Clyde Hubbell Councilman Andrew Kraft Town Clerk Jean Scofield Councilman Onale Mente Councilman Donald Lovelace PLEDGE OF ALLEGIANCE TO THE FLAG --,\ PRESENTATION - LAMA INSURANCE .f Lama. Insurance- made a presentation on the. insurance coverage package offered to the town. The same liability coverage will be offered this year. The supervisor, Justice of peace (2) , highway superintendent, and bookkeeper will be bonded for $4, 000 each. The town clerk and deputy town clerk will be bonded for the amount of the 1990 tax warrant. The pr. c±.ximium is expected to raise $4, 000 from last year. Total estimated premium for 1990 is $38, 804. PRIVILEGE OF THE FLOOR Larry Lanning presented the town board with the Enfield Fire Department Annual Financial Report. Town Justice Dale Townley introduced Betty Poole as his Court Clerk. She is employed as the Deputy Town Clerk in the Town of Ithaca. Justice Townley is waiting for temporary certification in 2 - 3 weeks. MINUTES TO THE LAST MEETING Town Clerk Jean Scofield read the minutes to the last meeting of December 6, 1989. CarrectIons: Gordon VanlVederynen was appointed as chairman of the Planning Board not Caroline Bingham. Councilman Linton made a motion to approve the minutes with the one correction. Councilman Kraft seconded the motion. Motion carried. Councilman Linton suggested having an energy audit done on the Community Building. Councilman Kraft commented on a fuel oil leak from the tank in the Community Building. REPORTS COUNTY REPRESENTATIVE County Representative Dan Winch expressed praise for County Representative Jim Mason for the wonderful Job that he had done in 1989 as Chairman on the County Representatives. Rep. Winch spoke about the new "tag system" to be placed on bags or containers of trash to taken to the county landfill. It will cost , ,approximately $. 70 per 35 pound bag or container. He hopes it will* encourage people to recycle. He is confident that the state permit will be issued for the DR7 landfill site. TOWN ATTORNEY Town Attorney Shirley Egan reported on the responsibilities of incorporated fire departments. An Annual Report should be reported. to the County C:lerk' s Office. New members should be approved by the Town Board to be covered by liability coverage. She suggested that the Fire Department submit new members names since January 1 , 1980 to be approved by the Town Board, Councilman Linton made a motion that the Fire Company submit a list of names of members that Joined the fire company since January 1 , 1980 to the Town Board. Councilman Lovelace seconded the motion. Motion carried. Gordon VanNederynen reported that there has riot been a meeting of the Planning Board yet. They will have a meeting in January. COUNTY PLANNING BOARD Gordon VanNederynen reported that there is a new 4-way stop sign at Graham Road and. Triphammer Road. ORGANIZATIONAL RESOLUTION:S Councilman Linton made a motion to have the organizational resolutions as written. Councilman Kraft seconded the motion. Motion carried. 1990 Town Board meeting to be held first Wednesday of each month at' 7: 30pm, Town Hall. The Ithaca Journal to be the official newspaper. Experienced $1, 800 per year, paid every six months. Upon retirement with 10 years service, employee shall receive one (1) hour pay for each eight-hour day accum- ulated to 120 days. Upon retirement with ten years service; employee shall receive one (1) hour pay for each eight-hour day ' accumulated for a maximum of 120 hours (three weeks) . The current IRS mileage_rate to be paid to employee or elected offici�Tl�for use of personal vehicle for Town business. Highway Superintendent must approve prior use for Highway employees; Town Board must approve all others. 0 Health Insurance: Coverage for full-time Highway employees (family/individual) provided by the Town. Etta will check and bring it to the next town board meeting. COMMUNICATIONS . r Received from County Representative Jim Mason, a copy of the 'Tompkins County Recycling Status Report. Election expenses for the Town of Enfield for 1989 was $854. 94. Haefele TV basic fee has been changed from $14, 50 to $15. 00. ' Letter received from NYS Dept. of Transportation. Flashing beacons at Enfield Elementary School will cost the Town $7, 000. ' Received notification from Tompkins County Health Department. John Rancich to appear January 9, 1990 for hearing. , Mr. Rancich did not receive. Health Department permit before construction on Mecklenburg Road. BILLS Councilman Linton made a motion to pay warrant General Fund Warrant #1-90 for $4.1, 127. 17 and Highway Fund Warrant #1-90 for $831 , Councilman Kraft seconded the motion. Motion carried.
