Dan Winch Councilman Andrew Kraft PLEDGE OF ,ALLEGIANCE PRIVELEGE OF THE FLOOR Dominic Seamon spoke out against the proposed legislation about special events, He was informed that the legislation has been cancelled, MINUTES OF THIS LAST MEETING Minutes to the last meeting of September 7, 1988 were read by Town Clerk Jean Scofield. Corrections were: change wording in Enfield Community Council request that "they would like youth representation on the town board" . HIghway Supterinterident's report change to "the Town needs a new grader". Councilman Linton made a motion to accept •the minutes wA the above corrections. Councilman Lanning seconded the motion. Motion was carried, ADDITIONS/DELETIONS TO THE AGENDA Town Attorney Shirley Egan was excused. The Town Attorney's report was deleted. COUNTY BOARD REPRESENTATIVE'S REPORT County Board Representative Dan Winch spoke of the budget problems of the County. There is approximately a 29% increase in the Tompkins County budget, The budget includes 28 new positions. 10% of the increase is attributed to the solid waste program. There is 1.5 million dollars in new mandates. A 29% budget increase is approximately an increase of 25% in the county tax bill. Representative Winch reported on the Ad Hoc Committee. He reported that the committee is looking to the state legislature for relief with costs relating to tax exempt properties. There is a possibility of "enacting a user fee" to the tax exempt organizations. HIGHVAY SUPERINTEIDENT'S REPORT Highway Supt, David Miller received two quotes for a new furnace. HSC Associates quoted $3, 050 for a Lennox furnace. Mery Hammond's quote was $3,877. Highway Supt. Miller's choice was the Lennox furnace. Councilman Lanning made a motion to accept the HSC Associates quote of $3, 050. Councilman Kraft seconded the motion. Motion was carried. C.oNM I CATIONS Letter was received from the Tompkins County Dept, of Public Works urging municipalities to cancel 1988 Fall Clean-up, Letter was received from the Tompkins County Arts Council asking for a donation of $500 for 1989, Sandy Creek Trailer Park will be part of the recycling project for the county. SPCA CONTRACT • Bob Costello, SPCA Attorney, and Pam Stonebreaker, SPCA Director were present to speak on the 1989 SPCA contract. F'�7 4J 1989 PRELIMINARY BUDGET The following changes were made to the 1989 Tentative Budget: Town Board personal services raised to $4,800 Justices personal services raised to $6,500 Justices equipment deleted $2,250 for equipment Supervisor personal services raised to $4,320 Town Clerk personal services raised to $7, 000 Town Clerk contractual expenses lowered to $1,800 Elections contractual expenses lowered to $1,850 Special Items Contingent raised to $20, 000 Jail contractual expense deleted (error) Traffic control contractual expense added $700 (correction) Control of. Dogs contractual expense lowered to $3,500 Special Recreational Facilities contractual expense deleted $5, 000 Refuse and Garbage (clean-up week) contractual exp. deleted $2, 000 SCHEDULE OF SALARIES OF ELECTED TOWN OFFICERS Supervisor $ 4,320 Town Clerk/Tax R.ecvr. 7, 000 Highway Supt. 21,600 Town Councilman 1, 000 Town Councilman 1, 000 Town Councilman 1, 000 Town Councilman 1, 000 Justice of Peace 3,250 Justice of Peace 3,250 Councilman Lanning made a motion to accept the 1989 Tentative Town Budget. Councilman Kraft seconded the motion. Motion carried. NEW BUSINESS Public hearing on the 1989 Town Budget was scheduled for the next Town Board Meeting on November 2, 1988 at 7:30 pm. The Town Board Meeting will start at 8: 00 pm. Lorraine Bard, Dog Control Officer, will be asked to come to the meeting at 8: 00 pm. Councilman Lanning made a motion to adjourn the meeting. Councilman Mente seconded the motion. Motion carried.
