Clyde Hubbell Councilman Onale Mente Justice Dale Townley Councilman Robert Linton Town Clerk Jean Scofield Councilman Donald Lovelace Absent: Councilman Andrew Kraft i PLEDGE OF ALLEGIANCE PRIVILEGE OF THE FLOOR Caroline Bingham reported that the Planning Committee is making progress. The Board hopes to to have a site plan review ready in approximately 6 months. The Moratorium on Site Plan Review expires on May 15, 1990. She urged the Town Board. to enforce the state codas in regards to junk yards. Eva and Andy Krayniak asked if there was any progress on garbage collection for community programs. MINUTES TO THE LAST TOWN BOARD MEETING The ITli.nutes to the last regular Town Board. meeting on April 4, 1990 were read by Town Clerk Jean Scofie"ld. There were no corrections. Councilman. Mente made a motion to accept the minutes as read. Councilman Lovelace seconded the motion. Motion. carried.. ADDITIONS/DELETIONS TO THE AGENDA Deleted from the. agenda: County Board Representatives Report REPORTS TOWN ATTORNEY Attorney Shirley Egan reported on the property line problem. The second, deed the the town property appears to be lost. The town has a copy but not the original signed deed. She is still researching for it. Attorney Egan asked what the town would be wing an accounting firm for. Consultation, audit or providing advice'? It was answered that the town would use the firm for consultations and advice. Attorney Egan will set up a meeting with the accounting firm. Supervisor Gray- questioned about th.e cost. Attorney Egan will look into the stale regulations on junk yards. HIGHWAY SUPERINTENDENT • Highway Superintendent Dave Miller reported. that Jeff Juber is working part-time. They are starting dust control an the roads. He is going; to look at a used Drott for $17, 000 to -purchase. ENERGY AUDIT Supervisor Gray just .received the energy audit for both town buildings. There were a couple of items in the Community Building that are in violation: of building codes. Councilman Lovelace will call Roger Rumsey on the code violation;. Supervisor- Gray will copy the energy, audit for the town board rnertil;err=. COMPUTFT,' 1_)FXC),_7`AT T ON Pat Podufalsk.i felt that Williamson Law Book offered the best deal . Supervisor dray will ask :foi• a quote. There is $3, 500 budgeted for the town bookkeeper for a computer. A. C. E. PROGRAM The A. C. E. Program is on hold until a state budget is passed. C,OMMTJN 1 CAT IONS The bulleting board. for outside the 'Town Hall will cost $270. 00. It will be recessed, waterproofed., and have a flourescent light. Frank Proto would like to talk to the Town regarding a town reading room. Letter- received from Carol Ea:rrie.rre applying to work on the A. C. E Program. BILLS Councilman Lovelace made a motion -to pay genera 1 fund warrant 5-90 for $$1 , 407 73 and highway- fund. warrant 5- 90 for- $13, 590. 90. Councilman Mente seconded the motion, motion carried. OLD BUSINESS Art Covert has asreed to clean the Community Building. He is not :pure of providing maintenance for the building. It was questioned. if -the garbage has been taken care of. The Hit.;hway Depa.rtmerit will take the non-perishable items to the landfill once or twice; a month. They cannot handle food wastes. PROPERTY TAX EXEMPTION Attorney Egan outlined the a lernate veteranc-;' exemption. The Veterans exemption has to be clone by local. l.aw. The next step is for Attorney Egan to draw up a re:-:-,ol. uti.on. NEW BUSINESS RECYCLING DROP OFF CENT-ER The County will, bring a truck for a weekend once a month for recycling to the Town. They truck must bt= kept in. a secured place an(J, be manned by a person. EXTENDING SITE DEVELOPMENT MORATORIUM Councilman Lovelace made a motion to extend the Site Development Moratorium for six mon.tbs- or until November 15, 1990.
