TOWN OF ENFIELD R.D. #S ITHACA. N.Y. 14850 May 6, 1987 The Regular Meeting of the Enfield Town Board was held on the above date with the following members present: Town Historian M. Clyde Hubbell Councilman Robert Linton Atty. Egan - arrived late Councilman Robert Scofield Councilman Larry Lanning Councilman Roger. Laue. Supervisor Etta Gray County Representative Jim Mason County Representative Dan Winch Town Clerk Shirley Holcomb PLEDGE OF ALLEEGIANCE SPECIAL ORDER OF BUSINESS: Haefele TV Inc. 's proposed channel change and request for public hearing. Mr. Haefele unable to attend meeting - wants to take off one channel and • replace with new channel #68 - his choice to take off #12 or #36. PRIVELEGE OF THE FLOOR 1. Denny Hubbell - stated he was here to answer any questions on the new fire house building. Councilman Laue questioned the dimensions of the structure. Denny stated that the apparatus room will be 72 x 64 - shop area to be 37 x 40 and the meeting rooms etc. to be 48 x 54. Carlton Thall stated that Seneca Stone will donate the stone for the driveway. 2. Jeff Brainard asked if we are going to have trash clean up. Supervisor Gray states we should have one, but will wait wait and discuss later. 7 3. Brain Durfee - presented to the board se �O in support of the fire district. MINUTES OF LAST MEETING Supervisor Gray wanted to omit the minutes as they were not available to the board prior to the meeting. Supervisor Gray asked if there were any additions or deletions to the agenda. Councilman Laue stated they need time to review the minutes to see if there is anything to add or delete. Page Two ® Jack Hubbell commented that in the previous years the minutes were read at the meeting for approval. Supervisor Gray read the previous meetings minutes. Page 3 - should be Bill Meehan bidder for 16hp B&S engine w/hydraulic pump. Page 6 - should read Councilman Linton moved to amend resolution to research if when and how to put to public referendum. Page 6 - should read - Original motion repeated as amended and voted on. Page 6 - #2 - Councilman Scofield seconded the motion to adopt town policy for town employees going to fires. Page 3 - Under communications #3 should read - Custody account established for the Town of Enfield for the purpose of collateralization. Councilman Laue moved to adopt the minutes as corrected. Councilman Linton seconded the motion carried. Minutes approved as corrected. Supervisor Gray questioned if there are any other changes in the agenda from the minutes. • COMMUNICATIONS 1. State Audit Report - Supervisor Gray states we have complies with about everything. We were sited for not bidding out for gravel. Audit report open to the public at town clerk's office. 2. Resignation of Town Clerk - effective June 2, 1987. 3. Supervisor Gray remineded that May 12th is assessment grievance day. 4. Sam McNeil - increase in CHIP's money. Approx. $26,258 for 86-87, $33,693 for 87-88 and $35,242 for 88-89. 4. NYS - Bicentenial Commission of Constitution - asking to set up program for community. Councilman Lintion made motion to refer to town historian for recommendation of whether to consider. To be discussed at next meeting. COUNTY REPRESENTATIVE'S REPORT Jim Mason - currently involved with negotiations with employees - county not ready to impose contract yet. -Mr. Mason reports that the hat topic in the county is on the landfill site, and has no new information at this time. Mr. Mason states that the cooperative extension is a very informative source on the subject., Also states that the county board will support whatever community gets the landfill. Selection is now in the paperwork stage and nothing engineering wise. Mr. Winch stated that they were not shutting the door on discussion yet for the benefit sharing program. Page Three Mr. Winch also commented on the landfill and negotiations issues. -Mr. Winch states that the residents have been exposed to many local informational meetings and they are getting very knowledgeable to solid waste. Cooperative extenstion doing a good job. -Mr. Winch feels the chairman of CSEA negotiations committee has made a fair offer so far - went to fact finders and report proved management did their best. Mr. Winch recommends to continue and not impose a contract as only wage increase would be imposed. -Mr. Winch reports that he will be at assessment review meeting on May 12th. Discussion held with county representatives on the landfill issue. TOWN ATTORNEY Supervisor Gray questioned Atty. Egan about Enfield .Community Council taking over their payroll from town bookkeeper had been researched yet. Atty. Egan replied that she has not looked into it. HIGHWAY SUPERINTENDENT 1. Carlton reports that the tractor is in. 2. Roads need drainage. 