Carol Barriere spoke about the ACE Program. they hope to have the
program started. this fall. .
Marnie Kirchgessner 7-(-.pnrte(-1 on the Enfield. Community Council.. The
after school program is almost full. The summer program had an over
attendace this yea'r. There is a possibility that the Community Council
went over their budget for the program this year. The newsletter will
be mailed out in the next two weeks. Marnie spoke about having a paid
building coordinator for the CnTmminity Building. She stated that the
Community Council had enough money i-n thel.r budget to pay someone to do
this.
Caroline- Gritti-Bingham presented. to the Town Board a Draft Site Plan
Review Law. The Plan-ning, Board wotild like to see the law in effect by
November.
Sue Thompson, Chairperson; for the Enfield Commerative Committee asked
for a secure place to secure. paper items that the committee has '
obtained until it is needed for the celebrat.ion, Supervj.�-.-,or Gray
suggested a fire-proof fj.l(-.; cabinet.
Town Historian M. Clyde Hubbell. stated that secured area must be used
if the Town Justices use the Community Building. There is a need for
expanded secured areas.

MINUTES TO THE LAST MEETING
The minutes to the last Town Board Meeting of August 1 , 1.900 were read.
by Town Clerk Jean Scofield, There were no corrections. Councilman
Mente made a motion io accept the minutes as read. Councilman Kraft
seconded the notion. Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
Deleted from the agenda were reports from County Board of
Representatives, Town Attorney, and Highway Superintendent.
• COMMUNICATIONS
A letter was received from Roger and Donna Laue with an estimate of
$1, 650 for stone straightening and cleaning of Christian Cemetary.
The surveyor' s map was received from T. G. Miller P. C. of the property
on the north side of the town' s property. The gas pumps and cinder
pile are on the town' s property; but the driveway is not. Councilman
Lovelace made a motion for a resolution for the town to move the
driveway onto the town property. Councilman Kraft seconded the motion.
Motion carried.
A letter was received from the Tompkins County Budget & Finance
informing the town of #8 of 3.990 local. law regarding payment of
property taxes in installments,
Received from the Tompkins County Board of Elections, the estimated fee
for 1991. fees. The direct cost is $1 , 776. 1.2 and indirect costs of
$3, 600 for a total of $5, 076. 12.
The Tompkins County Senior Citizens Council contract was received and
signed. by Supervisor Gray.
A letter was received from Richard and. Betty Mitsifer thanking the town
and Roger and Donna Laue for granting them cemetary plots in Christian
Cemetary.
Received letter. from Tompkins County Highway Department on the 1991
payment for snow removal for 1991. Total payment will be $10, 223. 84
($628 per mile) . •
BILLS
Councilman Kraft made a motion to pay General. Fund warrant 9-90 for
$4, 528. 12 and Highway Fund warrant 9-90 for $12, 211 . 02. Councilman
Lovelace seconded the motion. Motion carried.
OLD BUSINESS
Councilman. Kraft made a motion to accept resolution for local law on
veterans exemption. Councilman Lovelace secondqd the motion. Vote:
Councilman Kraft - aye, Councilman Lovelace - aye, Councilman Mente
aye, Supervisor Gray - aye. Resolution passed. Town Clerk Jean
Scofield presented the local law to Supervisor Gray. Supervisor Gray
certified that it is a necessity for its immediate passage.
Councilman Mentemade a motion to accept resolution for local law on
the Senior Citizens Property Tax Exemption, Councilman Kraft seconded
the motion, Vote: Councilman Kraft - aye, Councilman Mente - aye,
Councilman Lovelace - aye, Supervisor Gray - aye.. Resolution passed.
Town Clerk Jean Scofield presented the local law to Supervisor Gray.
Supervisor Gray certified that it is a necessity for its immediate
passage.
Councilman Mente made a motion to accept resolution on local law on
site development moratorium. Councilman Kraft seconded the motion,
Vote: Councilman Kraft - aye, Councilman Mente - aye, Councilman
Lovelace - aye, Supervisor Gray - aye. Resolution passed. - Town Clerk
Jean Scofield presented, the local law to Supervisor Gray. Supervisor
Gray certified that

Public hearing was scheduled for September 1.9, 1990 at 7: 30 pm for the
Veterans Exemption Local Law, 7: 45 pm for the Senior Citizens Tax
Exemption Local Law, and 8: 00 for the Site Development Moratorium Local
Law.
Councilman Lovelace made a motion to accept the resolution on I Payment
of Town Taxes in Installments. Councilman Mente seconded the motion.
Motion carried. (copy of resolution attached)
The first Recycling Drop-off will be November 3, 1990 at the Communit

Building. It will be held every Saturday. y
Councilman Kraft made a motion to adjourn the meeting. Councilman

