The public hearing on the 1992 Enfield Town Budget was called to order
at 7 : 30 pin with the following members Present:

Various Enfield residents spoke regarding the 1992 Town Budget.
• Anne Robbins presented a ,petition with 30 signatures asking the Town
Board to include the one time payment for the Ithaca Youth Bureau in
the budget. If the town participated. Enfield residents would not have
to pay the triple fees to the city for Youth Bureau activities.
Peter Moore requested that the Fire Department budget be reduced to
amount received in 1990. He also asked that youth programs and town
attorney budget be reduced.
Bruce Lott wanted the Fire Department budget reduced.
Dennis Hubbell, Enfield Fire Chief. said he does not like to see the
taxes go up either. He stated that the Enfield Fire Department does
not have the largest budget in the county.
Charles Hubbell asked why taxes are going up so high. Supervisor Gray
answered that the budget is tentative. Mr. Hubbell stated he was
against such a high increase.
Doug Willis asked why the Enfield Highway Department ( less than
$100,000 ) can operate on less than the Fire Department? The Fire
Department budget needs to be reduced. The Hector highway employees
make $8.40 per hour: why should Enfield highway employees make more
than $10.00?
Gary Achilles felt that Enfield residents do not need any more tax
raises - the budget needs to cut.
Rose Pellegrino speaking for the Enfield Community Council said that
they have decreased their budget for next year.
Bruce Lott said that the Fire Department costs the town $426 per day.
The Highway Department costs the town $500 plus per day. The Fire
Department is not even in service everyday.
John Smith said that last year's unexpended balance was $175 ,000, for
the 1992 budget it is only $35 ,000.
The 1992 Budget Public Hearing was closed.
The regular monthly Town Board Meeting was opened at 8:00 pm.
PLEDGE OF ALLEGIANCE TO THE FLAG
PRESENTATION - COMMSTRUCT/PEGASUS, INC. - CELLULAR TOWER
The Town Board had granted a waiver of the Site Plan Review to
Commstruct/Pegasus. Inc . for construction of a cellular tower on
Bostwick Road. Two Enfield residents took legal action against the
town. The ,-fudge granted in favor of the two residents and the building
permit that was granted was revoked- A SEOR form was completed by
Commstruct/Pegasus, Inc . They had asked that the town board review the
SEAR form and consider an exemption.
Mark Wheeler, attorney for Steve Gordin and Ezra Cornell asked that the
town board take action after Mr. Goggin and Mr. Cornell review the SEAR
form. He asked that the Town Board make the SEAR form available so
that people may review it.
Supervisor Gray proposed that a special meeting be set for action on
the SEO.R form. Councilman Linton asked Attorney Egan how soon the town
board have to act on the SEAR form. Attorney Egan stated 20 days or
until all information requested has been obtained.
Steve Goggin asked that the town board give the request serious
consideration.
Supervisor Gray asked if it was referred to the Planning Board does it
fit into the time frame? Attorney Keith Osber, representing
Commstruct/Pegasus, Inc . , stated tha' they are doing everything
possible to comply with the regulations_ The only issue is the height
of the tower - 360 feet and the strobe light. He asked that the town
board consider their request.
Ezra Cornell asked the town board listen the town citizens. He would
like the request referred to the Planning Board.
Eileen Bock stated she was concerned about the cellular tower for
health reasons.
Supervisor Gray made a motion to have a public hearing on November 20,
1991 at 7:30 pm in the Enfield Community Building to act on the SE9R
form. Councilman Lovelace seconded the motion.
Steve Gog'gin asked why it could not be acted on by the Planning Board
or can the Planning Board be involved? Supervisor Gray stated that the
Planning Board could act on gathering information.
Attorney Egan stated that the 20 day time frame could be extendad if
more information is required.
Councilman Linton made a amendment to ask the Planning Board to provide
information on the request .
Commstruct attorney, Keith Osber. stated that they would bring a
technical person to the Public Hearing to answer questions that anyone
may have. 40 -
Robert Cooper asked how close the closest cellular tower is4the
Commstruct/Pegasis lawyer? It was answered 3miles. How long has
cellular phones been in existence'? It was answered about 10 years.
Supervisor Gray withdrew her motion. clouncilman Lovelace withdrew his
second of the motion.
Supervisor Gray made a motion to s--hedule the public hearing and a
special meeting on the cellular phone tower on November 20 , 1991 at
7 :30 pm in the Enfield Community Building and to involve the Planning
Board for input _ Councilman Lovelace seconded the motion. Motion
carried.
It was mentioned that the cellular tower would affect television
dishes. Attorney Osber stated that they do not and that if anyone had
a problem with their dishes , the company would pay for the repair.
