Clyde Hubbell Councilman Onale Mente Town Clerk Jean Scofield Councilman Robert Linton Councilman Donald Lovelace Excused: Councilman Andrew .Kraft PLEDGE OF ALLEGIANCE TO THE FLAG PRESENTATION: SPCA 1992 CONTRACT • Pam Stonebreaker presented the 1992 SPCA contract for $5,053. The SPCA is staffed by two full-time and two part-time employees that are certified by the state. The SPCA supplies the town with 24-hour emergency service. PRIVILEGE OF THE FLOOR Peter Moore stated he has attended all meetings of the Enfield Planning Board during the past few months. He presented a petition signed by 752 signatures asking the Town Board to dissolve the Planning Board. Jo Ella Moore said she has sent in her resume to the Planning_ Board. She would like to be appointed the Planning Board. Alan Fisher auestioned the definition of a subdivision. The Town Board said they would have the town attorney write up a statement on the definition of a subdivision. Town Clerk Jean Scofield read the Resolution on Subdivisions. Copies were given to interested individuals. Jean Owens .reported there has been a 10% increase on the food demands at the food distribution. The local recycling center on Saturdays will be continued. Mrs. Owens said that the recycling center will be accepting the "glossy" sections of paper in the future. The "curbside recycling" does not include "groups of housing". The local recycling center will be continued. John Smith voiced a complaint that he was never notified by the County Assessment Office that his assessment was changed on his property. Gary Achilles asked why the Planning Board had a say on who was appointed. MINUTES OF I.A.ST 1171En�:ING OF SEPTEMBER 4, 1991 The minutes to the last Town Board meeting of September 4. 1991 were read by Town Clerk Jean Scofield. Corrections: Change policy on eliminating Planning Board members to read if a Planning Board member misses 2 consecutive unexcused meetings in one year are causes for dismissal. Add answer to Wilma Fisher's question about a warning sign to be placed at the intersection of Harvey Hill Road and Black Oak Road. It was answered that Acting Highway Superintendent Ronald McFall will contact the County.Hiahway Department. Councilman Mente made a motion to accept the minutes with the corrections. Councilman Lovelace seconded the motion. Motion carried. • ADDITIONS/DEL.ETIONS TO AGENDA Deleted from agenda were reports from: County Board of Representatives. Town Attorney, Planning Board, and Community Council. it was st:ggested that a list be. posted on the Town P.,ulletitl Board of people that will haul vehicles away. The lists could also be posted it, the stores. REPORTS CEMETERIES John Smith said that six loads of dirt were donated by Councilman Linton and two loads from Ralph Carpenter for the Town's cemeteries. Workers from the Tompkins County Commtuiity Service Persons will be workina this Saturday and Sunday in the Rolfe Cemetery. COMMUNICATIONS Letter received from Eduard Nosewicz. Mr. Nosewicz would like the name of Thomas Road changed to Nosewicz Road.. The Town Board stated that there would not be a name change. It was believed that a Thomas family lived on the road at one time. County Representative Dale Winch sent a message that Clean-Up Days are scheduled for March, 1992. There will not be a tipping fee but the towns would be responsible for transportation to the landfill. The Rabies Clinic for dogs and cats is scheduled for October 30. 1991 from 7:00 - 9:00 pm in the Town Highway Blaildina. Letter received from the City of Ithaca Youth Bureau inviting the town to join for recreational services. The cost for 1992 will. be $4,998. Notification received from Haefele TV informing the Town Board that the rates for basic service will increase $1.00. A card was received from Harry Bowers of the Sprague Insurance Building. He would • like to give the town a quote on insurance. Councilman Lovelace said that the town should obtain the quote offered. A letter was received from Marnie Kirchgessner regarding the questions raised about the Community Council, at the September meeting. Included with the letter was a copy of the August 31, 1901 Statement of Revenue and Expense of the Community Council. An invitation was received from Nancy Siembor-Brown, Principal of the Enfield School, to the dedication of the new wing of the school on October 3, 1991 at 7:30 pm in the new gym. A letter was received from Farmers Home Administration outlining FmHA programs available to rural communities. The letter was passed on to the Volunteer Fire Company. BILLS Councilman Linton made a motion to pay General Fund Warrant #10-91 for $4.603.45 and Highway Fiuid Warrant #10-91 for $1.291.04. Cotuicilman Lovelace seconded the motion. Motion carried. Councilman Linton made a motion tp pay Beal Mark SL9.3.957 from the Highway Equipment Reserve AccoLult. Councilman _"eIlte Secanded the lIIotion. Motion carried. OLD BUSINESS Supervisor Gray stated that she attended the County Planning Board meeting to represent the town. Juries Seward was a speaker at the meeting. PLANNING BOARD VACANCY A letter was received from Gene Endres submitting four Planning Board applicants" resumes. Resumes submitted were from Dale Elizabeth L•ehnig, Jane Bassett, Doug Willis, and Jo Ella Moore. Another application was received by the towzi board from Michael V. Wallace. A personal• letter from Caroline Bingham recommended Jane Bassett for the Position. A Personal latter from Gene Endres was also received recommending Dale Elizabeth Lehria or Jane Bassett. Councilman Linton suggested Jo Ella Moore. COL171C]lIIlan Linton made a motion, to appoint Jo Ella Moore to the Planning Board. Councilman Lovelace seconded the motion. Roll call vote: Supervisor Gray - yes, Councilman Mente - yes, Councilman Linton - yes, Councilman Lovelace - yes. Motion carried. PRELIMINARY BUDGET It was asked why the state retirement contribution was cut. Answered: the town's rate was lowered. There was a discussion on raising' Justice Townley"s salary to equal Justice Smithers. . Justice Townley feels he is available to do the same amount as Justice Smithers and should receive the same amount after two Years in office. Councilman Linton made a motion to adopt the preliminary budget as the revised budget with no changes. Councilman Mente seconded the motion. Motion carried. The Public Hearing on the Revised Budget was scheduled for November 6, 1991 at 7.30 pm. . Councilman rIente made a motion to adjourn the meeting. Councilman Linton seconded the motion. Motion carried. Meeting adjourned at 10:55 pm.
