February 1, 1989
The regular meeting of the Enfield Town Board was called to order on
Wednesday, February 1, 1989 at 7: 30 pm with the following members
present:

PLEDGE OF ALLEGIENCE
PRIVILIGE OF THE FLOOR
Bea Schwoerer questioned about the new mobile home ,park on Bostwick
Road. It was answered that the Tompkins County Department of Health
were doing an environmental impact study. Rep: Dan Winch stated that
the lot sizes will be larger than minimum standards for a mobile home
park.
Ralph Lener spoke about -the possibility of zoning in Enfield.
MINUTES OF THE LAST MEETING
Minutes of the last meeting of January 4, 1989 were read by Town
Clerk Jean Scofield. Corrections: A one million dollar liability
coverage is now available to the town not vehicle coverage. Change
Shirley Egan' s statement to read that she advised thatt an adult
should be in charge and one person should be in charge of the keys to
the old fire hall. Councilman Lanning made a motion to approve the
minutes with the corrections, Councilman_ Mente seconded the motion.
Motion carried.
MINUTES OF THE SPECIAL MEETING ON THE ANNUAL AUDIT/CODE ENFORCEMENT
OFFICER APPOINTMENT
The minutes to the Special Meeting were read by Town Clerk Jean
Scofield. Councilman Linton made a motion to approve the minutes,
Supervisor Gray seconded the motion. Motion carried.
ADDITIONS/DELETIONS TO THE AGENDA
The reports by the Town Attorney and the Enfield Community Council
were deleted. Added the agenda was the Town Historian report and the
Committee on Town Development under New Business.
• COUNTY REPRESENTATIVE' S REPORT
County Board Representative Dan Winch reported that Representative
Jim Mason was elected chairman of the County Board of Representatives
this year. He encouraged the town to look into town planning. The
County will be in a tight budget constraint this year and next year.

TOWN HISTORIAN' S REPORT
Town Historian M. Clyde Hubbell presented his Annual Report and
scrapbook to the Town Board. Mr. Hubbell recommended that the Town
Clerk should have another fire-proof cabinet for town records,
HIGHWAY SUPERINTENDENT' S REPORT
Highway Superintendent David Miller reported that the new grader was
ordered. He expects delivery sometime during May, 1989.
FIRE INSURANCE
Supervisor Gray reported on the fire insurance policy received from
Lama Insurance, The liability insurance was increased to one million
dollars. The town buildings are insured. as follows:

COMMUNICATIONS
The positive declaration on the Collegeview North Mobile Home Park
was read, An Environmental Impact Statement will be prepared.
HOME' S Inc. are still working on the project at 2685 Mecklenburg
Road,
Mrs. George Sinko will not be able to serve on the County
Transportation Committee and the County Planning Committee,

Councilman Linton made a motion to pay the above bills. Councilman
Lanning seconded the motion. Notion carried.
OLD BUSINESS
All the items have been removed from the Enfield Community Building
by the Enfield Fire Company. Councilman Linton made a motion to
change the locks on the Enfield CouLmun_ity Building and establish a
policy for adult sjipervision, Councilman Lanning seconded the
motion.. Motion. carried.
Highway Supt. David Miller will ask an electrician to do an estimate
on the Enfield Community Building,
Councilman Linton made a motion to establish a separate account for
Division of Youth Grant purchases: Councilman Xente seconded. the
motion, Motion carried.
NEW BUSINESS
A resolution was read urging municipalities to voluntarily
participate in expanded review and comment on development proposals
throughout the county.
Supervisor Gray made a motion to form a Committee on Town
Development consisiting of all town board members. Councilman
Lanning seconded the motion. Motion carried.
Frank Liguori, County Planning Commissioner, will be asked to send
information and literature.
Supervisor, Gray made a motion to adjourn the meeting. Councilman
Mente seconded the motion. Motion carried. Meeting adjourned at
10, 35 pin.
