Clyde Hubbell Councilman Onale Mente Town Clerk Jean Scofield Councilman Robert Linton Town Attorney Shirley Egan Councilman Andrew Kraft Bxcused: Councilman Larry Lanning Pledge of Allegiance NW YORK STATE AUDIT RESPONSB Each item from the audit items were discussed. The following will or has been done: Inventory - will be recorded Gas Control System - Highway Supt. David Miller is working on a system Highway Agreement - will be instituted Retirement Option - has been done .Response will be done by Supervisor Gray and sent to Town Board for adoption at next town board meeting. CaRMITY BUILDING Councilman. Kraft reported that Reger Hubbell agreed upon the work to be done at the Community Building. Mr. Hubbell said the cost would be under the budget for the work. Councilman Linton made a motion to give the Community Building Coordinator permission to go ahead with the project. Supervisor Gray seconded the motion. Motion carried. TOWN PLANNING AND DEVEWFtWT RBGULATIONS Attorney Egan stated that the Site Plan Law can be done by a resolution. The Planning Board must be 5 or 7 members unless it is in a agricultural area where an additional member may be appointed for 4 years. Councilman Linton made a motion for a resolution to rescind the planning board resolution of November 1, 1989 and create a planning board of 7 plus 1 agricultural member. Councilman Mente seconded the motion. Resolution passed. Appointments and chairman of planning board will be put on agenda .for 12/6/89 meeting. Councilman Linton asked for copies of the State Subdivision Approval Law before the town implements the law. Supervisor Gray made a motion for a resolution as follows: WHKARBAS the Town of Enfield hereby declare a moratorium on all new site development or new site disturbance in excess of five acres except in the course of normal and timbering operations, and all building permit issuances except for a one or a two-family dwelling on a single lot, without a special exception granted by the town board, for a period of 90 days. or until a local law governing site development plan review is adopted, whichever shall first occur. Councilman Mente seconded the motion. Roll Call: Supervisor Gray - yes, Councilman Mente - yes, Councilman Linton - no, Councilman Kraft - yes. Resolution passed. • Supervisor Gray made a motion for a resolution as follow: RgSOLVBD THIN the Town of Enfield hereby declares a moratorium on all new subdivisions of land in the Town of Enfield, except for subdivisions which in the aggregate, create 5 or fewer lots of not less than 5 acres each, for a period of 90 days or until a resolution shall be passed authorizing and empowering the Town Planning Board to approve plats pursuant to Article 16 of the Town Law of the State of New York, whichever shall first occur. An further the Clerk of the Town shall file a copy of this resolution with the County Clerk of Tompkins County. Councilman Mente seconded the motion. Roll call: Supervisor Gray - yes, Councilman Kraft - yes, Councilman Mente - yes, Councilman Linton - no. Resolution passed. Supervisor Gray made a motion to adjourn. Councilman Kraft seconded the motion. Motion carried. Meeting adjourned at 10:50 pat. Jean Scofield Town Clerk
