March 7, 1990
The regular meeting of the Enfield 'town Board was called to order at 7:30 pm
with the following members present:

PLEDGE OF ALLEGIANCE TO THE FLAG
PRIVILEGE OF THE FLOOR
Caroline Bingham reported on the Town Planning Board. The Board is working on
the Site Plan Review. She distributed minutes of the past meetings to the
Town Board. She will answer any questions that the Town Board may have.
Ashley Miller reported that the County will hold a toxic solid waste disposal
in Fall, 1990. New Federal regulations on protected wetlands cover any amount
of land over one acre. This regulation supersedes state's regulation of 12.4
acres. Tompkins County will be pinpointing underground fuel storage tanks
next year.
Bruce Lott asked if minutes of the Planning Board meetings were available to
the public. He was given a set of minutes by Town Clerk Jean Scofield.
Elroy Rumsey asked why the Community Building was not available for use of a
gathering after a funeral.
Eva Krayniak questioned what local groups should do about garbage disposal
since the fire department had their dumpster taken away. The item will be put
on the agenda.
MINUTES TO THE IAST MEETING
The minutes to the last meeting of February 7, 1990 were read by Town Clerk
Jean Scofield.* Corrections made were: the Ithaca School District program is
ACE not ACT. There are 42.7 miles of county roads in Enfield not 4.27 miles.
Add: The Town Planning Board will do more notifications of meetings.
Councilman Lovelace made a motion to accept 'the .minutes with the corrections.
Councilman Mente seconded the motion. Motion carried.
It was noted that the surveying is still not done. The shelves were completed
in the closed in Town Hall. Items need to be moved from the vault. It is too
.late to pass the veterans' exemptions for 1991 according to Shirley Egan.
ADDTIONS/DELETIONS TO THE AGENDA
Deleted - Town Attorney Report, Highway Superintendent Report, Planning
Board Report, and Community Council.
Additions - New Business - Bulletin Board, Community Organizations Waste
Disposal Problem, and Vault Security.
REPORTS
• COUNTY REPRESENTATIVE'S REPORT
County Representative Dan Winch passed photos of the County Landfill on the
second day use of the "tag system" and explained procedures now used for
dumping at the landfill. A picture was 'also passed showing the Central
Processing Facility and adjoining properties on Elmira Road as it is designed.
The Solid Waste Division and County Board Representatives presented Tag
Information meetings in various towns. The County will be creating a half tag
to be used on bags of 14 - 20 pounds. As 30% of property in Tompkins County
is tax exempt, it would cost taxpayers more than just $.90 per bag. With the
tag system, there is no one that is exempt from paying for the tags. Approxi-
mately 22% of the County's waste comes from Cornell University. There are
no highway departments that are exempt from the fees.
Law enforcement officers should be able to issue tickets for littering.
13 G COMMUNICATIONS
Notice received from the County that there was a surplus of $498.89 of dog
monies that will be returned to the town.
An extension has been granted for 30 days for the Supervisor's Annual Report
to the State.
BILLS
Councilman Linton made a motion to pay General Fund Warrant 3-90 for $5,623.87
and Highway Fund Warrant 3-90 for $6,242.19. Councilman Kraft seconded the
motion. Motion carried.
OLD BUSINESS
The work remaining to be done of the Community Building is complete.
Councilman Kraft will ask Charles Hubbell to check the roof and ask Art Covert
to check on a thermostat..
M. Clyde Hubbell asked if it was possible to find out what the Community •
Building is costing the town. Supervisor Gray will check into it.
The independent auditor will be put on next month's agenda as Shirley Egan was
absent from the meeting.
NEW BUSINESS
COMMUNITY BUILDING USE POLICY
Councilman Linton made a motion to have a Special Board Meeting on Community
Building Use Policy. Councilman Kraft seconded the motion. Motion carried.
Meeting scheduled for March 21, 1990 at 7:30 pm at the Community Building.
Councilman Linton suggested that everyone come to the meeting with some ideas
on what the policy should be.
BULLETIN BOARD
The outside bulletin 'board: will be mounted on the outside wall of Town Hall.
Councilman Lovelace will get some prices.
WASTE PROBLEMS FOR TOWN ORGANIZATIONS
Topic will be put on agenda of Special Board Meeting or. March 21, 1990.
VAULT SECURITY
Councilman Linton made a motion that the town purchase a door security plate
to secure the vault. Councilman Kraft seconded the motion. Motion carried.
Councilman Lovelace made a motion to adjourn the meeting. Councilman Mente
seconded the motion. Motion carried. Meeting adjourned at 10:40pm.
