The monthly meeting of the Enfield Town Board was called to order on
July 3, 1990 at 7: 45 pm with the following members present :

PLEDGE OF ALLEGIANCE TO THE FLAG
PRIVILEGE OF THE FLOOR
Carol Barrierre reported on the Tompkins County Youth Bureau. They are
looking into the town' s "matching money" . Sh(..:: spoke of the possibility
of Enfield setting up a youth commission. Carol suggested having
someone from the county come to explain the purpose of the commission.
Councilman Linton made a motion .for Supervisor- Gray to sign tha 1990
Municipal Youth Services Program proposal. Councilman Monte seconded
the motion. Motion carried.
Sara Marshall voiced. concern on the VandeMarks proposal for a double-
wide. mobile home park on Hines and Trumbulls Co.rnefp Road.
MINUTES OF THE LAST MEETING
The minutes to the last meeting of June 6, 1990 were read by Town
Clerk Jean Scofield. Corrections: there will be a minimal or no
.charge for presentation from the accounting firm. Add Attorney Egan
was given permision to go ahead with getting the survey on "the town
property completed" . Councilman Lovelace was to look into getting `` '
estimates on having the the burners and the two garage doors replaced
on the Community Building. John. Rancich' s request to be grandfathered
for two additional 6 unit buildings was referred to the Town Attorney
for recommendations. Councilman Lovelace made a motion to accept the
minutes with the corrections. Councilman Ment:e seconded the motion.
Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
Deleted from the agenda': Reports of County Board of Representatives,
Highway Superintendent, and Planning Board. Added to the agenda; under
cild business s Veterans Exemption.
REPORTS
TOWN ATTORNEY
Town Attorney Shirley Egan reportedl that the Planning Board was not
able to, make a r.ecommendati-onion the VandeMark application in time
• for the' Town Board Meeting. The Public Heari.*r:g needs to be
rescheduled. Attorney Egan suggested setting a tentative date for the
public hearing. Councilman Linton :Celt that the Town Board should take,
their time in malting a decision on this first case.' Attorney Egan
explained advantages by making a decision at the public hearing.
The Planning Board passed a resolution. to grandfather John Rancich' s
request for the two add.tional 6-unit buildings.
Attorney Egan voiced concern that the Planning Board should be
consulting with her more frequently and using her services.
Councilman Linton made a motion for the following resolution.
Resolved, that in response to the inquiry of John Rancich as to whether
the completion of the final two (2) buildings., of his apartment complex
consisting of four (4) buildings on Mecklenburg Road is subject to the
Town Site Development Moratorium, the Town Boax-•d hereby declares that
the development of the remaining two buildings, of not more than six
units. each, is not subject to the moratorium because they are the
completion of a project which was substantial]y started before the
moratorium. Councilman Lovelace seconded the motion. Motibn carried.

Certificate of Occupancy without the health department permit.

Attorney Egan has obtained the original deed for the- purchase of 100
feet of land on the wec t s ide of ti-ie town' s property from the Towp
Clerk. The deed has nevor been recorded. Attorney Egan will have the
deed recorded although it was ne-vc--ir -signed by Gladys Willis. Attorney
Egan recommened. that -the town stop paying Helen Jackson the $200 per
month lease on the land. She will compose a letter for Supervisor Gray
to send Helen Jackson.
Councilman Linton made a motion for the Town Clerk to obtain a a-afe
deposit box for renord(-.,d legal documents. Co-nncilmAn Kraft seconded
the motion. Motion carried.
OLD BUSINESS
PUBLIC HEARING ON VANDEMARK PROPERTY
A tentative date for the Public Hrz.,aring on the VandeMark application
scheduled for July 18, 1'000 at 7: 30 pin in the Town Hall if all
information is obtained. The back-zap date will be August 15, 1990 if
the earlier date is not possible.
BULLETIN BOARD
The bulletin board is to be installed when the roof on the Old Town
Hall is done.
The estimate on a total new roof an the Old Town Hal
l from Charles
Hubbell is $1, 600. Councilman Linton made a notion for Charles Hubbell
to do the roof on. the Old Town Hall and to in,.stall the bulletin board
in front of Town Hall. Councilman Mente seconded the motion. Motion
carried.
Councilman Lovelace will ask Charles Hubbell for a bid for blocking in
the two old garage doors on the Community Building.
Mrs. Paulson from the Enfield Craft Group has asked Councilman 'Lovelace
if they could use the Community Building, The group has 12 - 15
people. Councilman Lovelace will have her come to a town board meeting
to explain what they would like to do in the building.
Councilman Lovelace has asked Marnie Kirchgessner to purchase a phone
for the Community Building,
COMMUNICATIONS
Daphne Cornell called regarding trucks travelling over Colegrove Road.
She asked for the town to prohibit trucks traveling on that road and
other town roads.
BILLS
A c'orrection on the 6-90 warrant was noted. M. C. Hubbell should have
read $52. 84 not $58. 84.
Councilman Linton made a motion to pay general fund warrant 7-90' for
$2, 117. 76 and .highway fund warrant for $11 , 876, 41. Councilman Kraft
seconded the motion. Motion carried.
Councilman Kraft made a motion 'to adjourn the meeting. Councilman •
Linton seconded the motion. Motion carried. Meeting adjourned at -,
11: 45 pm.
