July 5, 1989
The regular meeting of the Enfield Town Board was called to order on
Wednesday, July 5, 1989 with the following members present:

PLEDGE OF ALLEGIANCE
PRESENTATION: MR. GORDON GABAREE, NUISANCE WILDLIFE CONTROL LTD.
Mr. Gordon Gabaree of Nuisance Wildlife Control, Ltd. made a
presentation on the services his company provides and present a
proposal to 'the town to provide dog control to the' town for $4, 000. 20
per year and sick and injured wildlife control for an additional
$600. 00 per year.
PRIVILEGE OF THE FLOOR
Mrs. Miller was interested in the Budd Cemetary bank account. She
would like to money in that account used for cleaning up the cemetary
and for its preservation. At one time, there was a "arch" type sign
at the cemetary. She believes the sign is buried under brush in the
vacinity and would like to have it found and erected.
MINUTES OF THE LAST MEETING
The minutes to the last meeting of June 7, 1989 were read by Town
Clerk Jean Scofield. There were no corrections. Councilman Lanning
made a motion to approve the minute; as read. Councilman Linton
seconded the motion. Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
Added to the agenda was a photo session of the Town Board by Town
Historian M. Clyde Hubbell for the annual yearbook. Deleted from the
agenda were reports by the Highway Superintendent, Ad Hoc Land Use
Committee and the Enfield Community Council.
REPORTS
COUNTY BOARD REPRESENTATIVES
County Representative James Mason spoke about the current referendum
regarding tax collection for Town & County taxes to be collected two
times per year.
Representative. Mason proposed to the County that Tompkins County STOP
DWI pay medical bills that result in DWI arrests.
._ COMMUNICATIONS
The deadline for completion of the dog enumeration be moved to
September 1, 1989 because of the late appointment of dog enumerator..
Councilman Linton made motion to pass a resolution to declare the
week of July 10 through, July 15, 1989 as Tompkins County Youth Fair
Week. Councilman Kraft seconded the motion. (Attachment 1)
The Tompkins County Youth Bureau will hold a forum on July 17, 1989
in the Enfield Community Building to find out what the youth needs
are in the Town of Enfield.
A memo from Town Attorney Shirley Egan was presented on the procedure
for setting speed and weight limits in the town.
A letter was received from Michael Costello, SPCA Attorney, on the
proposed dog control fees for 1990. The Town Board decided to
discuss the proposal at a later meeting.
286 There will be an exit interview by the the State Auditor for Town
Board members on July 7, 1989 at 9: 00 am in the Town Hall.
BILLS
Councilman Lanning made a motion to pay General Fund Warrant 789 for
$1, 202. 70 and Highway Fund Warrant 789 for $11, 984. 53. Councilman
Mente seconded the motion. Motion carried.
OLD BUSINESS
The Enfield Community Building specifications for completion of work
is not finished. Councilman Kraft will have this done and ask to
quotes on the specifications-. "
Supervisor Gray will send a letter to the NYSDOT asking why the speed
limit was not reduced on the Applegate to Miller Corners section of
Route 79.
Supervisor Gray made a motion to table Flood Insurance Program. •
Councilman Lanning seconded the motion. ;,
NEW BUSINESS
Councilman Linton made a motion to pass the resolution on the
Investment Policy (Attachment 2) . Councilman Lanning seconded the
motion. Motion carried.
Councilriian Mente made a motion to adjourn the meeting. Councilman
Kraft seconded the motion. Motion carried. Meeting adjourned at
10: 30 pm.
