Clyde Hubbell Councilman Onale Mente Town Attorney Shirley Egan Councilman Andrew Kraft Highway Supt. David Miller Councilman Robert Linton Town Clerk Jean Scofield (absent - Councilman Larry Lanning) PLEDGE OF Ar.r.FrTF • SPCA PFMSENrATICK - Robin Renick There has been an increase of dog control complaints to the SPCA. Robing Remick feels that the town people want better dog control. Most dog complaints come from the Sandy Creek Trailer Park. The owners apparently are not enforcing their trailer park rules. The main problem is that there is no leash law in effect in the Town of Enfield. The SPCA cannot issue tickets to the dog owners if the (logs are running loose unless there is a signed complaint. Ms. Remick would like the town to add a leash law to help in the control of dogs. r p� Ms. Renick said that all7\money received by the town should be allocated to dog control. In the past 3 years Enfield has taken in more money than was paid to the SPCA for dog control. PRIVILY OF THE FLOOR John Ranich, owner of the apartment building that is being built across the road from the town highway building spoke regarding the town use of his land. Presently, the town ,is welcomed to use his land, but would like the town to vacate the property when he needs to use it. Mr. Ranich also expressed interest in purchasing or renting the storage buildings that are across the road from the highway building. MINUTES OF LAST MEETING The minutes to the last meeting of May 4, 1988 were read by Town Clerk Jean Scofield. The warrant of the Youth Services - should be $.10 not .20. ##81 should be added the General Fund warrant for the Tompkins County Arts Council for $120.00. Councilman Linton made a motion to accept the minutes with the corrections. Councilman Kraft seconded the motion. Motion carried. The County Representatives Report was deleted from the agenda. • The Tree Planting Ceremony was added to Old Business on the agenda. Town Attorney Report There was no report by Attorney Egan. The Town Board asked Ms. Egan to look into the possibility of making Sandy Creek Trailer Park a district for .a dog control law, the excess dog control monies, and a road improvement district. Highway Superintendent's Report Highway Superintendent David Miller reported that Agway was coning to inspect the furnace on June 10, 1988. The specifications for the garage doors were not complete. Councilman Linton made a motion to put the old pickup truck up for bid. Kraft seconded the motion. Motion carried. Spring Clean-up Week went well. 1 c� There was no Community Council Report The "Draft" contract between the Enfield Community Council and the Town of Enfield was presented. Councilman Linton made a motion to adopt the contract as written between the Town and the Community Council. Councilman Mente seconded the motion. The effective date will be as of January 1, 1988. Motion was carried. The Tree Planting Ceremony was held May 27 at the Enfield School. It was presented by the City of Ithaca. The City of Ithaca also presented a plaque to the Town of Enfield commorating their 100th anniversary. aCM'lUNICATIDrS A letter was received from the State Comptroller regarding the town payment of hospital costs even though no town official was involved. They suggested a resolution should be made by the Torah Board. Shirley Egan suggested trying to regain the money paid to Tompkins Community Hospital from the Probation Department or the person involved. A letter from Don Barber, Building Code Enforcement Officer, regarding the old Fire Hall and what it would require to bring it to code to house a day care center. Shirley Egan suggested that the paint should be tested to determine if a lead-based paint was ever used. Councilman Linton made a motion for a committee to be foamed to examine the uses of the old Fire Hall. Supervisor Gray seconded the motion. Motion carried. A committee will be formed from Enfield group's representatives and Supervisor Gray. A letter was received from NYSEG stating that a commercial user cannot have a day- night meter. Councilman Kraft seconded the motion. Motion carried. Councilman Mente made a motion to pay the billy as listed. Councilman Kraft seconded the motion. Motion carried. Old Business Councilman Linton made a motion to adopt the new payment schedule for election inspectors. Councilman Kraft seconded the motion. Motion carried. Election Day $65.00 Primary Day 40.00 Registration Day 30.00 - • Custodians 75.00 (remains the sane) Highway Supervisor Miller questioned whether the town repairs riding tractors owned by the individuals who mow the cemetaries. It was left up to Dave's descretion as to whether he should repair them. Robert Rules of Order, revised edition has been ordered. New Business Ray Wheaton called Supervisor Gray ,about Willowood Campsites locking all but one of the exit doors during a dance Memotial Day Weekend. Supervisor Gray will contact Don Barber, Building Code Enforcement Officer to investigate the complaint. Councilman Kraft made a motion to adjourn the meeting. Councilman Mente seconded the motion.
