PLEDGE OF ALLEGIANCE TO THE FLAG
The Public Hearing on the 1991 Town Budget was opened. Supervisor Gray
read the summary page of the 1991 Town Budget. The proposed tax rate
for the Town would be $4. 066. The proposed fire tax rate would be
$1. 88.
Councilman Linton made a motion to close the public hearing.
Councilman Mente seconded the motion. Motion carried.
The regular meeting; of the Town Board was opened.
PRESENTATION: RABIES-RACCOONS BY THE TOMPKINS COUNTY HEALTH DEPARTMENT
Public Health Sanitarian Frank Chase spook about the rabid raccoons
reported in Chemung County. Chemung County has had 6 reported rabid
raccoons. The viral infection, rabies, can be spread to humans by a
bite or saliva excretion. Tompkins County has a rabies plan in place.
At the rabies vaccination clinic in Enfield in October there was a
total of 233 dogs and cats vaccinated. The County Sanitary Code states
that all cats should be vaccinated against rabies. All animal bites
should be reported to the County Health Department. Mr. Chase stated
that the local governments should take care of dead animals on the
roads. The local governments need to have a plan in place if a
outbreak occurs in Tompkins County. He urged the Town to be prepared
for control of wildlife animals.

PRESENTATION: VILLIAM ALBERN ON DEERFIELD MANOR PLAN REVISIONS
Mr. Albern stated. that he has met with the Planning Board four times.
There has been a play area developed, outside lighting changed, land-
scaping added , and extensive rules and .regulations developed. He
stated that a resolution was passed by the Planning Board to recommend
passage of the project.
Councilman .Linton questioned about the two old septic systems on the
property. One system was 100 feet from the main well . Mr. Albern
stated that it would not affect the water .supply.
Councilman Linton stated a more complete a more complete transmittal is
necessary from the Planning Board. Councilman Linton requested that it
that it be put on the agenda for the December meeting.
MINUTES OF THE LAST MEETING OF OCTOBER 3, 1990
Minutes to the last meeting of October 3, 1990 were read by Town Clerk
Jean Scofield. Corrections: Shirley Egan stated that a letter was
sent to Helen Jackson to terminate the lease on the property. (She
also noted that Helen Jackson had no objections to the town using the
driveway; but the town should have a snared driveway agreement. ?
Councilman Linton made a motion to accept the minutes with the
correction. Councilman Kraft seconded the motion. Motion carried.

REPORTS
TOWN ATTORNEY
Attorney Shirley Egan distributed the ammended 1991 Fire Protection
Contract with changes recommended by the .Fire Company attorney. These
were her reactions to suggestion by Attorney ,Tack Ward. Attorney Egan
suggested an audit be done for any prior year' s contract. Prior year' s
audit to be done only on 1990 monies, allocated by the town.
Supervisor Gray asked Attorney Egan for, the Community Council contract
for next month.
Attorney Egan stated that she has told the Planning Board that she
could not recommend the Proposed Site Plan Review Document to the Town
Board for review. Councilman Linton asked if' a site plan review law
was in place now, would it be any different for Deerfield Manor?
Attorney Egan felt that it would not be any different.
RECYCLING DROP-OFF CENTER
Jean Owens was hired as the supervisor. Roy Barriere made signs for
the Drop-off Center. 70 cars showed up the first Saturday and all the
bins were filled. The Drop-Off Center hours are 9 am - 3 pm.
1991 TOWN BUDGET
Increase were made to the 1991 Town Budget on Election line # A14502
from $1 , 850 to $3, 000. Add to Independent Auditing line # A1320. 4 from
-0- to $4, 000 (for Fire Company audit) . Total amount to be raised by
tax for the Town is $322, 6;54.
Councilman Mente made a motion to accept the final 1991 Town Budget.
Councilman Lovelace seconded the motion. Motion carried. Opposed was
Councilman Linton.
BILLS
Councilman Linton made a motion to pay General Fund Warrant 11-90 for
$5, 595. 41 and Highway Fund Warrant 1.1-90 for $31, 084. 80. Councilman
Lovelace seconded the motion. Motion carried.
OLD BUSINESS
TOWNLINE/COUNTYLINE ROAD
Councilman Linton spoke with Town of Hector Supervisor Grant Taber
regarding the Townline/Countyline Road name problem. Councilman Linton
made a motion to adopt -the following resolution on changing the name of
County Line Road also known as Townline Road. Councilman Mente
seconded the motion. Motion carried.
WHEREAS, the use of road names that also designate Town or County
lines tends to produce difficulty in providing emergency and other •municipal services, and;
WHEREAS, this problem has existed and been persistant with regard to
the road serving; as the boundary between the Town of Enfield in
Tompkins County and the Town of Hector in Schuyler Count
known as County Line Road, North, County Line Road, South� andriously Townline
Road, and;
WHEREAS, residents of the area in berth th.e towns of Enfield and Hector,
together with officials .responsible_ :for providing and. coordinating
emergency services have requested action be taken to reduce the
confusion in address location and;
WHEREAS, the Town Boards of both Enfield and Hector have discussed this
matter, therefore:
BE IT RESOLVED, the name of the road presently known officially as
County Line Road by the Town of Enfield and Townline Road by the Town
of Hector, which also serves as the line between the Counties; be and
hereby changed, and upon the effective date shall become known as Buck
Hill Road North and for all that portion of the road in the Town of
Enfield locat(-d north of State 79 ,,and )3tj(:-,R 11.1.11 Road South for
all that portion in the Town of Enfield located south of State Route
79; and further this road name change shall be contingent upon and
become effective upon the date of passing of a similar resolution by
the Hector Town Board indicating a like name change.
NEW BUSINESS
TOMPKINS COUNTY SNOW REMOVAL CONTRACT
The Tompkins County snow removal contract for 1991 is $628 per 2-lane
mile. Councilman Linton made a motion for Supervisor Gray to sign the
• contract. Councilman Mente seconded the motion. Motion carried.
PUBLIC HEARING ON 1991 FIRE CONTRACT
The public hearing on the 1991 Fire Contract was scheduled for the next-
Town Board meeting on December 5, 1990 at 7: 30 pm.
CORRESPONDANCE
A letter was received from Building Code Enforcement Officer Roger
Rumsey regarding a code violation in a Sandy Creek residence.
Information received from the Tompkins County Budget and Finance Office
about the County furnishing software and support for 1991 taxes. A
computer could be purchased for approximately $2, 800 through a state
contract. Councilman Mente made a motion to purchase the county
recommended computer for $2, 800. Councilman Lovelace seconded the
motion. Motion carried.
Hafele TV Cable has raised the rates for basic cable service from
$15. 00 to $15. 50 per month.
Check received from Hafele TV Cable for $594. 65 for franchise fees.
Councilman Mente made a motion to adjourn the meeting. Councilman
Linton seconded the motion. Motion carried. Meeting adjourned at
12: 50 AM.
