The regular meeting of the Enfield Town Board was called to order at 7:30 pm
with the following members present:

PLEDGE OF ALLEGIANCE •
MINUTES OF THE MARCH 4, 1992 REGULAR TOWN BOARD MEETING
Councilman VanNederynen made a motion to accept the minutes of the March 4,
1992 regular town board meeting as written. Councilman Dougherty seconded the
motion. Motion carried.
MINUTES OF THE MARCH 23, 1992 SPECIAL MEETING ON THE FIRE DEPARTMENT AUDIT
Councilman Linton made a motion to accept the minutes of the March 23, 1992
Special Meeting on the Fire Department Audit .as written. Councilman
VanNederynen seconded the motion. Motion carried.
PRIVILEGE OF THE FLOOR
Greg Kirchgessner thanked Supervisor Owens and the Highway Department for the
good job that was done on the Spring Clean-Up.
Ellery Rumsey asked why private individuals could not use the Cc m mity
Building for private functions. Supervisor Owens answered that the event
should be open for the car►unity. The Town does not have insurance coverage
on the building for private functions. It was noted that the Grange does rent
their building for private functions.
Joe Campanella, resident of Hayts and Van Dorn Road said he had a problexm with
drainage on his property. The ditches seem to empty on his property. Highway
Superintendent Ron Updike recommended he have a dozer cane in to reroute
water. The water is a result of a natural depression on his land.
Peggy Hubbell commented that the, Co miunity Building has been a mess when
inspectors come in for Election Day. She would like to see the building clean
for the Primary Day later that month.
John Smith said that he has received contributions from Elnora Hoaglin and
Lillian Parke for the cemeteries. To date, $315 has been received from
contributions.
COMMUNICATIONS
_ Letter received from Haefele TV notifvina the town that the basic service fee
has been increased from $1.00 to $2.50 depending on the location. The
increase is attributable to programming fees :incurred as a result of adding
new channels to basic service and miscellaneous increased costs. Also, a map
was sent showing where TV cable service is. He will extend service if there
is a commitment of 10 or more residents per mile.
Linda Stilwell asked what progress has been rm�Zde in changing her road name.
Her address is 1012 Enfield Falls Road, Ithaca. There is only her home on
that road in the Ithaca mailing area. Jack Hubbell commented that their house
number would need to be changed if the name of the road is changed to Enfield
Main Road.
Councilman Dougherty made a motion for a resolution to change the name of.
Enfield Falls Road from Hubbell Drive to Trumbulls Corners Road to extend
Enfield Main Road. Councilman VanNederynen seconded the motion. Resolution
was carried.
OCHMITTEES/REPORTS -- J
COMMUNITY BUILDING
The bids on the heating system were received. Agway suggested replacing one
furnace for a total of $2,200 (includes duct work, etc. ). The furnace would
be run by a timer. Supervisor Owens copy the proposals for the town board.
NYSEG no longer does energy audits on commercial buildings.
COMMUNITY COUNCIL
Tompkins County Youth Services money has been cut 10% from $8,160 to $7,434.
The town budgeted $8,160 to match the county money. The County will accept
requests for additional money (rollover money) if the town will still provide
the $8,160. The Cannmity Council presented the Annual Report to the Town
Board. The Town Board would like to encourage participation in the Ithaca
City Youth Program.
Councilman Linton made a motion to stay with the original budget of $8,160 to
• fund the 1992 County Youth Services Fund. Councilman VanNederynen seconded
the motion. Motion carried.
FIRE DEPARTMENT
Councilman VanNederynen asked if the list of bills were being submitted to the
Town Clerk. It was answered, yes they were being received. Greg Kirchgessner
said a rescue truck is a priority new equipment necessity. No town money
would be used to fund the rescue truck.
Councilman VanNederynen made a motion the Councilman dougherty be the new Fire
Department liaison for the second quarter. Councilman Linton seconded the
motion. Motion carried.
