The Public Hearing on the 1989 Town Budget was called to order on
Wednesday, November 2, 1988 with the following members present:

• PLEDGE OF AL'LRGIANCE
The Public Bearing on the 1989 Enfield Town Budget was opened.
Enfield citizens commented on what effect the 22% Tompkins County
tax increase would have on the Town of Enfield taxpayers. It was
answered that it would depend on the town's share of the sales tax
and the total assessment roll.
There were no comments on the proposed elected officials salaries.
The salaries are the equal to or lower than other towns in Tompkins
County.
Councilman Lanning made a motion to close the Public Hearing.
Councilman Mente seconded the motion. Motion was carried.

Presentation of Dog Control by Lorraine Bard
Lorraine Bard serves as Dog Control Officer for the towns of Danby,
Lansing, Caroline, and Dryden-. She says it is feasible for her to
take on the Town of Enfield. fihe approximate charge to the town
would be $3,500 a year.
Ms. Bard asked if there would be a dog enumeration done in the town
in 1989. She was told yes, it should be done. She commented on
that the town clerk would do part of the work that is usually done
by the SPCA.
Ms. Bard would be only responsible for dog control. All cats and
other animals would be under the county jurisdiction (SPCA) .
Minutes arf the Last Meeting
Minutes to the last meeting were read by Town Clerk Jean Scofield.
Corrections, were: The Town Councilmen proposed salary for 1989 is
$1,200. The Fire Company attorney is working on the abstract for
the old fire hall. Councilman Linton made a motion to accept the
minutes with the above corrections. Councilman Lanning seconded
the motion. Motion carried.
Additions-Deletione to the Agenda
The County Board Representatives Report was deleted.
Town Attorney Repot
Attorney Shirley Egan reported that she received a call from the
Enfield Fire Company attorney. There is not enough equity in the
new fire hall to release the lien on the old fire house. The fire
company can still make a gift to the town of old fire hall and
still have the fire hall titled to the fire company (not a clear
title) and have a letter signed by the bank that would release the
lien on the old fire hall when the equity is built up on the new
fire hall.
Attorney Egan recommends waiting until information is received from
the bank about the lien.
The insurance on the fire hall does not need to be changed at the

Highway Supt. Miller reported that the furnaces were installed.
The chairs and voting machines will be taken to the old fire hall. for
election day.
Councilman Lanning made a motion to purchase two tables for the old fire
hall for election day. Councilman Mente seconded the motion. Motion
carried.
Enfield Conn ini ty co"Unit
Some of the groups have started. The after-school program has star
at Enfield Elementary School. Gymnastic teachers have been obtained
classes have started. The Community Council is going to obt
information on needs assessment for teens.
The council has obtained information about youth development money.
the town matches the county money obtained they could get a better deal
if they offered it to the city of Ithaca.

A letter was received from Don Barber regarding the old fire hall.
A franchise tax check for $406.80 was received from Haefele TV.
Ron Kemp, scout master, has offered a task force to help get the old
fire hall ready for use.
Pat Podufalski will be admitted to Sloan Kettering Hospital in New York
City for surgery. Irene Hubbell will do the payroll.
Notification was received from the state for construction of Route 79.
The 1989 Tompkins County payments for ice and snow removal on county
roads will be $8,856.32 for 400 miles at 36%.
Senator Seward responded to letter regarding medical expenses charged
town in regard to arrests. f-ie is looking into the matter.
Letter received from Tompkins County Dept. of Health regarding rabies
shots for dogs. They recommend an annual dog enumeration.

Councilman Lanning made a motion to pay the bills as listed. Councilman
• Mente seconded the motion. Motion carried.
Qld Business
A letter was read from Mr: Novelli regarding the renovations and New
York State Building Code requirements for the old fire hall.
Councilman Lanning made a motion to add $10,000 to 1989 budget, account
1620 for old fire hall. Supervisor Gray seconded the motion.
Councilman Linton was opposed to the motion. He felt it should have
been added to the budget before the Town Public Hearing. Roll call
vote:

Councilman Linton no
Councilman Lanning yes
Supervisor Gray Yes
Motion carried.
Notice was given to the Town Board that the "No Winter Maintenance"
signs will be posted on December 1, 1988 on Griffin Road, the last mile
of West Enfield Center Road to Black Oak Road then on to Townitne Road.

Councilman Lanning made a motion to accept the proposed 1989 Budget.
Supervisor Gray seconded the motion. Roll call:

Motion was carried.

Date for a Public Hearing on the Enfield Fire Co. 1989 contract was
scheduled for December 7, 1988, tho next town board meeting, at 7 :30pm.
Councilman Linton made a motion to adjourn the meeting. Councilman
Lanning seconded the motion. Motion carried: Meeting adjourned at
10-.35pm.
