The regular meeting of the Enfield Town Board was held on the above date with
the following members present:

MINUTES OF LAST MEETING
Town Clerk Jean Scofield read the minutes of the last meeting.
Corrections to minutes:
Page 2: The cost of a "relief" program to reduce some of the hardships
• for those who live near the landfill site was $3,000,000 not $30,000.
Page 2: It was not the Landfill Committee who had made a resolution to
create a "relief!' program but a group of county representatives.
Councilman Linton made a motion to accept the minutes with the corrections.
Councilman Lanning seconded the motion. Motion carried.
PRIVILEGE OF THE FLOOR
Jennifer Russell, dog enumerator, reported she had not been able to complete
the second portion of the dog enumeration. She had been able to count 128
dogs of that portion.
As the Enfield Community Council auction was last week, the listing of items
in town vault was deleted to donate to the Community Council.
COMMUNICATIONS
Supervisor Etta Gray read letter from Greg Kirchgessner resigning from the
position of Town Building and Fire Code Enforcement Officer as of August 31,
1987. Mr. Kirchgessner stated he would assist the appointed officer after
his resignation date but would expect reimbursement. It was questioned whether
or not a building inspector must be a town resident.
Letter from Haefele TV informing the town of a toll free number for service -
1-800-338-6330. Presently there is no new channel #68 programmed.
Letter from Kathy Mestayer was read supporting Plan A with the emergency overpass.

Letter from Superior read regarding regulations for dumpsters to be rented
. for Clean-up week. Preliminary date is September 14-20. There will be a
Highway Committee meeting on August 11, 1987 at 7:30 pm in the Town Hall.
REPORTS
Jake Smithers (absent): the town justice will require a copy machine in the
town hall for their use. Also a computer tie-in to the state computer syspem.
Estimated cost for the computer tie-in is $290.00.
Representative Jim Mason reported that the Tompkins County Sheriff'6 office is
requesting 8 new county sheriff deputies for 2 additional road patrols. This
has been the first request since 1976. Rep. Mason requested support from the
Town of Enfield on record to support the Sheriff's Department.
Councilman Lanning made a motion to support the County in requesting additional
deputies. Councilman Laue seconded the motion. Motion carried.
Motorola is working on radio signals. They plan on everything working properly
by Friday, August 7.
Town Attorney Shirley Egan reported on the procedure for the conduct of Town
Board Meetings. Town Law sec. 63. state that every action, resolution, etc.
requires the majority vote of all members of the Town Board - not a majority of
those present. Sec. 93 of the Town Law provides that "any act or resolution of
a Town Board may rescinded or repealed at any time by the Town Board. . ."
but not others. She therefore thinks it is a fair conclusion that to require a
super-majority in some instances would require the adoption of a specific rule or
of a set of rules, such as Roberts, which does so provide.
Resolutions regarding Town Clerk and Town Supervisor's term of office and the
Town Highway Superintendent becoming an appointed position must be submitted to
the Board of Elections by September 1, 1987.
Councilman Linton made a motion to withdraw the resolution regarding the Town
Supervisor term of office. Supervisor Gray seconded the motion. Motion was
carried.
Highway Superintendent Thall was absent. There was no report.
Community Council reported that they made $700 from the auction held on August 1.
Testing appears to be completed on Sheffield Road site for County Landfill
Committee. There will be a meeting on August 6th at Cavenaugh's of the Environ-
mental Management Council.
Representative Winch thanked the Town of Enfield for the support they have shown
towards the landfill problem.

Councilman Linton suggested that the Supervisor's Report be submitted to the
Town Clerk to be included in the minutes of the meeting.
Councilman Linton made a motion for the bills to be paid. Councilman Scofield
seconded the motion. Motion was carried.
UNFINISHED BUSINESS
There will be no primary election in Enfield on September 15.
District I Election Polls will be at Enfield Elementary School.
• There will be a Town Clean-up meeting on August 11 at 7:30 pm.
Possible individuals that might be interested in Building Inspector vacancy are
Tom Amici, Jack Baldwin, and Jack Bacon.
Councilman Laue made a motion to adjourn meeting. Councilman Lanning seconded
the motion. Motion carried.
