The regular meeting of the Enfield Town Board was called to order at
7:30 pm with the following members present:

PLEDGE OF ALLEGIANCE
MINUTES OF THE FEBRUARY 5, 1992 PUBLIC HEARING AND REGULAR TOWN BOARD
MEETING
Corrections to the minutes: Committees: Fire Company - change wording
to read the Fire Department has suggested a cooperative merging and
that a Town Board member be a liaison on the Board of. Directors.
Councilman VanNederynen made a motion to accept the minutes with the
correction. Councilman Lovelace seconded the motion. Motion carried.
PRESENTATION -- REAPPORTIONMENT COMMITTEE OF THE TOMPKINS COUNTY BOARD
OF REPRESENTATIVES
Stewart Stein from the committee spoke about proposed changes to the
reapportionment for County Representation. The committee would like
the opinion of the town board on the proposed changes. The purpose is
to maintain the same number of residents in each district and to keep
neighborhoods together. The population of Enfield is 3,054 according
to the 1990 census. There would be no proposed changes for the' town
of Enfield. The most dramatic change would be to Groton.
PRIVILEGE OF THE FLOOR
Rick Chase questioned Highway Supt. Ron Updike if anything was being
done with the chipping proposal plan. Highway Supt. Updike stated
that he had contacted Albany and there was a possibility that a grant
would be available. Supt. Updike said he could not justify the cost
of a chipper $12,000 or $6,000 if a grant was available. There are
smaller chippers available costing between $6, 180 to $9,084. Supt.
Updike felt there are other priorities for the capital equipment fund.
Road maintenance vehicles are top priority. He would be willing to do
what the town board would like to do.
Councilman Lovelace asked if the public is interested in a chipper.
Councilman VanNederynen asked if there was a possibility of borrowing
or renting one from other municipalities.
Rick Chase said the program was a convenience to the public . He felt
that a larger chipper would last longer and would be easier to
maintain than a smaller chipper.
Supervisor Owens said she would like a survey done of town citizens.
Councilman VanNederynen felt the same.
• John Smith reported that he had received a letter and check from
Richard Wortman for the cemeteries. Mr. Smith has also collected $285
from individuals-
M. Clyde Hubbell asked if the town was notified of an increase by
Haefele TV for basic cable service.
REPORTS
COUNTY BOARD OF REPRESENTATIVES
County Rep. Dan Winch reported 10% cuts were already made in the
county 1992 Budget. There must be more cuts made. The Transit
Facility is progressING. Only 7% - 8% of the cost is coming from
County funds.
COMMUNITY BUILDING
Supervisor Owens reported that she has talked to four furnace
suppliers. There is a need to look at more cost effective ways to
heat the building. Agway would like to do an assessment of the
heating system.
ENFIELD FIRE DEPARTMENT
Councilman VanNederynen reported that the Fire Department was
considering an in-house purchasing policy. The Fire Department was
concerned regarding the publicity the fire department would received
re tax exemptions on agricultural assessments. They would like
taxpayers to know that the town implemented the law,
It was asked what the progress was on the audit of the Fire
Department. Supervisor Owens reported that Mr. Mickelson had been
ill.. Supervisor Owens will check on a Monday evening meeting with the
auditor.
Sue Siegard asked about her proposal on the fire department.
Councilman VanNederynen said she would like to wait to see how the
meeting goes with the auditor and see how meetings progress with the
town board liaison:
HIGHWAY SUPERINTENDENT
Supt. Updike reported that the safety plate was installed on the vault
door. The fan has been repaired in the bathroom. He hoped to have
all the pot holes filled by the end of the week.
LANCASHIRE DRIVE
A letter was received from Ward Hungerford, the County Highway
Manager, regarding Lancashire Drive . A county highway work permit was
not issued. A stop sign needs to be erected. Supervisor Owens will
contact Shirley Egan to have the information on the road turned over
to Bob Mulvey.
TOWN HISTORIAN
M. Clyde Hubbell reported that the Enfield Historical Society will
have their first meeting on Tuesday, March 10, 1992 at 7:30 pm.
COPY MACHINE
The justices have a Canon copier on trial . The cost is approximately
$1,200.
JUNK CARS
Councilman Dougherty will write a newsletter on the Junk Car Policy.
There will be a combination Personnel/Junk Car Committee meeting
scheduled later in March.
BILLS
Councilman Lovelace made a motion too pay General Fund Warrant 3-92 for
$3,698.67 and Highway Fund Warrant 3-92 for $5,916.25. Councilman
Dougherty seconded the motion. Motion carried.
OLD BUSINESS •
TRASH CLEAN-UP WEEK
Supervisor Jean Owens talked about combining recycling, an auction,
and Trash Clean-up Week_ It will cost the town $95.00 per dumpster
load. The town will do road-side pickup. `.''he Highway Department will
not enter homes. Councilman VanNederynen made a motion for the
committee to proceed with Trash Clean-Up Week on March 21 - March 29,
1992. Councilman Lovelace seconded the motion. Motion carried.
CONSERVATION ADVISORY COUNCIL APPOINTMENTS
Councilman Lovelace made a motion to appoint the .four people who made
application to the Conservation Advisory Council : Ralph Carpenter,
Jr. , William Westoven, Karen Anderson, and Jessica Connors.
Councilman VanNederynen seconded the motion_ Motion carried.
CHIPS 5 1
There is $5,058 money left from last year from CHIPS funding.
Councilman Dougherty mad a motion to authorize Supt . Updike to make
the necessary purchases for capital road improvement to use up the
CHIPS funding for 1991. Councilman VanNederynen seconded the motion.
Motion carried.
Councilman Dougherty made a motion that the chipper recycling program
be put on hold until such time that a need become apparent (via
surveys) and monies become available (via excess funds) . Councilman
Lovelace seconded the motion. Motion carried.
DOG LEASH LAW
Councilman VanNederynen suggested a public informational meeting on
the Dog Leash Law and think of ways to get information out to the
people.
REDUCTION OF ELECTION COSTS
Supervisor Owens will check of ways to cut costs.
INVESTMENT POLICY
Councilman Lovelace made a motion to adopt the Investment Policy
Resolution. Councilman VanNederynen seconded the motion. Roll call
vote: Councilman Dougherty - abstained, Councilman VanNederynen -
yesi Councilman Lovelace - yes. Motion carried. (Copy of Investment

Councilman Dougherty made a motion to adjourn the meeting. Councilman
Lovelace seconded the motion. Motion carried. Meeting adjourned at
11: 15 pm.