3. Autocar - dumpbox shifted and sprung - $3,200 replacement cost with hoist. • 4. Carlton feels we should hang cn to snow plow equipment. Trash pick up for the town discussed. . 8ex -ti07:4umpsters and have people bring trash to them instead of setting it out discussed. Councilman Laue questioned Carlton about the bridge decking. Carlton stated it would be done after school is out. Highway Committee to organize trash pick up and make recommendation at next meeting. Councilman Scofield seconded the motion. Discussion held. Motion carried to pay the bills except Ford New Holland, Inc. for the tractor - hold to next meeting so that the performance of the tractor can be checked out. OLD BUSINESS 1. Fire District application, Supervisor Gray read Atty. Eganis memorandum on the proposed fire district issue. Discussion held. Supervisor Gray made a motion that the town board withdraw the application for a fire district. Councilman Lanning seconded thle motion. Discussion held on which way to go. Supervisor Gray wade a motion to withdraw and recind previous resolution to establish the fire district in the Town of Enfield. Councilman Lanning seconded the motion. Roll call Vote Councilman Laue - No Councilman Linton - No Councilman Scofield - Aye Councilman Lanning - Aye Supervisor Gray - Aye 2. Condition of Town records in vault - Supervisor Gray commented on condition of the records in the vault - papers jammed in - thought everything was okay and everything is a mess. Town Clerk advised that it is the responsibility of the town clerk to take care of the records. Page Six 3. Terms of office of town clerk and supervisor and appointment of highway superintendent discussed. Supervisor Gray feels 2 year term 'long enough. Councilman Linton feels it should be put to the public voters to decide and not just the board, if opposed to this than opposed to giving voters choice. Councilman Laue read proposed resolutions set up by Atty. Egan. Three separate propositions to appear on ballot. . Councilman Laue hereby intruduces resolutions changing the terms of town clerk and town supervisor and highway superintendent as set forth in draft resolution. BE IT ENACTED by the Town Board of the Town of Enfield, County of Tompkins, State of New York as follows: 1. That the Town Clerk and Receiver of Taxes of the Town of. Enfield shall be elected to office for a term of four (4) years. 2. That the Town Clerk and Receiver of Taxes shall be first elected to a four (4) year term of office at the first biennal town election following the approval of this local law by the electorate of the town. © BE IT ENACTED by the Town Board of the Town of Enfield, County of Tompkins, State of New York as follows: 1. That the elective office of Town Superintendent of Highways shall be abolished effective with the end of the elective term to which the Superintendent of Highways is elected at the first biennal town election following the approval of this local law by the electorate of the town. 2. That thereafter the office of Town Superintendent of Highways shall be appointed. BE IT ENACTED by the Town Board of the Town of Enfield, County of Tompkins; State of New York as follows: 1. 'That the Town Supervisor of the Town of Enfield shall be elected to office for a term of four (4) years. 2. That the Town Supervisor shall be first elected to a four (4) year term of •office at the first biennal 'town election following the approval of this local law by the electorate of the town. 4. Atty. Egan to research filling of vacancy of town clerk. 5. Quotes on doors received. Charles Hubbell -- $2,392, Frank Blake - $1,9.50, Sunnybrook Builders •- $2,000. Discussion held. Councilman Lanning made a motion to go with Charles Hubbell Construction Co. bid. Councilman Scofield seconded the motion. Motion carried, CouncUlman Lanning motioned to adjourn.
