Clyde Hubble Councilman Robert Scofield County Representative Jim Mason Councilman Robert Linton Attorney Shirley Egan Councilman Roger Laue Town Clerk Jean Scofield Supervisor Etta Gray PLEDGE OF ALLEGIANCE Town Clerk Jean Scofield read the minutes of the last meeting. Corrections to minutes: Page 2: Shirley Egan noted that a line was left out of her report regarding procedure for the conduct of Town Board Meetings. It should state "any act or • resolution of a Town Board may be rescinded or repealed at any time by the Town Board. . ." It says nothing about requiring a super-majority to rescind certain types of actions" but not others. Councilman Laue made a motion to accept the minutes with the corrections. Councilman Lanning seconded the motion. Motion carried. TOMPKINS COUNTY ARTS COUNCIL PRESENTATION Jon Goss and Phoebe Erdman made a presentation to the Town Board regarding the money that may be available to the Town of Enfield. Last year Enfield received $1 ,000 and the year before the Town received $200. PRIVILEGE OF THE FLOOR Greg Kirschgessner presented the Town Board with a petition from Town residents backing the Fire Department's request for a new building. Present at the meeting were representatives of the Enfield Community Council , Boy Scouts leaders and members, Fire Department volunteers, and concerned people regarding the new fire hall . There were no additions or deletions to the agenda. COMMUNICATIONS • Supervisor Gray read several announcements of upcoming seminars that were of local interest. Enfield Town Board Meeting September 2, 1987 Page 2 COMMUNICATIONS (continued) A letter was read from the State Board of Equalization & Assessment Office. 85.44 was the final rate for 1986. The tentative equalization rate for 1987 is 79.45. REPORTS Enfield Community Council : The council has asked for an additional $3,000 in their budget for a Council coordinator and bookkeeper. County Representative Dan Winch was excused from the meeting. County Representative Jim .Mason reported eight sites were tested for the county landfill. Sites DR2 and DR7 met all requirements necessary for approval by the state for a landfill . EN3 was questionable in meeting requirements. Representative Mason felt that EN3 site will be withdrawn from consideration. The Sheriff's Department is still in need of additional patrolman. The New York State Police are willing to provide more troopers to Tompkins County. There is a possibility of an additional sub-station on the west side of Cayuga Lake. Building Code Committee reported that they have reviewed resumes and interviewed candidates for open Building Code Enforecement Officer position. They recommend • that the position be offered to Dan Barber. A motion was made to appoint Dan Barber as Code Enforcement Officer by Councilman Lanning. Councilman Laue seconded the motion. Motion was carried. Town Attorney Egan had no report. Carlton Thall , Town Highway Superintendent explained the bidding process for purchases of more than $5,000.00 that the county requires. Clean-up Week - Aluminum will be recycled. Jr's will be providing the truck. Councilman Lanning • seconded the motion. Motion was carried. New Business 1988 Tentative Budget Submission The following changes were submitted in the 1988 Tentative Budget from the 1987 Budget: GENERAL FUND_ - $1,000 for computer terminal purchase and hook up plus new forms. - Increased hours worked by Clerk for Justice Smithers. - $.25 per hour increase for Town Bookkeeper. - Deputy Town Clerk additional time. - Anticipated insurance premium increase. - $3,000 increase for Community Council paid Coordinator and bookkeeper. - $1,000 appropriation for Clean-up Week. - $350 for additional work needed for Fish Road & Route 327 cemetery. - No proposed increase for elected officers. HIGHWAY FUND - $.25 per hour increase for hourly highway employees (full-time employees). • - $12,000 into Highway Equipment Reserve Account FIRE COMPANY CONTRACT - Last year's contract which included 1/2 of OSHA required equipment is repeated PLUS an amount to cover a mortgage payment for a new fire house with the existing fire house to be made avalable to the town all points to be incorporated and negotiated in the upcoming fire company contract. Fire Hall. Councilman Lanning made a motion to draw up a letter on intent to start finance procedures on a new fire hall building. Etta Gray seconded motion. Motion carried.
