The regular meeting of the Enfield Town Board was held on Wednesday, November 4,
1987 with the following members present:

MINUTES OF LAST MEETING
The minutes to the October 7, 1987 Town Board meeting were read by Town Clerk
Jean Scofield.
Corrections to minutes:
The correct spelling of Bea Schwoerer's last name.
The location of the mobile home park be deleted that Gary Mabee made an application to
the Tompkins County Department of Health.
Change the wording to "The folliwng changes were made in the prelimary budge.
• Add: Councilman Linton made a motion to 'make the fire budget same as last year -
.$74,050. Ilotion was not seconded.
Councilman Linton made a motion to accept the minutes with the corrections. Councilman
Lanning seconded the motion. Motion carried.
MINUTES OF OCTOBER 21, 1987 PUBLIC HEARING GOVERNING IMPORTATION OF SOLID WASTE
The minutes were read by Town Clerk Jean Scofield.
Corrections:
Change the wording to state "Farms in the same town with a common owner, waste may
be generated.
Councilman Lanning made a motion to accept minutes. Councilman Scofield seconded the
motion. Motion carried.
PUBLIC HEARING ON THE 1988 BUDGET
The regular meeting was recessed the the Public Hearing on the 1988 Budge was opened
at 8:00• pm. Supervisor Gray read the Summary page of. the 1988 Budget.
It was question what the new fire tax rate would be - $2.4985 per $1,000, up 33.8C
per thousand.
Supervisor Gray made a motion to adjourn the public hearing. Councilman Laue seconded
the motion. Motion carried.

PRIVILEGE OF THE FLOOR
• It was told that the Landstrom site 'was deleted from the list of possible landfill sites.
DR 1 site was determined to have too much bedrock.
The Landfill reports will be open for public review on November 17, 1987. On November
30, 1987 there will be a Public Hearing at NYSEG.
Possibly there will be a vote on the site on December 8, 1987.
The town citizens voiced supporting the new- fire building and the Solid Waste Law.

Councilman Linton made a motion to adopt the local law #3, Councilman Laue seconded
the motion. Roll call was done: - Councilman Laue - Aye, Councilman Linton - Aye,
Councilman Scofield Aye, Councilman Lanntng T. Aye. Supervisor Gray - Aye. Motion Carried..
Councilman Lanning made a motion the the Town Board waive the 10 day period for having
a proposed ordinance in the hands'of the Town Board on account of the urgency of the
matter. Councilman Scofield seconded the -motion. Roll call was done: Councilman
Laue - Aye, Councilman Linton -- Aye, Councilman Lanni:ng -. .Aye, Councilman Scofield -
Aye, Supervisor Gray - Aye. Motion carried.
Public hearing for local law #3 was scheduled for November 18, 1987 at 7:30pm at the
Town Hall. Councilman Linton made a motion for the hearing on that date, Councilman
Lanning seconded the motion, motion carried.
COMMUNICATIONS
The Community Council needs a application signed for the NYS Division of Youth to
receive funding from the state. Councilmanz Lanning made a motion to sign the application.
Councilman Scofield seconded the motion. Motion carried.
The copy of the letter to Vandermark. was read regarding the proposed mobile home park
on Route 327 .across from the Enfield School.
A thank you note was read from the Enfield Senior Citizens thanking the town for the
money. It was used for three trips- for the group.
A statement of the 1988 budget for the Enfield Fire Department was read:

The 1988 budget is a 19.52% increase over 1987.
NYS Employees Retirement Plan
There will be an additional cost of $711 to go to a 75I retirement plan from a 75E
for the first year. After the first year the cost would then be $400. The plan would
cover all town employees. Councilman Scofield made a motion to change to the state
751 plan. Councilman Lanning seconded the motion. Motion carried. Roll call was
taken: Councilman Lanning - aye, Councilman Scofield - aye, Councilman Laue - aye,
Supervisor Gray - aye. Councilman Linton abstained.
MONTHLY BILLS
Councilman Laue made a motion to pay the monthly bills, Councilman Scofield seconded
the motion. Motion carried.

HIGHWAY SUPERINTENDENTS REPORT
Carlton Thall stated Allied Laundry needs a contract signed for the coming year. Does
he sign it? He was told yes. The problem with the AutoCar was vibrations. The Ford
cinder spreader needs a new motor. The Winter maintenance signs will be up in by
November 18, 1987. Work is in progress on Colgrove Road.
UNFINISHED BUSINESS
Councilman Lanning made a motion for Supervisor Gray to sign SPCA contract for $3,040.
Councilman Linton seconded the motion, motion carried.

NEW BUSINESS
The part-time laborer is finished for the year.
• Comments were made why there were only two machines used for each voting district.
(County. Board of Elections determines based. on registered voters.) Tl,e town will
use two machines in each district for the 1988 election's so less waiting
in line. Discussed was the lack of communications between the Board and the Board
of Elections.
A meeting has not been set up with the Building Committee and the Don Barber, Building
Inspector.
1988 BUDGET
Councilman Lanning made a motion to make the Preliminary Budge a final budget and to
make an aminendment to see the unexpended balances restored. Councilman Scofield
seconded the motion. Roll Call was taken. Councilman Lanning - Aye, Councilman
Laue - Aye, Councilman Linton - Aye, Councilman Scofield Aye, Supervisor. Gray- No.
Motion carried.
Councilman Linton made a motion to exclude the new fire hall payment from the Budget.
Councilman Laue seconded the motion. Roll call was taken. Councilman Linton - Aye,
Councilman Laue - Aye, Councilman Scofield - No, Councilman tanning - No, Supervisor
Gray - No. Motion was defeated.
Councilman Linton made a motion to adjourn, Councilman Scofield seconded the motion.
Motion carried.
