The regular meeting of the Enfield Town Board was called to order at
7 : 30 pm with the following members present:

PLEDGE OF ALLEGIANCE
MINUTES OF REGULAR MEETING OF APRIL 1, 1992 •
Corrections to the minutes . State that Highway Superintendent Ronald
Updike recommended that Mr. Campanella have a dozer come in to reroute
the water on his land. Add that 4 election inspectors were present
when Peggy Hubbell commented on the condition of the Community
Building Election Day. Councilman Linton made a motion to approve the
minutes with the corrections . Councilman Dougherty seconded the
motion. Motion carried.
MINUTES OF SPECIAL MEETING OF APRIL 16, 1992 TO APPOINT INTERIM TOWN
JUSTICE
Councilman Linton made a motion to approve the minutes of the Special
Meeting of April 16, 1992 to Appoint an Interim Town Justice.
Councilman Lovelace seconded the motion. Motion carried.
PRIVILEGE OF THE FLOOR
Rick Chase stated that the Cayuga Nature Center and Tompkins County is
seeking chips for mulching landfill . He said the new surface on
Enfield Center Road is breaking apart . Highway Superintended Ron
Updike said Vestal Asphalt was bull-nagging it today and repairing the
road.
Marvin Arnold said he heard the Fire Department is buying a new 10
wheeler truck. Why do they need it? Greg Kirchgessner later answered
that no, a 10 wheeler truck was not purchased. A new truck was
purchased for $12 ,500 for a rescue truck. The Fire Department does
not own a 10 wheeler .
Peggy Hubbell said she heard that the town budget will not cover
expenses of this year. Supervisor Owens said that there has many
cutback with state funding. Mrs . Hubbell said she does not want
another tax rate increase next year alter a 54% increase this year.
COMMUNICATIONS
Notice received from state that the General Purpose Revenue Si,aring is
84 . 6%.
Notification received from Tompkins County Purchasing Department that
they are willing to help with cooperative purchasing. •
A resignation letter was received from Ashley Miller stating she was
resigning from the Tompkins County Environmental Management Council .
OLD BUSINESS
TOWN JUSTICE APPOINTMENT
Town Justice of Ulysses , Roger Rector, is willing to serve as Enfield
Town Justice for an interim period.
Jessie Smithers was asked if she was interested in the Town Justice
position. No, she was not .
There were 18 resumes received for the appointment of Town Justice
until January 1 , 1993. "`'-
Justice Townley stated that classes are available in December and 2 6.t
March for new justices .
Councilman Lovelace suggested waiting until the November election and
appoint Justice Roger Rector until January 1 , 1993 when a newly
elected justice can assume the position. Councilman Linton and
Councilman VanNederynen agreed that the voters should decide by an
election in November. It was asked how Justice Rector was decided
upon. Justice Dale Townley and Carolyn Thall agreed that Justice
Rector would be a good choice.
Justice Rector is willing to finish out the term at the same salary
rate as Justice Smithers .
It was stated that the resolution of April 16, 1992 needs to be
modified so that it may be taken to Binghamton for approval .
Councilman Lovelace made a motion to adopt the following resolution.
Councilman VanNederynen seconded the motion. Resolution was carried.
• BE IT RESOLVED that e th Town Board of the Town of Enfield hereby
request the assignment of Honorable Roger Rector, Town Justice of the
Town of Ulysses to serve as the Town Justice for an interim period
from May 15, 1992 to December 31, 1992 . The Town of Enfield agrees to
pay the Honorable Roger Rector an annual salary rate of $8 ,000
prorated from May 15, 1992 to December 31, 1992 .
Councilman Linton made a motion to rescind the motion of April 16,
1992 . Councilman Lovelace seconded the motion. Motion carried.
Supervisor Owens thanked all people who submitted resumes . She will
keep all resumes on file.
COMMITTEES/REPORTS
COMMUNITY BUILDING
A bid was received from Agway for $2 , 296 . 00 to provide a new 123,000
BTU furnace, duct work for the two upstairs bathrooms, and a timed
thermostat . Mery Hammond verbally said he could not give a better
price.
Councilman Linton made a motion to accept the Agway bid. Councilman
Lovelace seconded the motion . Motion carried.
FIRE DEPARTMENT
Greg Kirchgessner said the Fire Department purchased a used truck was
purchased for $12 ,500 for a rescue truck. The Fire Department ' s
Quarterly Financial Report was presented to the Town Board. The
format was developed by the auditors .
Greg Kirchessner said that as a result of the audit, the Fire
Department found out that they must file an Income Tax Form. The
auditor will help them for the first one. Greg asked if the town
would cover the expense for the other years . It was answered that it
may be possible that the fire department may be able to do them
themselves once they have the one year done.
• Caroline Bingham asked if the Fire Department could have a First
Responder course taught in Enfield. Greg Kirchgessner told her she
should contact George May.
Rick Chase asked if it would affect Enfield now that the 911 emergency
phone number was available in Seneca County and on the Trumansburg
#387 phones . Greg answered he was not aware of any changes.
HIGHWAY SUPERINTENDENT
Highway Superintendent Ron Updike said that Bowers would like to wait
until July to give a bid on fuel oil . The Highway Department is
currently working on ditching, putting in culverts , and filling pot
holes . Enfield Center Road is being bull-nagged. They are cost
sharing it with Vestal Asphalt.
HISTORIAN
M. Clyde Hubbell said they are still meeting the 4th Tuesday of the
month at 7 : 30 to do research.
John Paul Deley from NYS Archives and Records Administration will meet
on May 12 , 1992 with the Town Clerk and Supervisor to discuss what
needs to be done with the Records Room and the passibility of applying
for a state grant .
JUNK CAR COMMITTEE
An Informational Forum was held on April 29, 1992 . Good information _
was obtained and wi11 be discussed the Junk Car Committee.
PLANNING BOARD
Caroline Bingham presented a survey proposal by the County Planning •
Board through the Circuit Rider Program. Cost to the Town would be
$996.00 .
Councilman Linton felt that the County should provide the services at
no cost to the Town. Councilman Lovelace made a motion for Councilman
Linton to Check into why there is a cost to the town for the service.
Councilman Linton will bring back information to the June meeting for
further discussion. Councilman VanNederynen seconded the motion.
Motion carried.
CEMETERIES
John Smith presented pictures of the Presbyterian and Rolfe Cemeteries
taken before and after David Ahouse repaired the gravestones.
Community Services called John Smith to work on the cemeteries . They
started raking leaves last Saturday.
HUD
Supervisor Owens reported that HUD received a 45% response rate to the
questionnaire sent out .
BILLS
Councilman Dougherty made a motion to pay General Fund Warrant 5-92
for $7 , 553 . 83 and Highway Fund Warrant 5--92 for $9, 678 .71 . Councilman
VanNederynen seconded the motion. Motion carried.
Councilman Linton mae a motion to adjourn the meeting. Councilman
Lovelace seconded the motion. Motion carried. Meeting adjourned at
9: 35 pm.