RESOLUTION INTRODUCING A
LOCAL LAW TO REPEAL THE LOCAL. LAW ADOPTED BY THE TOWN BOARD OF
THE TOWN OF ENFIELD, WHICH PROVIDED THAT NO EXEMPTION BE GRANTED
PURSUANT TO SECTION 458-a OF THE NEW YORK REAL PROPERTY TAX LAW.
BE ]1" ENACTED by the Town Board of the Town of Enfield as
WHEREAS, The 'Town Board of the Town of. Enfield did heretofore
adopt a local law, pursuant to subsection 4 (a) of Section 458-a,
entitled Veterans; Alternative Exemption, of the New York Real Property
Tax Law, to provide that no exemption. shall be granted pursuant to said
section 458-a, and
WHEREAS, the Town Board of the Town of Enfield desires to •
repeal said local law so as to provide that exemptions shall be granted
pursuant to section 458-a of the New York Real Property Tax Law, and
NOV THEREFORE, BE IT ENACTED by the- Town Board. of the Town of
Enfield, that the local law heretofore adopted pursuant to subsection
4 (a) of. Section 458-a of the New York Real Property Tax Law be and the
same hereby is repealed..
THIS LOCAL LAW SHALL BE EFFECTIVE IMMEDIATELY.
RESOLUTION INTRODUCING A
LOCAL LAW TO PROVIDE CERTAIN EXEMPTION FROM REAL PROPERTY TAX
TO PERSONS 65 YEARS OF AGE OR OVER PURSUANT TO SECTION 467 OF THE NEW
YORK REAL PROPERTY TAX LAW.
BE IT ENACTED by the Town Board of the Town of Enfield as'
follows:
WHEREAS, the Town Board of the Town of Enfield desires to
provide that exemption shall be granted pursuant to section 467 of the
New York Real Property Tax Law, and FURTHER to adopt the maximum income
limitations it may adopt pursuant to section 467-3 (a) ;
NOV THEREFORE, BE IT ENACTED by the Town Board of the Town of
Enfield, that the real property tax exemption for persons sixty-five
year of age or over pursuant to Section 467 of the New York Real
Property Tax Law be and the same hereby is adopted, and
FURTHER, that any exemption be denied pursuant to subsection
3Ca> of Section 465 of the New York Rea]. Property Tax Law only if the
maximum permitted by such subsection 3 (a) , as it may from time to time
be amended, whichever is greater.
THIS LOCAL LAW SHALL BE EFFECTIVE IMMEDIATELY.

LOCAL LAW TO ENACT A SITE DEVELOPMENT MORATORIUM PURSUANT TO
SECTION 274-a OF THE NEW YORK TOWN LAW.
BE IT ENACTED by the Town Board of. the Town of Enfield as
follows:
WHEREAS, the health, safety and welfare of the Town of Enfield
are served by the orderly growth and development of the Town; and
WHEREAS, the Town is authorized by Article 16 of the Town Law
of the State of New York to provide for the approval of site
development or site disturbance of lands with the Town; and
WHEREAS, the Town has created a Town Planning Board and
charged. it with the task of drafting a proposed site development review
law for consideration by the Town Board; and
WLHEREAS, the Town Board. did. heretofore on November 15, 1989
adopt a resolution declaring a moratorium on site development or site
disturbance of lands with the Town, subject to certain exceptions and
conditions, and has subsequently extended such moratorium to November
15, 1990 or until adoption of a site development review law in -the
Town, whichever shall first occur; and
WHEREAS, the Town Planning Board is diligently studying and
working on a draft site plan review law; and J.
WHEREAS, it i5 necessary to assure the continuation of the
moratorium pending the adoption of ,a local site plan review law;
NOW, THEREFORE, be it ENACTED BY THE TOWN BOARD OF THE TOVJ OF
ENFIELD that a moratorium shall apply to a.11 new site development or
site disturbance, unless such site development or site disturbance
shall meet one or more of the following criteria: -
(a) takes place on a lot or lots which in the aggregate are five (5)
acres or less in size, or
(b) occurs in the course of normal agricultural or timbering
operations, or
(c) qualifies for issuance of a. building permit for the construction
of a one- or two-family home only regardless of the size of the site,
and
FURTHER that any party subject to or aggrieved by such
moratorium may apply to the Town Board for a special exception, upon
showing that his or her proposed site development adequately addresses
issues relating to health, safety, welfare, environment, and the orderly
development of the Town; and

FURTHER that such moratorium is ratified and confirmed: from
November 15, 1989.

PAYMENT OF TOWN TAXES IN INSTALLMENTS
WHEREAS, the Tompkins County Board of. Representatives on August
14, 1990 adopted Local Law #8 which provides that the County of Tompkin�
shall. become the tax collection agency for, the purpose of collecting
real property taxes and special assessments in installments, and,

WHEREAS, Tompkins County Board Resolution #315 directs payment
to the Town as compensation for costs associated. with the administration
of the installment option in the amount, nf' $1 . 00 per installment payer,
and
WHEREAS, the Town Board of the Town of Enfield wishes to
included payment of. Town -taxes subject to the ,.bnditions and terms
outlined pursuant to such local. law, now therefoee be it
RESOLVED, that the Town Board of the Town of Enfield does hereby
adopt the installment option in accordance with Tompkins County Local
Law #8 of 1990,
RESOLVED, further, that the Town Clerk shall, upon receipt of
the Collector. ' s Warrant,, collect the first installment of such
installment taxes, in addition to the normal collection of taxes as
directed. by the Warrant for those taxpayers who do not select the
:installment option,
RESOLVED, further, that the Town Clerk is directed to forward a
certified copy of this resolution to the' Clerk of the Board of
Representatives as soon as reasonably possible.
