PLEDGE OF ALLEGIANCE
PRIVILEGE OF THE FLOOR
'Town Justice Dale 'Townley reported that a larger number of people are
getting tickets for speeding. He requested that an additional sign be
placed above the outside door to the town hall_ The sign on -the door
is too small to be read from the road.
MINUTES TO THE LAST MEETING
The minutes to the last meeting of May 1 , 1991 were read by Town Clerk
Jean Scofield_ Corrections: Add to the County Board of
Representative ' s Report - The Town of Enfield' s population has
increased 29% since the 1989 census. Add to the Enfield Planning
Board Report Gene Endres distributed the Draft Site Plan Review Law,
Newfield Is Mobile Home Park Regulation and Licensing Local Law, and a
copy of the Town of Coventry Site Plan Review Law.
Councilman Lovelace made a motion to accept the minutes as read.
Councilman Kraft seconded the motion. Motion carried-
ADDITIONS/DELETIONS TO THE AGENDA
Deleted: Enfield Community Council Report
Add: Sign of Highway Building for Town Court
REPORTS
COUNTY BOARD REPRESENTATIVES
County Representative Daniel Winch reported that the DR7 Landfill
permit and construction and the Central Processing Facility is
progressing_ The tipping fees will double or triple if it is
necessary to transport to landfills outside the county_ There is a
"Household Hazardous Waste Collection Days" being planned by the
County.
Proposed Cornell, TomTran, and Ithaca Transit facility funding from
the state• is in jeopardy because of the state budget cuts. A
Reapportionment Committee has been formed. There has been a slight
change in Enfield.
• ASSESSMENT COMMITTEE
Approximately 50 people attended Grievance Day in May. The County
Board of Assessment ( 3 individuals are on the committee ) have the
final say on adjustments to assessments.
PLANNING BOARD
Caroline Bingham reported that a new subdivision application on Buck
Hill Road ( Earl Miller farm) extending from Harvey Hill Road to
Weatherby Road has been received. The developer is Berkshire Country
Development Trust. There is a proposed 28 - 30 lots.
Caroline Bingham requested an establishment of a subdivision
application fee.
The following schedule of fees were developed:

All categories subject to payment of consulting fees and costs of
proceedings if any.
Councilman Linton made a motion to adoi.:,t the subdivision application
fees. Councilman Lovelace seconded the motion. Roil call vote:
Councilman Linton - Ave , Councilman Mente - Aye, Gouncilman Lovelace -
Aye, Councilman Kraft - Aye, supervisor ;4ray - Aye . Motion carried.
TOWN ATTORNEY
Town Attorney Shirley Egan said that Caroline Bingham will call
Supervisor Cray to set a meeting between the Town Board and the
Planning Board regarding the Draft Site Flan Review Law.
COMMUNICA`PIONS
Letter received front Gene Endres regarding assessments of farm land to
building lots (Ron Updike property ) .
BILLS
Councilman Linton made a motion to pay General Fund Warrant 6-91 for
$3, 566.44 and Highway Fund Warrant 6-91 for $21,604.00. Councilman
Kraft seconded the motion. Motion carried.
OLD BUSINESS
CEMETERI E:
John Smith said that there is now n r.•en<<,:�- UT-1 On Budd Cemetery. but it
is locateo across one grave. Mr. :_;mite will talk to Greg Pvthila. He
statea. than, the Bennett's would lii•:e 2 cemetery lots and his wife and
him would like to be buried in the Rolfe Cemetery. Mr. Smith would
like to clear brush in the cemeteries it he could. He stated that the
town should clean up the cemeteries. Councilman Lovelace stated that
there is money budgeted for upkeep on cemeteries. Mr. Smith would
like a 1:,oli.cv on cemeteries.
PLANNING BOARD
Councilman Linton made a motion to appoint Michael Williams to fill
the unexpired term of Steven Tanksley. The term expires on December
6, 1993. Councilman Lovelace seconded the motion. Motion carried.
NEW BUSINESS
APPOINTMENT OFF RONALD MCFALL A;-J ACTING 11fGHWAY SUPERINTENDENT
Councilman Linton made a motion to appoint Ronald McFall as Acting
Highway Superintendent at $13.50 hour t-,:it.h no overtime pay. A
memorandum of understanding will be completed by Supervisor Gray and
signed by Ronald McFall. The motion was, seconded by Councilman Kraft.
Motion carried.
TOWN COURT SJIGNS
The Town Board agreed to move the Highwav Department sign to over the
Highway Department door. A larger sign with Town Hall and Town Court
is to placed over the Town Hall door.
HIGHWAY SPECIFICATIONS
It was recommendod by Ronald McFall to j.-vid oil and stone to be added
to highway specifications on new roads. The recommendation was turned
over to the Planning Board.
Councilman Lovelace made a motion to adjourn the meeting. Councilman
Mente seconded the motion. Motion carried. Meeting adjourned at
11:45 pm.
