The regular meeting of the Enfield Town Board was held on Wednesday, April
6, 1988 with the following members present:

PRIVEIE(£ OF THE FLOOR
Town citizems were present to support the old fire hall be turned over to
the town. Members of the Enfield Baptist Church and Fire Department
volunteers were also present in regards to the right away to the new Fire
Hall.
M3NUTFS OF THE LAST MEETING
The minutes to the March 2, 1988 Town Board meeting were read by Town Clerk
Jean Scofield.
Councilman Linton made a motion to accept the minutes as read. Councilman
Lanning seconded the motion. Motion carried.
ADDITIONS TO THE AGRVA
The new fire hall right away and the old fire hall was added to the agenda.
REPORTS
County Representative Dan Winch reported that the New York State Troopers
substation has officially opened on April 6, 1988 in the Biggs Building on
Truuonsburg Road.
A pilot recycling program has started with Resource Systems, Inc. in Tompkins
County.
"Plantations" of Cornell University will be doing a inventory of the County
natural areas.
Highway Superintendent David Miller reported that Burt Hall will not mow
cemetaries unless he will get more money. Councilman Linton said that he
will speak to the people who work on the cemetaries.
There has been no word on the new truck ordered.
Mr. Ranich would like compensation for the use of his land for dumping
stone, etc.
An estimate of $4,300 was received for replacing 2 of the 3 overhead doors
on ttie highway town barn.
The Building Code Committee met on March 9, 1988. There was 3
recommnendations made at that meeting:
1. Add category $50,000-$75,000 for $50.00 for building permits.
2. Recommend that the Building Code Enforcement Officer send reminders to
incomplete permit holders.
3. Develop and implement an educational program to gain greater
participation in the codes benefit.
UNFINISHED BUSINESS
The Enfield Fire Department would like the town to take over the old fire
hall for $1.00. The Fire Department would still have to hold title because
it was used as collateral on the new building.
It. was decided to have the town attorney check into the legality of the town
taking it over and housing the groups that use the building. The town board
would also like to see what the maintenance costs would be for one year.
Supervisor Gray will speak to the town attorney.
The right of way to the new fire hall was discussed. The Enfield Baptist
Church and the Enfield Fire Department need to come to an agreement between •
themselves for the right of way.
Councilman Linton made a motion that the Town grant a continuation of the
right of way negotiated between the Enfield Baptist Church and the Enfield
Fire Department across the town property located at the south end of the
present Highway Department building. Councilman Kraft seconded the motion.
Motion carried.
CORRESPCNEEN(E
A letter was received from the Tompkins County SPCA regarding the
enumeration done. 3.2 letters were returned to them because of incomplete
addresses given on the enumeration. Town Clerk Jean Scofield will research
the correct addresses and return them to the SPCA.
A letter was received from Barrett Crandall to resign from the Tompkins
County Planning Board.
A letter was received from NYSEG regarding the two meters and a solution for
the high bills. The high bill is from the the Town Hall office, it could be
possibly the electric heat. It was suggested to .keep the thermostat turned
down when the town hall office was not in use.
Letter from Superior Disposal was received in regards to the cost of cost of
the dumpsters for Spring Clean-up Week. It will be the same as last year
for a 30 cubic yard dumpster - $3.00/day plus $90.00 to empty.
Supervisor Gray will check into putting in the letter drafted by the Code
Enforcement Officer informing people why it is necessary to have a building
permit in the local newspapers.
A letter from the Ithaca Mayor offering a flowering cherry tree to the town
co morating the city's centennial. Councilman Linton made a motion to
accept the tree. It will be planted at the Enfield S,choold if the school
would like it. If the school does not want it, it will be offered to the
Enfield Grange. Councilman Mente seconded the motion. Motion car ried.
The estimated CHIPS award is $35,221.
Letter received from the Tompkins County Assessment Office stating that the
Residential Assessment Rate for Enfield is 55.06%.
Lama Insurance states that the Town Clerk office in her home has no
liability insurance through the town insurance policy. She should :have it
added to their homeowners' policy and submit a voucher for the town to cover
the increase.
The primary is scheduled for April 19, 1988. Jim Baily and Marty Schreiber
attended the training session for custodians on the voting machines.

Councilman Linton made a motion to pay the bills except Tbmpkins Ccn►aunity
Hospital for $26.25. Councilman Mente seconded the motion. Motion carried.
NEW BUSINESS
New York State Electric & Gas has made a request for an easement for a pole
to be placed on the opposite side of the road from the Town Highway Building
near the old building. Councilman Kraft made a motion to grant the
easement, Councilman Mente seconded the motion. Notion carried.
tClean-up Week is scheduled for May 16 - 22, 1988. It was decided that there
was no need for a committee to be set up.
The old Highway Department's pickup truck is declared excess equipment.
Councilman Linton made a motion to adjourn the meeting. Councilman Kraft
seconded the motion. Motion carried. Meeting adjourned at 11_:05 pm.
