Clyde Hubbell Councilman Onale Mente Town Clerk Jean Scofield Councilman Robert Linton Councilman Andrew Kraft Absent: Councilman Donald. Lovelace PLEDGE OF ALLEGIANCE TO THE FLAG • LAMA INSURANCE PRESENTATION Bob Lama of Lama Insurance Agency presented the 1991 Insurance Packet to the town board. The Town has a credit on the general liability policy for 1991. The cost of the auto policy has gone down. Workers Compensation insurance cost has increased. Mr. Lama presented a list of autos and equipment list for the Highway Superintendent to review. SPCA 1991 CONTRACT PROPOSAL Pam Stonebreaker presented contract to the town board for the SPCA 1991 Contract of $4, 812. This is a 25% increase from 1990. Supervisor Gray mad a motion to accept the SPCA contract for $4, 812. Councilman Mente seconded the motion. Councilm Linton asked for the revenue and. disbursement money for 1990. Received impound fees of $210. 00 and Clerk fees of $3, 071. 79. for a total of $3, 281. 79. The expenses were $3, 850 for the SPCA Contract. Motion carried. It was noted that a motion was passed at the December, 1990 meeting for payment of $4, 000. PRIVILEGE OF THE FLOOR The Fire Protection Contract for 1991 was received by Supervisor Gray to be signed. The blank for equipment was filled in as $8, 000. Marnie Kirchgessner reported that the grant proposal for the community center renovations was sent in. MINUTES TO THE LAST MEETING The minutes to the last meeting and Public Hearing of the 1991 Fire Protection Contract of December 5, 1991 was read by Town Clerk Jean Scofield. Councilman Linton made a motion to accept the minutes ,as read. Councilman Kraft seconded the motion. Motion carried. ADDITIONS/DELETIONS TO THE AGENDA Deleted from the agenda was: All reports and Old Business - Site Plan Review Law. • Town Historian M. Clyde Hubbell questioned the status of Buckhil.l Road. The Town of Hector passed a resolution accepting the name contingent on the Town of Ulysses. ORGANIZATIONAL RESOLUTIONS Councilman Linton made a motion to adopt the proposed organizational resolutions. Councilman Mente seconded the motion. Motion carried. 1991 Town Board meeting to be held first Wednesday of each month at 7: 30 pm, Town Hall. The Ithaca Journal to be the official newspaper. Tompkins County Trust Company to be the official bank and. Supervisor - $5, 500 per year paid monthly Town Councilman (4) - $1, 500 per year paid bi-annually. Justice (2) Smithers - $8, 000 per year paid qtr Townley - $5, 000 per year paid quarterly Highway Superintendent - $27, 000 per year paid monthly. Monthly, quarterly and bi-annual payroll checks shall be dated the last weekday of the respective payroll period. Fringe Benefits: Vacation for full-time Highway Employees only: Years of_Service Vacation less than 1 none- 1 - 2 1 week 3 - 9 2 weeks 10 - 19 3 weeks 20 and over 4 weeks Vacation credited to employee on anniversary date Vacation schedule must be approved by Highway Superintendent Vacation for Highway Superintendent - 3 weeks Paid Holidays (total eleven (11) per year) : New Year' s Day Martin Luther King Birthday Washington' s Birthday Memorial. Day Fourth of July Labor Day_ Columbus Day Election Day Veterans Day Thanksgiving Day Christmas Day • Reimbursement for working a paid holiday is triple- time. (Double-time plus holiday pay) Sick Leave Policy: All full-time highway employees will be granted eight (8) hours sick leave per month which may be accumu- lated to 120 days. Upon retirement with 10 years service, employee shall receive one (1) hour pay for each eight-hour day accum- ulated to 120 days. Upon retirement with ten years service, employee shall receive one (1) hour pay for each eight-hour day accumulated for a maximum of 120 hours (three weeks) . The current IR_S_m_ile_age_rate to be paid to employee or l.c elected official for use of personal vehicle for Town business. Highway Superintendent .must approve prior use for Highway employees; Town Board must approve all others. Health Insurance: Coverage for .full-time Highway employees (family/individual) provided by the Town. Councilman Mente seconded the motion. Motion carried. PLANNING BOARD Councilman Kraft made a motion to appoint Marty Shapiro to the Planning Board. Councilman Linton seconded the motion. Motion carried. COMMUNICATIONS The town' s portion of the County election expenses is $1, 595. 81. The t:own' s portion of the County mortgage tax is $14, 434. 17. Information received from the Association of Towns Annual Meeting in New York City on February 15 - 17, 1991 , Copy bf letter received from the Tompkins County Health Department to Edith Miller regarding the mobilo home on her lot. Copy of letter received from the Tompkins County Health Department to Andrew Ruina regarding the vehicle that Mike Meles has located on his property:' NEW BUSINESS The Annual Town Audit Meeting was scheduled for January 23, 1991 at the Town Hall. Councilman Mente made a motion for a resolution to recommend Gordon Van Nederynen to the Tompkins County Planning Board. Councilman Linton made a motion to adjourn the meeting. Councilman Mente seconded the motion. Motion carried.
