David Miller PLEDGE OF, ALLEGIANCE • Mr. Frank Zgola from the Tompkins County Right-To-Know Coifli-rd.ttee did a presentation on the affects of chemicals on the community. PRIVELEGE OF THE FLOOR Carol Barrierre reported from the County Youth Board. They are planning to do a comprehensive plan to find out the youth needs in the county: During the week of July 17 there will a forum 1. 11 Enfield to find out the youth needs in Enfield, There is a possibility that the forum may be combined with Newfield. The County Youth Board hat:--. openings for teens: Jennifer Hubbell , an Enfield teen, i :=. 1riteref--,t(­r1 in being a teen member. Jane Bassett, representing the Ad Hoc Committee, reported that the committee has met three times. The committee feels there is a need for town planning in Enfield. They have received some information on Junk yards from the state. Approximately 12 members have attended each meeting. MINUTES OF THE LAST MEETING The minutes of the last meeting of June 7, 1989 were read by Town Clerk Jean Scofield. Corrections made were Donald Hickman i:F, superindent of Newfield Schools and the motion to purchase file cabinets included frames and folders. Councilman Linton made a motion to accept minutes with the corrections, Councilman Lanning seconded the motion. Motion carried. MINUTES OF SPECIAL MEETING The minutes to the special meeting to appoint the Ad Hoc Committee and the Dog Enumerator were silently read by the Town Board. Councilman Linton made a motion to accept the minutes as written. Councilman Kraft seconded the motion. Motion carried, ADDITIONS/DELETIONS TO THE AGENDA Added to the agenda was the Assessment Revue Day Report, REPORTS COUNTY BOARD REPRESENTATIVES County Representative James Mason reported there may be an estimated $800j00 - 900, 00 increase in the County budget due to state cuts to the County. There. is a $150, 000 increase also anticipated because of the City of Ithaca cut for youth services. The DR 7 site permit is still going through the application process. Frank Liguori, Commissioner of Planning, will be retiring after 35 years of service. County Representative Daniel Winch reported that they are presently looking at the Commercial Avenue site for the Central Processing Facility. A site--life analysis was done on the Landstrom Landfill . The expected life of the landfill is at 15. 2 months or until August, 1990. The new landfill probably will not be open. The Mental Health Planning and Cnnc~truction Committee hope to break ground shortly on Green Street . Mary Pat Dolan, Cofrindssianer of Sncial Serv�jopr,, has br.�sn ,appointed for another 5 year term. TOWN ATTORNEY Shirley Egan reported that the deed to the Old Fire Hall has been returned from the County As8essor s Office. It was presented to Supervisor Gray for safe-keeping. The Flood Hazard Insurance Program, Local Law 1 of 1989 Draft, was given to Town Board members. It will be added to the agenda at the July, 1989 meeting. COUNTY PLANNING BOARD Gordon VanNederyn asked if the Town .Board ould be interested in copies of information he receives regarding Enfield. It was • responded that the Town Board. would 'like copies. Copies could be made on the copy machine in Town Hall. DOG ENUMERATION Supervisor Gray was notified by Jeanette Colyer, Dog Enumerator, that she was resigning. Councilman Linton made a motion to appoint Jody Clark as Dog Enumerator. Councilman Kraft seconded the motion. Motion carried. ASSESSMENT REVUE DAY Councilman Linton reported that two people at Assessment Revue Day. There were other people that stopped to ask questions. COFIXUNICATIONS October 31, 1989 is expected date for work to completed on Route 79. Supervisor Gray had received calls from Enfield residents regarding the triple fee for City Youth Services. Supervisor Gray was questioned by the principal of the Enfield School why the speed limit was not reduced from Applegate Road to Miller Corners. The State Auditor will be here, for '16 working- days. OLD BUSINESS Councilman Kraft r+�commended that the Town hire someone to Complete work on the Community Building. Councilman Kraft will speak to "fowl', of Enfield Building Inspector Roger Rumsey about obtaining -Fxecif i- cations for completion. When the specific:,ati.ons are it will be put up for bid in July. NEW BUSINESS The amount budgeted for cemetary maintenance: for 1989: Budd Cemetary $ 350 Rolfe Cemetary 400 Christian Cemetary 400 Presbyterian ___40_0_ Total $1 , 550 The cemetary workers at the Budd Cemetary furnish their own. equipment. The workers at the Rolfe, Christian, and Presbyterian Cemetaries use Equipment (pu,,-3h •rnnwer, weed e,.ater, and gars) frnm th(-- Town. Supervisor 'Gray will check on fees charged by cemetary workers. Councilman Lanning questioned the Town Board about ot)tainin-g an advance ,for purchase of additional. .Life-saving equipment for the f irf department. It took Trurnansburg, Fire Department 22 minute:-, to reach the Cudlin accident on Mecklenburg Road. Councilman Lanni.ng was tol.ri that the Fire Department contract could not be increased in the middle of the year. The Fire Department should borrow the money and include it in their budget for 1990.