CLEAN UP WEEK - T
Clean Up Week was very successful. The Clean Up Week was extended for three
more days. 42 roll-offs were used, 12 of which were tires. 26 loads were
made with town trucks. Approximately 50% of what was collected was recycled.
The Highway crew worked 6 1/2 days on road pickups and had no injuries.
Highway Superintendent Ron Updike said two part-time men were hired for A.
the
Clean Up Week. Salary cost was estimated at $840. He asked where the
additional salary cost would be coming from. It was answered the Highway
Fund. At the end of the year, the expense could be possibly transferred.
Supervisor Owens said that she would have the actual cost of the Clean Up Week
next month. She thanked all the volunteers who assisted on the weekends.
Highway Superintendent Ron Updike stated that the contract with Bowers Fuel
Conpany ends on April 15, 1992. He needs to get bids for the coming year.
Supervisor Owens asked that he obtain the bids.
The Town Historian stated he will be available on Tuesday evenings) at 7:30 for
historical research at Town Hall . The Historical Society meets on May 5, 1992
at 7:30 pm. The Camierative Canni.ttee meets the 3rd Tuesday at "Town Hall at
7:30 pm. A pencil drawing by Ezra Chase of the Enfield Hotel was donated by
Mr. Taber of Newfield.
PERSONNEL COMMITTEE
A Alcohol/Drug Policy is being discussed. A rough draft will be don by
Supervisor Owens and distributed to all employees. It will be reviewed by the
• Town Attorney.
Rick Chase asked if there were any plans to offer a defensive driving class.
Supervisor Owens answered no plan at present, but she will look into it.
Supervisor Owens is looking into various health insurance plans.
JUNK CAR COMMITTEE
The Junk Car Law was supposed to be enforced on April 1, 1992. Councilman
Dougherty has prepared a sample newsletter to inform residents of the various
town activities, including the junk car law. Councilman Dougherty said the
newsletter is a friendly letter informing residents how to dispose of junk
cars. Councilman Linton did not feel that a motion to enforce the junk car
state law should be repealed. It was stated that the newsletter should be a
letter informing residents of the junk car law. Perhaps a column could be
written in the Community Council Newsletter. A tentative date for an
Informational Question and Answer Forum on the Junk Car Law was scheduled for
April 29, 1992 at 7:30 pm.

Highway Superintendent Ron Updike said the County Highway Department was not
notified that the town accepted the road. The road was not aproned to the
county road. Rick Chase commented that the sluice pipe was the wrong size for
a road. He also noted that a SEQR short form was not completed. Highway
Superintendent Updike made a recarnmendation that the road policy be changed to
require the roads be hard surfaced. Councilman Linton felt that the request
was not reasonable as many roads in the town were not hard surfaced.
BILLS
Gould Publications and HSC Assoc. bills were deleted. Councilman Linton made
a motion to pay General Fund Warrant 4-92 for $50,610.23 and Highway Fund
Warrant 4-92 for $14,303.80. Councilman VanNederynen seconded the motion.
Councilman Dougherty abstained.
John Smith stated he was made aware of another cemetery on Gray Road - Teeter
Cemetery.
COUNTY PLANNING BOARD i
Rick Chase reported that the County Planning Board meeting on March 18
discussed Open Space program in detail . The next meeting is April 8, 1992.
TOWN PLANNING BOARD
It was reported that they are working on subdivision policies.
A request was made by Town Clerk Jean Scofield for a policy for requests she
receives from town residents for written statements on zoning regulations.
Councilman Linton made a motion to authorize the Town Clerk to state that the
town does not have zoning. There is a Site Plan Moratorium and a Planning
Board that has been given subdivision authority. Councilman Dougherty
seconded the motion. Motion carried.
Councilman Dougherty made a motion to adjourn the meeting. Councilman Linton
seconded the motion. Motion carried. Meeting adjourned at 11:15 pm.
