The regular meeting of the Enfield Town Board was called to order at
7 :30 pm with the following members present :

PRESENTATION: Tompkins County Environmental Management Council
Brad Prentiss from the Tompkins County Environmental Management
Council presented information on the Tompkins County Unique Natural
Area Inventory in the Town of Enfield. Mr. Prentiss presented a book
"Unique Natural Areas of Tompkins County" to the Town Board.
PRIVILEGE OF THE FLOOR
Rev. Earl Andrews, pastor of the Enfield Methodist Church, introduced
himself to the Town Board.
MINUTES TO THE LAST MEETING
The minutes to the last meeting of February 6, 1991 were reaca by Town
Clerk Jean Scofield. There were no corrections. Councilman Lovelace
made a motion to accept the minutes as read. Councilman Kraft
seconded the motion. Motion carried-
ADDITIONS/DELETIONS TO THE AGENDA
Deleted from the agenda were reports by Highway Superintendent, Town
Attorney, Planning Board, and Enfield Community Council .
REPORTS
COUNTY BOARD OF REPRESENTATIVES
County Board Representative Daniel Winch expressed his apologies for
not attending past meetings.
He reported that he was appointed chairman of the Public Works &
Construction Management Committee.
Landstrom"s Landfill will be closed at the end of 1991. The Central
Processing Center will not be completed until 18 months after the
Permit is issued. Bids are being taken for recycling tires.
The Tompkins Coi�iitt...y budget is short hr.,ause of the state
cuts.
COMMUNICATIONS
Note received from Shirley Egan. She hopes to .t;,e at the April
meeting. She is recuperating from .surgery .
Supervisor 'Gray read a proposed resolution from i''arol Barriere
regarding cuts in state aid for youth services.. Supervisor 'Gray made
a motion to accer.It the resolution ( resolution rnt tuached .j . Councilman
Lovelace seconded the motion. Moti�ori carried . .
The 1990 SPCA A(.;t.ivities Report was receivedl.
The Town of Hector has approved the name of Bu(,l: Till Road_ "Hector
proposed that they would number the road ( 4 di,,:-it numbers) . 'The 'Town
Board decided to discuss house numbering at a future meeting.
ids M. Clyde Hubbell. questioned whether. the Building; Inspector would- be
interested in taping over the house numbering.
The County Probation Department proposed to the town that "Community
Service Forced Volunteers" pick up trash on Enfield roads. The Town
Highway Department would have to pi.cl. uj-.- t.ht�-i along the road and
pay the tipping iees.
BILLS Councilman Lovelace made a motion to pay for the used 1.977 Auto Car truck
from the Equipment Reserve Fund. Councilman Mente seconded the Motion. Motion carried.
Councilman Linton made a motion to pay the t^;eneral Fund Warrant 3-91
for $ 3.450.23 and the Highway Fund Warrant 3-91 for $ :15,159.23
Councilman Mente seconded the motion . Motlon 1 -arried.
OLD BUSINESS
Councilman Linton .reported he has found pr. oble.ins with the wording of
the state laws on the property tax exemptions. The state iaw states
only residential property to receive the exemption.
NEW BUSINESS
TRUCK BID/AWARD
Councilman Linton made a motion to accept the rid from Beam Mack for
$83,957 for a 1991 Mack RD688-S tandem a:cle snow plow dump truck
chassis, new Viking custom snow plow hitch, Nei,, Viking wing control
unit. Bibeau 14 Toot dump body, and new sander hydraulic flow control
unit installed_ t�ouncilman Lovelace seconded the motion. Motion
carried.
Councilman Linton made a motion to adjourn the meeting. Councilman
Kraft seconded the motion. Motion carried. Meeting adjourned at
10:00 pm.

