Special Town Board Meeting regarding Town Clerk Appointment
Present: Roger Laue, Robert Scofield, Larry Lanning and Etta Gray
Absent: Robert Linton
Others Present: Historian M. C. Hubbell and Jean Scofield
Meeting called to order at 7:55 p.m- by Supervisor Gray.
Supervisor Gray reported Deputy Clerk Stilwell had called attention to the fact that she
was unable to sign checks which would be necessary in the performance of the duties of
deputy. The advice of Town Attorney Egan was that the deputy should be empowered to act
in the absence of the clerk and that resigned town clerk should not sign. Deputy to be
asked to attend to this matter at the bank as soon as possible.
Mr. Laue asked if this meeting had been advertised. Supervisor Gray said that it had
been in The Ithaca Journal Calendar on Thursday and Friday and it had been posted on the
town hall bulletin board and on the bulletin boards of the two markets in town.
Mrs. Scofield asked the town board what was expected from the town clerk. The general
duties were outlined: taxes, building permits, licenses, and minutes of town board meet-
ings. Mrs. Scofield was referred to Deputy Clerk Stilwell and past clerk Holcomb for
specific answers as to the duties and procedures. Saturday morning hours and evening
hours for the town clerk were discussed, along with mention of the additional full day
Saturday hours in .January in town hall for the convenience of taxpayers.
The town clerk checking accounts and the insurance bonding for town clerk were discussed.
Mrs. Scofield expressed her interest in being town clerk and stated her qualifications
and experience (bookkeeping, budgeting, and overall business office skills) working at
Cayuga Ford and Cornell University. Mrs. Scofield is presently a notary public.
Mrs. Scofield asked about equipment such as copy machine, typewriter, and files that
would have to be used by clerk. Mrs. Scofield also asked about a desk. 7hex- e is not one
presently, but one could be provided if needed.
Mr. Laue asked about "conflict of interest" as Mr. Scofield is a town hoard member.
Mr. Lanning responded that town clerk is not a member of town board and for anything
concerning the town clerk presented to the board, Mr. Scofield could abstain from
voting, thereby eliminating any conflict.
Historian Hubbell had questions concerning the access to town records as the records of
the town are the responsibility of the town clerk. Keys to the vault and the granting
of permission to the vault were also discussed.
Mrs. Scofield asked about the number of hours involved in performing the duties of
town clerk. Town board did not have an answer. It was suggested that a record of
some sort should be kept to be used in a future evaluation of the job of town clerk
and the pay. Mrs. Gray offered a comment on the minutes of the meetings—that they
could be shortened by recording only the action taken by the town board and the topics
discussed; also the town board should make an effort to shorten its meetings.
