The regular meeting of the Enfield Town Board was held on Wednesday, Oct. 7,
1987 with the following members present:

Councilman Roger Laue was excused.
PLEDGE OF ALLEGIANCE
MINUTES OF LAST MEETING
Town Clerk Jean Scofield read the minutes of the last meeting.
Corrections to minutes:
• Page Two: Highway Superintendent Report: It is a state requirement for bidding
process not a county requirement.
Councilman Linton made a motion to accept the minutes with the correction.
Councilman Lanning seconded the motion. Motion carried.
MINUTES OF SPECIAL MEETING RE: Private Landfills
Minutes were read by Town Clerk Jean Scofield.
Corrections to minutes:
Page One: Dan Winch was present not Jim Mason. Shirley Egan asked for Town
Board input, a committee was not formed. It is proposed law regarding land
fills not a zoning ordinance.
Councilman Lanning made a motion to accept the minutes with the corrections,
Councilman Scofield seconded the motion. Motion carried.
Councilman Linton questioned the Board whether the Special Meeting violated
the open meeting law.
PRIVELEGE OF THE FLOOR
Concerned citizens presented a petition with 54 signatures concerning the
disrepair of Colgrove Road. Many people commented on the roads the needed
work done before winter.
There was many comments supporting the private landfill law.

BUILDING INSPECTOR
Don Barber commented on his observations of the building permit process. He would
like to be involved in approving the issuing of building permits. He would like
to send letters to outstanding building permit holders that do not have a Certi-
ficate of Occupancy issued to them. There seems to be a lot of building going on
in the town without building permits being issued.
The problem of building permits was turned over to the Building Code Committee
to schedule a meeting.
Bea Shuller - Two Town Board members are invited to go on a bus trip looking at
the considered landfill sites on Wednesday, October 21 and Saturday, October 24
with the County Representatives. Councilman Lanning and Councilman Linton will
go on Wednesday, October 21.
COMMUNICATIONS
Tommy Brown, a ten year member of the County Planning Board has resigned. The
Enfield Town Board needs to fill the position.
There is also a opening for Enfield on the County Transportation Committee.
The SPCA contract for 1988 is $3,040.
The Tompkins County Department of Health has received an application for. a
72 site mobile home park from Gary Mabee on Route 327.
• REPORTS
Dan Winch - The New York State Police barracks has received 2 new state troopers
that have just graduated from training. The barracks are expecting. two "Seasoned"
troopers in two months.
The Sherriff's Department has asked for 8 additional road control officers.
Enfield Community Council. - The newsletter has been mailed out. The Annual
Harvest Festival is scheduled for next week, October 17.
Town Highway Superintendent was not present. No report.
MONTHLY BILLS
Councilman Lanning made a motion to approve the payment of the monthly bills.
Councilman Scofield seconded the motion. The motion carried.

LOCAL LAW DRAFT PROHIBITING THE IMPORTATION OF SOLID WASTE IN THE T014N
• The proposed law was read by Supervisor Gray.
The word prohibit should be removed. The question was made regarding access roads
and bridges to Enfield from Ithaca. DOT regulations should be in criteria regarding
vehicular traffic.
Penalty should be made more than $500 per day.
A public hearing was set for October 21., 1987 at 7:30 pm in the Fire Hall.
Councilman Lanning made a motion to have the hearing and Councilman Scofield
seconded the motion. The motion carried.
1988 PRELIMARY BUDGET
The following changes were suggested in the prelimary budget:
Remove unexpended balances in. revenues. ($65,000)
Increase Equipment for Justices (1,000)
Increase Contractual expense for Justices ($500)
Increase Town Clerk Personal Services ($300)
Increase Town Attorney Contractual Expense. ($1,500)
Increase Unallocated Insurance. ($2,000)
Increase Contingency ($16,000)
Increase Contractual Expenses for Control of Dogs ($40)
Increase Garage Contractual Expense ($100)
Increase Refuge & Garbage ($1,000)
Increase Cemetaries equipment ($100) and Contractual Expense ($100)

Supervisor Gray made a motion to keep the unexpended balances stay as they
were in the prelimary budget. Councilman Lanning seconded the motion. The
motion carried.
Councilman Linton made a motion for adjournment. Councilman Lanning seconded
the motion. Motion carried.
Meeting adjourned at 1:40 am.
