The regular meeting of the Enfield Town Board was called to order on
Wednesday, October 4, 1989 with the following members present:

PLEDGE OF ALLEGIANCE
•S.P. C. A. PRESENTATION
Pam Stonebreaker spoke about the new proposal for the Town of Enfield
199-0 dog control contract. The fee proposed is $3, 850 and is
negotiable. Supervisor Gray informed her that no decision would be
made until the December Town Board Meeting,
PRIVILEGE OF THE FLOOR
Helen Jackson expressed concern that the cinder pile was moving more
onto her property. She told the town board she would consider selling
some of the property to the town.
Carol Barriere spoke about the youth forum held in Enfield in July.
There were 16 people present. The main problem expressed over the
county was lack of transportation and communication.
Gene Enders urged the Town Board to act on the Ad Hoc Committee
findings.
XINUTES OF THE LAST FETING
The minutes to the September 6, 1989 meeting of the Enfield Town Board
were read by Town Clerk Jean Scofield. There were no corrections.
Councilman Lanning made a motion to accept the minutes as read..
Councilman Mente seconded the motion. Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
Added to the Old Business was the Flood Insurance Control Program and
the Ad Hoc Committee.
Added -to New Business was Telephone for Community Building and
Telephone for Town Clerk.
Deleted from Reports was Town Attorney Report.

COUNTY BOA.RD •REPRESENTATIVES
County Representative James Mason reported that the County is also
doing budget reviews. Prelimary figures look relatively good. The
County is projecting a small 5 - 7% increase. The solid waste disposal
has been takeii out ,of the budget resulting in charging tipping fees.
There would be a 25 - 27% increase if left in the budget. The Youth
Board has $750, 000 budgeted, up from $156, 000. On November 1, 1989
they hope to pass the budget.
The Qounty is in the process of interviewing for the Commissioner of
Planning. They have 2 or 3 outstanding applicants.
HIGHWAY SUPERINTENDENT
Highway Sup.terintendent David Miller reported that the light was
replaced outside of Town Hall and an outside light was installed on the
Community Building over the back door.

An invitation was received from the Enfield Fire Department to an Open
House on Sunday, October 15, 1989 from Noon to 4: 00 pm.
A quote was received from Charles Hubbell Construction, Inc. to
complete the Community Building.
The Rabies Vaccination Clinic will be held on October 25, 1989 at the
Town Hall.
Information was received from the NYS DOT that a 50 mile per hour speed
limit will be extended east on Route 79 for 1/2 mile.
A memo to the Town Board from Town Clerk Jean Scofield requesting a
phone for the Town Clerk' s Office.
A notice of violation to John Rancich from the Tompkins County Health
Department Was received. He did not apply for soil testing on 1784 and
1786 Mecklenburg Road before the building started. A meeting is
. soheduled on September 27 with the Tompkins County Health Department •
and John Rancich.
A bid was received from Sprague McCarty for insurance.
A refund for approximately $2, 000 will be coming from Traveler' s
Company.
BILLS
Councilman Linton made a motion to pay General Fund Warrant 10-89 for
$4, 563. 84 and Highway Fund Warrant 10-89 for $43, 542. 53. Councilman
Lanning seconded the motion. Motion carried.
OLD BUSINESS
Councilman tanning made a resolution to add $588 to the Fire and
Building Code Enforcement Officer' s salary. Councilman Kraft seconded
the resolution. Roll Call: Supervisor Gray - yes, Councilman Linton --
yes, Councilman Lanning - yes, Councilman Kraft - yes, Councilman Mente
- yes. Resolution passed.
Councilman Kraft was excused from the remainder of the meeting at 10: 00
pm.
1.990 BUDGET
The fallowing changes were made to the 1990 Town Budget:
General Fund
Increase Justice Personal Services to 13, 800
Increase Supervisor Personal Services to $5, 000
Increase Comptroller Personal Services to $3, 000
Increase Comptroller Contractual Expense to $3, 500
Increase Town Clerk Personal Services to $7, 500
Increase Safety Inspection Personal Services to $7, 500
Increase Supt. of Highways Personal Services to $25, 000

Increase Machinery Equipment to $77, 000
Increase Snow Removal Personal Services to $28, 000
Councilman Lanning made a motion to accept prelimary Budget with
changes. Councilman Mente seconded the motion. Roll call: Councilman

Mente - yes, Councilman Linton - no, Councilman Lanning - yes,
Supervisor Gray - yes. Councilman Linton opposed the budget because
the fire protection budget is increased 33% which he feels is to high.
The remainder of the prelimary budget is okay.
RESOLUTION EXPRESSING TOWN' S APPRECIATION OF JUSTICE BOCK
Councilman Lanning made a motion for a resolution expressing the
appreciation of the many years of the dedicated service of Justice
Robert Book. Councilman Mente seconded the motion. Notion carried.
Public Hearing for the 1990 Town Budget was scheduled for 7: 00 pm on
November 1, 1989 preceding the regular meeting.
Councilman Lanning made a motion for a telephone to be installed in the
Community Building. Councilman Mente seconded the motion. Motion
carried.
Councilman Lanning made a motion to supply a telphone service complete
with at answering machine for the town clerk' s office; Councilman
Mente seconded the motion. Roll call: Councilman Mente - yes,
Councilman Linton - yes, Councilman Lanni.ng - yes, Supervisor Gray -
no. Motion carried. Supervisor Gray opposed because she felt it would
be setting a precedent and that neither the building inspector, town
supervisor, and justices have a phone.
Councilman Linton made a motion to adjourn the meeting. Councilman
Lanning seconded the motion. Motion carried. Meeting adjourned at