At the March 6, 1.99:1. monthly IneetiTIi:; of Enfield Town Board, Supervisor
Gray made a motion to accept the following resolution on cuts in state
aid for youth services. Councilman Mente seconded the motion.
Resolution was passed by the Town Board,
RESOLUTION: Oppositiori to cuts i n n i d t;c) ',localities and youth
services and support for Article 19A Section
420 of the New York Executive Law.
WHEREAS: The Governor' 1991-92 State Budget includes drastic
reductions in aid to localities that affect the Town' s
ability to continue valued services for municipal
• residents and
WHEREAS: The Governor has also recommended an additional 55%
reduction in the amount of: local assistance available
to the Town for youth services, and
WHEREAS: the Town is currently engaged in planning (providing)
new and expanded services for children and youth that
that will rely on the availability of continued state
aid from the Division for Youth and
WHEREAS: the NYS Executive Law Article 19A Section 420 which
provides per capita aid to localities for youth service
'has been the foundation of the State' s successful youth
service system for more than 45 years,
WHEREAS, the Governor' s proposal to allow DFY funded programs
to charge fees will not generate enough alternative
revenues to offset the proposed cuts in services for
families least able to pay fees, now therefore be it
RESOLVED, ( upon recommendation of t•he Youth Commission] that the
Town of Enfield oppose all proposed cuts in aid to
localities and especially those for youth services and
further
RESOLVED, that the Town urges our Senate and Assembly representa-
tives and the leadership of the Legislature to oppose
cuts in state aid and furtbPr
RESOLVED, that the Town urges ,ontinued support for Executive Law
Article 19A Section 420, and opposes any attempts to
eliminate or weaken the State' s youth service system
and further
RESOLVED, that this resolution .be transmitted to: Govenor Cuomo,
the leaders of the Senate and Assembly, the leadership
of the legislative committees responsible for recom-
mending state aid foi- youth services and to our local
representatives.

Thomas Hughes and Mr. & Mrs Hugh Galt asked about junk ,yard
regulation of fencing around the property.
Jean Owens said the the food distribution will be done in the
Community Building in a few months.

Clerk Jean Scofield. There were no corrections. Councilman Linton
made a motion to accept the minutes as read. Councilman Lovelace
seconded the motion_ Motion carried-

ACE Program/Van. Added to New Business was Policy for Agenda of
Planning Board,
COMMUNICATIONS
A thank you note was received from Amo Houghton for having him here
in Enfield.
BILLS
Councilman Linton question whether the 2 wrecked trucks were taken
off the insurance . Supervisor Gray will check on it. Councilman
Linton made a motion to pay General Fund Warrant 4-91 for $8,764.52
and Highway Fund Warrant 4-91 for $9.407 .29. Councilman Kraft.
seconded the motion. Motion carried.
OLD BUSINESS
BUCK HILL ROAD
P
Councilman Kraft made a motion to stay with the Enfield town
numbering system on North and :youth Buck Hill Road. A. notice shall _
be sent to residents, assessors. Board of Elections and other
® proper authorities. Councilman Mente seconded the motion. Motion
carried.
NEW BUSINESS
JUNK CAR YARD FENCING
Councilman Kraft made a motion to enforce the state law on junk car
,yard fencing.. Two or more unlicensed vehicles are a junk yard.
Permits are to be issued for two or more cars. Councilman Mente
seconded the motion. Motion carried.
Supervisor dray will advertise the Town Board decision on the
advice of Attorney Egan.
1,9Z CEMETERY MAINTENANCE (ROLFE & PRESBYTERIAN )
Supervisor Gray will check with the Historic Ithaca for. an estimate
on work for. the Rolfe and Presbyterian Cemeteries.
PLANNING BOARD AGENDA POLICY
Councilman Linton suggested that developers to come before the Town
Board for exemption from moratorium, then either the Town Board
denies or approves or refers it to the Planning Board.
Supervisor Gray will speak to the Planning Board with the
suggestion_

Councilman Mente made a motion to adJourn the meeting. Councilman
Lovelace seconded the motion. Motion carried. Meeting adjourned
at 9.55 pm.
