€; Public Hearing lava•_ held on the above date regarding the terms
of the Supervisor and Town Clerk and the appointment of the Highway
Superintendent . The Hearing on the term of the Town Clerk was opened
at :25 and the ether two were postponed until later .
Supervisor Gray read the Resolution passed on Max c, 1 87 as
follows .
1 . That the Town Clerk and Receiver of Taxes of the Town of
Enfield shall be elected to office for a term of four ( 4) years.
c . That the Town Clerk and Receiver of Taxes shall be first
elected to a four (4) year term of office at the first bi ennal town
election following the approval of this local law by the electorate of
the town .
A discussion was held. Question - What is the purpose of the
changer Answer - It takes 6 to S months to learn the job, just as the
clerk learns the job it is time for re-election . Supervisor Gray
asked, if we decide against the change now, does it have to go on the
ballot? Attorney Egan answered that this is what this hearing is for .
It was stated that the four year term would not start unt i 1 1990 .
Question - It has beer, this way for 150 years why change it? Answer-
The growth of the town and the new services provided make the jab more
complicated. Question - What is the status of other towns? Answer Two year_.. Question - What is the yearly salary? Answser - $5,500 .
It was mentioned that maybe the position should be considered full
time with an increase in salary.
The Public Hearing on the term of the Town Clerk was closed at

A Public Hearing was held on the above date starting at i: 10 pm
regarding the Appointment of the Highway Superintendent .

1 . That the elective office of Town Superintendent of Highways
shall be abolished effective with the end of the elective term to
which the Superintendent of Highways is elected at the f i rs•t bi enn.al
town election following the approval of this local law by the
electorate of th.e town .
2 . That thereafter the office of To-,;ain Super i ntendent of Highways
shall be appointed.
A d i sucs•s•i on was held. Question - Wheat is the purpose of the
changer Answer -Councilman Linton responded that people are unhappy
vii th'i the way the system wor•k._. now. Question - If the Board appoints a
Superintendent and he is not doing his job, but is a pet of the board,
how do I;;1e get rid of him? Answer — Attorney Egan responded that the
appointment would be for two years and the removal would be the same
a.=• if he had been elected . DoUg1 as• Wi l 1 i s• stated that with an elected
Superintendent there is no lay to control hot&, the money is spent .
Question - Could the .job be contracted instead of having a
Superintendent? Answer - You can' t abolish the office , there has to
be a Highway Superintendent . Question - Can the appointed office
change back to an elected one? Answer - Yes, the same t.ia.x.
The Public Hearing on the Appointment of the Highway
Superintendent was closed at 10 :05 pm.
A Public Hearing was held can the above date at 10 : 05 regarding
the term of the Town Supervisor .
Supervisor gray read the Resolution passed on Max ti, 1987 as

i . That the Town Supervisor of the Town of Enfield shall be

2. That the Town Supervisor shall be first elected to a. four (4)

A short discussion was held. Supervisor Gray feels that the term
should be only two years.
