August 2, 1989
The regular meeting of the Enfield Town Board was called to order on
Wednesday, August 2, 1989 with the following members present:

PLEDGE OF ALLEGIANCE

O PRIVILEGE OF FLOOR
Ashley Miller, of the Finger Lakes Land. Trust spoke regarding the
groups land conservation efforts. The group is supported by
contributions and donations of land.
MINUTES OF THE LAST MEETING
The minutes to the last meeting of July 5, 1989 were read by Town
Clerk Jean Scofield. Corrections: Youth Forum was July 19, 1989 not
July 17, 1989. Councilman Lanning made a motion to approve the minutes
with the correction. Councilman Mente seconded the motion. Motion
carried.
ADDITIONS/DELETIONS TO THE AGENDA
The Highway Superintendent' s report and the Enfield Community Council
report was deleted.
REPORTS
COUNTY BOARD OF REPRESENTATIVES
County Board Representative Daniel Winch presented the County
Directory to the Town Board.
The Town of Dryden' s lawsuit on the DR7 site was resolved in favor of
the County. The DR7 Landfill Site is on schedule. The County hopes
to have the permit in late summer or early fall. The County is looking
at sites for the Central Processing Facility, The Commercial Avenue
site is favorable.
On Friday, July 28, 1989 the ground breaking was held for the new
County Mental Health Center on Green Street.
The budget process will be starting at the county level in September,
TOWN ATTORNEY
Town Attorney Shirley Egan had no report.
AD HOC COMMITTEE
• Sue Webster presented the final report for the Ad Hoc, Committee to the
Town Board. Councilman Lanning made a motion to accept the report of
the Ad Hoc Committee. Councilman Mente seconded the motion. Motion
carried.
YOUTH FORUM, JULY 3.9, 1.989
There were 25 people in attendance iricl.tiding 5 youth. They had the
largest turnout of youths in the County.
COMMUNICATIONS
The State Environmental Quality Review Findings Statement was received
from the Tompkins County Department of Health on the Collegview North
Mobile. Home Park. The Health Department has approved the propoed 95
site mobile home park.

A notice of Negative Declaration was received from the Tompkins County
Department of Health on the Rancich Apartments on. Enfield Main Road.
It. has been determined that the site will. not have a significant effect
on the environment and a Draft Environmental Impact Statement will not
be prepared.
BILLS
Councilman Lanning made a motion to pay General Fund Warrant 8-89 for
$2, 130. 48 and Highway Fund Warrant 8-89 for $18, 609. 18. Councilman
Mente seconded the motion. Motion carried.
OLD BUSINESS
Councilman Lanning made a motion to change the Investment Policy from
"depositories for General/Highway Funds" to "depositories for All
Funds" , "maximum deposits at any one time in any one bank of $100,. 000"
to "maximum deposits at any one time in. any one bank of $800, 000" and
delete The Chase Manhattan Bank. Councilman Mente seconded the motion.
Motion carried.. (corrected Investement Policy attached)
Supervisory Gray received a phone call from the Town of. Hector •
Supervisor. He stated that the Town of Hector has only one Townline
Road. He recommended that the Town of Enfield change the name of
Townli.ne Road that borders the Town of Newfield. It was stated that
this road only has two houses on it. Counciliman Lanning will talk to
Jack Miller and Denny Hubbell regarding the road.
Specifications for the Enfield Community Building are not complete.
NEW BUSINESS
Coun ;ilman Lanning made a motion that the Town Clerk keep a petty cash
fund in the amount of $25. 00 and the Tax Collector kitep a petty cash of
$100. 00 during tax collection times (January - May) . Councilman Mente
seconded the motion. Motion carried.
Councilman Mente made a motion to change the minutes format to state
warrant and total amount of warrrants for each fund. Councilman
Lanning seconded the motion. Motion carried.
Retirement System Waiver - All. part time employees starting after July
lga6 must sign a retirement system waiver to accept or decline
retirement benefits.
Councilman Mente made a motion to ad..4ourn the meeting. Councilman
Lanning seconded the motion. Motion ttartied.. Moeting adjourned. at
9 i 45 pm.

I NVESTNENT POLICY
RESOLVED that the following banks be and hereby are
designated as depositories for All Funds received by the Town
of Enfield with permitted maximum deposits at any one time in
any one bank of $800, 000:
Tompkins County Trust Company
BE IT FURTHER RESOLVED that the Supervisor be and hereby
authorized to invest money, not needed temporarily, in United
States Treasury Obligations, and various savings accounts and
certificates of deposit at prevailing; interest rates in any
bank authorized for the deposit of Town of Enfield funds as
per this resolution. The total deposits, excluding United.
States Treasury Obligations, are not to exceed the amounts
authorized by this resolution, and are to be secured by
obligations of the United. States of America, the State of New
York, or political subdivisions thereof, to the extent
deposits exceed FDIC coverage, pursuant to Section II of the
General Municipal Law and State Comptroller' s Financial
Management Code.
