Road. Mr. Updike said that his crew was assigned to fill them today.
Supervisor Owens commented that her mother was seriously ill and apologized because
she was not always available.
C712VNICRTIONS
A notice was received from the Tompkins County Youth Bureau that Enfield was granted
the full rollover request and will receive $8,160 in County Youth Service funds.
A letter was received from Economic Opportunity Corporation (EEC) requesting to be
considered for funding this year. 5% or more of their clients are Enfield
residents.
A letter was received from the Tompkins County G'hamber or Commerce requesting
Enfield to pass a resolution in opposition of the proposed sales tax increase.
County Representative Dan Winch stated that 25% or more of Tompkins County property
is tax exempt. The increase (1% per dollar increase) will affect everyone in the
county instead of landowners. The City of Ithaca will share the tax increase with
the county.
REPORTS
COUNTY REPRESENTATIVE
County Representative Dan Winch distributed Tmpkins County Directory of Public
Officials to the Town Board members. He stated that the county budget will be very
tight for the next few years. There are many state mandates and services that must
be provided.
ENFIELD CCtMUNITY COUNCIL
Rosemary Pellegrino reported that the preschool operated two mornings a week with
eight children. The afterschool program had 35 children registered and the
enrichment program had approximately 40 children. The Summer Day Camp will run July
6 - August 14 from 9:00 an to 12:30 pm. They hope to have swim lessons at the
Firemen's Pond. Councilman Lovelace commented that the pond does not meet
qualifications. It must have a bath house, diving board, and a phone closer to the
pond. On Tuesday afternoons there is a teen program run by Carol Barriere with an
estimated 15 participants.
Councilman VanNederynen made a motion to appoint Debra Turnstein to the Inter-
Municipal Recreation Committee for the Ithaca Youth Bureau. Councilman Dougherty
seconded the motion. Motion carried.
2 1 d ENFZELD FIRE DEPARTMENT
Councilman Dougherty reported on the Enfield Fire Department meeting held on May 12.
The financial report was distributed. She said the air bags were demonstrated.
They are used to replace a jack to lift vehicles off a person or object. The air
bags will lift approximately 12 tons. The fire department has a truck that needs to
repaired for an estimated $43,000. The Fire Department will not be requesting an
increase in their budget for 1993. The Fire Department has asked if the town will
finance the campletion of the tax forms. Supervisor Owens said the auditors will
contact Roy Barriere to get an estimate on the cost to fill out the tax forms.
HIGMAY SUPERINTENDENT
Highway Superintendent Ron Updike said the Highway Department have been dust oiling
when possible, ditching, mowing road sides and culverts, and general maintenance,
He has obtained two estimates on the highway building roof repairs. Hubbell
Construction bid $1,494.00 and H. Gleason Construction bid $1,750.00. Councilman
Linton made a motion to award the job to Charles Hubbell Construction for $1,494.00.
Councilman Lovelace seconded the motion. Motion carried.
Supervisor Owens said she would like to check into the Town Highway building being
painted by the Canmmity Service people and check on liability insurance.
HISTORIAN
Supervisor Owens commented that M. Clyde (Jack) Hubbell puts forth a huge amount of
effort for the town. She would like to see an undertaking for a records management
system and apply for a grant.
PLANNING BOARD
The Planning Board has not had a quorum for the last two monthly meetings.
Councilman Linton said he called County Representative Jim Mason regarding the
County Planning Board survey proposal (Circuit Rider Program) for $996. The fees
are being charged because of the lack of money in the county budget. Town of
Lansing has used the program and the Town of Groton plans on using the program.
Councilman Linton said his opinion are that planners are used to working in a city
and suburban areas not a rural area such as Enfield. Councilman Linton suggested
that a request for the survey proposal be put through the budget process.
There was a discussion on the Planning Board's lack of policies and by-laws of
operations. Supervisor Owens asked what the Town Board would like to recommend for
the Planning Board. It was suggested that she write a letter to Caroline Bingham
stating:
- The Town Board would like the Planning Board policies
- the four points of Councilman Linton's motion of September 4, 1991
that withdrew the current proposal on site plan review from the Town
Board consideration to the Planning Board as a local law
- adding a clear statement of intent to review high ,impact development
concert with the declaration of the moratorium which a law would replace
- adding a clear statement that ordinary homeowners would be exempt from
review as contained in the moratorium
- a clear statement that same level of low impact commercial development,
for have occupation associated with rural residential use, would be exempt
- holding public meetings for information and questions before the proposal is
referred to the Town Board again.
BILLS
Supervisor Owens requested that funds be transferred from the Contingency account to
various accounts that are overdrawn.
Councilman Linton made a motion to transfer to:
A1220.4 (Supervisor Contractual Expense) $1,000
A1315.2 (Comptroller Equipment Expense) $2,000
A8160.4 (Refuse and Garbage Contractual Expense $604
Councilman Lovelace seconded the motion. Motion carried.

There was no old business.
NEW BUSINESS
There was no new business.
Councilman Linton made a motion to adjourn. Councilman Lovelace seconded the
motion. Motion carried.
