Clyde Hubbell Councilman Onale Mente flown Clerk Jean Scofield Councilman Robert Linton Councilman Donald Lovelace Absent: Andrew Kraft PLEDGE OF ALLEGIANCE • PRIVILEGE OF THE FLOOR There were no comments fram the floor. MINUTES TO THE LAST MEETING OF JUNE 5, 1991 The minutes to the last Town Board meeting of June 5, 1991 were read by Town Clerk Jean Scofield. There were no corrections. Councilman Linton made a motion to accept the minutes as read. Councilman Lovelace seconded the motion. Motion carried. ADDITIONS/DELETIONS TO THE AGENDA Delete County Board of Representative's Report and Town Attorney Report. Add Rural Properties Tax Exemptions and Cemeteries. REPORTS PLANNING BOARD The Town Board and the Planning Board met and have a Draft Site Plan Review Law to be presented. The Planning Board have not received any communications from the developer for the Buck Hill Road property. ENFIELD COMMUNITY COUNCIL Mamie Kirchgessner requested that the old garage doors be auctioned at the Cammunity Council auction in October. She asked if the contract was received fran the Tompkins County Youth Services. Supervisor Gray answered yes it was just received. Mamie requested that the contract be signed as soon as possible. The Corm mity Council would like to operate a Drop-In Center for teens. The Council would like a door installed (similar to the one on the Town Hall) to replace the center garage door. The door would make the downstairs handicapped accessible. The approximate cost would be $500.00. The permits have been obtained for the Sumner Program and for swimming in the Fireman's Pond. The Ithaca School District has approved funding for half of the cost the bus used for the summer programs. The Summer Program will start on July _ _ • 8, 1991. Because of funding, it was uncertain if the ACE Program would be continued next year. Councilman Lovelace made a motion to donate the two overhead garage doors to the Enfield Community Council to be auctioned off at the Carmunity Council auction in October. Councilman Mente seconded the motion. Councilman Lovelace withdrew his motion until the Town checked on the legality of the donation to the Commumity Council . Mamie Kirchgessner spoke of local individuals that need to do community service. She suggested that they could paint the Ccrr=ity Building or work on the town cemeteries. The Town would have to supply the supplies necessary to paint the Cam mity Building. She will check with the Tompkins County Probation Department. r 20 1) CCP14 TCATIONS _ — Letter received from Gordon VanNederynen. He is resigning from the Enfield Planning Board and the County Planning Board effective August 1, 1991. Notice received from the County Board Of Representatives inviting Town Supervisors and Mayors to the County Reapportionment Cam ittee meetings. Bid received from Lee Scott of, Halsey Farms for $251 for each garage door or $502 for both garage doors. Received $50.20 cash for the deposit. A financial report for the period of January 1, 1991 to June 27, 1991 was received from the Enfield Volunteer Fire Department. They would like to meet with the Enfield Town Board. BILLS Councilman Lovelace made a motion to pay General Fund Warrant 7-91 for $7,383.50 and Highway Fund Warrant 7-91 for $16,418.63. Councilman Mente seconded the motion. Motion carried. OLD BUSINESS SITE PLAN REVIEW LAW Councilman Linton made a motion to accept the resolution for the local law on Site Plan Review. Councilman Lovelace seconded the motion. Vote: Councilman Mente - yes, Councilman Linton - yes, Councilman Lovelace - yes, Supervisor Gray - yes. Councilman Kraft was absent. Motion carried. Town Clerk Jean Scofield presented the local law to Supervisor Gray. Supervisor Gray certified that it is a necessity for its immediate passage. The Public Hearing on the Site Plan Review Law was scheduled for July 17, 1991 at 7:30 pm at the Enfield Town Hall . BID ON GARAGE OVERHEAD DOORS Councilman Linton made a motion to accept the bid from Halsey Farms on the garage overhead doors for $502.00 for both doors. Councilman Lovelace seconded the motion. Motion carried. ESTIMATE OF LETTERING BUILDING FOR TOWN COURT Councilman Linton made a motion to accept the estimate from James Dew for letters to read: TOWN COURT TOWN HALL and to move the existing Town Highway Department sign to over the Highway Department door. Councilman Mente seconded the motion. It was noted that the sign for Town Hall should be over the sign for Town Court. Motion was carried. NEW BUSINESS REAL PROPERTY TAX EXEMPTION Councilman Linton told how he went to apply for the Veterans Tax exemption on his property. He was told it would cost him more than he would be obtaining on the exemption. He called his County Board Representative and received .no help. He called Senator Seward's office and did not receive much help. He then called Assemblyman Martin Luster's office. Councilman Linton found out from him that all that was needed was a change in the County policy on partial exemptions. A change was made in the County Policy and Councilman Linton received his Veterans tax exemMtion. CEMETERIES Information was received that it was the Town that put the fence up in Budd Cemetery. A portion of the fence opening needs to be moved because it is over a grave. JOINT MEETING WITH ENFIELD VOLUNTEER FIRE DEPARTMENT Supervisor Gray will speak to Dennis Hubbell on a joint meeting date in August. Poxxibly August 14th or August 21st. a 1. 'I, TOMPKINS COUNTY YOUTH SERVICES CONTRACT Councilman Mente made a motion that Supervisor Gray sign the Youth Services Contract. Councilman Lovelace seconded the motion. Motion carried. Councilman Mente made a motion to adjourn the meeting. Councilman Lovelace seconded the motion. Motion carried. Meeting adjourned at 10:20 pm.