MINUTES OF THE LAST MEETING OF OCTCBER 2, 1991
The minutes to the last meeting of October 2, 1991 were read by Town
Clerk Jean Scofield. Corrections: a motion was made to adopt the
tentative budget as the preliminary budget.
Councilman Lovelace made a motion to accept the minutes with the
w
correction. Councilman Mente seconded the motion. Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
Deleted from the agenda were reports by: County Board of
Representatives, Highway Superintendent , Planning Board and Community
Council.

REPORTS
TOWN ATTORNEY
Attorney Egan distributed to the town board a memorandum on procedures
on SEGR review. Councilman Linton asked why there was an increase in
land from 5 acres to 7 .783 acres. It was answered "probably because of
the road" . Attorney Egan requested that copies be made of the SEQR
review and be made available for the public as soon as possible.
Attorney Egan has received the revised deed as well as the easements on
the road (Lankashire Drive ) dedicated to the town. Attorney Egan had
suggested revisions to the easements to make it clearer.
CEMETERIES
John Smith reported that he went to the Assessment Office for his
assessment problem. The assessment on his property will be corrected
in time for the 1992 school tax bill.
The cemeteries have received three more loads of dirt from Ralph
Carpenter. Mr_ Smith asked that a letter of thanks be written to Ralph
Carpenter and Councilman Linton for the donation of dirt for the
cemeteries.
Work is still being done on the cemeteries by the Tompkins County
Community Service People.
COMMUNICATIONS
Letters were received from various residents on the cellular phone
tower.
A $785-83 check was received from Haefele TV. ($954. 11 less $168.28 -
tax paid to the town) . One percent of the total revenue received was
$954. 11 .
Richard A. Wortman would like to offer a grant of not more than $50o to
be matched by town money for cemetery clearing and restorations.
The Board of Representatives asked for a EMC representative.
Supervisor Gray will forward the request to Ashley Miller.
MONTHLY BILLS
Councilman Linton made a motion to pay General Fund Warrant 11--91, for
$5,906-20 and Highway Fund Warrant 11-91 for $3.802.87. Councilman
Lovelace seconded the motion. Motion carried.
OLD BUSINESS
SPCA CONTRACT
The contract has not been received as of yet.
JUNK CARS
It was asked if classic or antique cars are considered .funk cars. It
was answered if they were road worthy - no.
ENFIELD COMMUNITY COUNCIL
• The Enfield Conununity 'Council has reduced their budget for 1992. The
fee for the Ithaca Youth Bureau recreational services is $4,998.
Payment of this amount would eliminate triple fees to the Enfield
residents. Information needs to relayed to Enfield residents that
Enfield is a participant of the Ithaca Youth Bureau.
1992 TOWN BUDGET
Cemeteries were increased $250 to accept the matching money grant.
Jack Hubbell requested a letter of appreciation to Mr. & Mrs. John
Smith for their work on the cemeteries.
Councilman Linton made a motion to change the election inspector rates
to: Election Day - $80.00
Primary Day - 50.00
Registration - 40.00
Councilman Lovelace seconded the motion. Motion carried. Elections
line 1450.4 was reduced to $2, 150.
2 2/4 Buildings - Supervisor Gray will contact Ron McFall to obtain estimates
on the roof repairs for the Town Highway Building. Councilman Linton
asked Greg Kirchgessner to obtain estimates to replace the burners in
the Community Building.
Dog Control - Councilman Linton made a motion to budget $4,812 for Dog
Control in 1992 ( 1991 rate) . Councilman Lovelace seconded the motion.
Roll call vote: Supervisor Gray -- no , councilman Mente - yes.
Councilman Linton - yes, Councilman Lovelace - ,yes. Motion carried.
Delete chipper from Highway Fund budget. Reduce front $454000 TO
$1.2.000 . Reduce 7. 5% increase for Highway employees to 5/.
FIRE DEPARTMENT BUDGET
Greg Kirchgessner asked that a town board member assist the fire
department with the 1993 budget .
Councilman Linton made a motion to go back to the 1990 fire protection
funding of $120,330 . Councilman Mente seconded the motion. Roll call t
vote: Supervisor tray - no (not until an audit is complete ) ,
Councilman Mente - no (not until an audit is complete ) , Councilman
Linton - yes, Councilman Lovelace - no .
Councilman Lovelace made a motion to drop the Fire Department budget to
$140,040. Councilman Linton seconded the motion. Motion carried.
Councilman Linton made a motion to adopt the Final Budget from the
Preliminary Budget. Councilman Mente seconded the motion. Motion
carried.
FIRE DEPARTMENT CONTRACT - 1992
The Public Hearing for the 1992 Fire Department Contract was scheduled
for December 4, 1991 at 7:30 pm.
Councilman Mente made a motion to adjourn the meeting. Councilman
Lovelace seconded the motion. Motion carried. Meeting adjourned.
