The Regular Meeting of the Enfield Town Board was held on
the above date with the following members present:
Councilman Robert Linton, Councilman Roger Laue., Councilman Larry
Lar_ning, Councilman Robert Scofield, Supervisor Etta Gray, County
Representative Dan Winch and Tovn Clerk Shirley Holcomb.
Several community members were also present for the presentation
of the landfill site resolution. Not every one could get into the
town hall.
Supervisor Gray made an announcement that this was the Regular.
Meeting of the town board and not an informational meeting for
the landfill site, but there was to be a meeting on April 22nd
at the Sadd Conference Room at Biggs at 12:00 noon.

Marli Cavanaugh as spokeswoman for the group stated they had some
meetings and they had petitions for everyone to sign, also was
passing out addressed and stamped postcards for everyone to write
to the Board of Representatives opposing the site in Enfield.
Dan Winch stated that he and Jim Mason opposed to having site in
Enfield. Mr. Winch against because it would be very near to water
shed area and productive farms would be taken, also problem with
transportation to areas in Enfield. Mr. Winch encourages everyone
write to representatives with opinions and contact all 15 board
members as they all have a vote.
Discussion held and the proposed resolution written was read .by
Mrs. Cavanaugh. Councilman Linton moved to adopt the resolution.
Councilman Lanning seconded the motion. Resolution was read again
with discussion on each point. The following is the amended resolution
that was adopted by the Enfield Town Board.
RESOLVED, The Enfield Town. Board opposes the selection of any
site within the Town of Enfield for the proposed Tompkins County
Landfill,

Be it further RESOLVED that, the Enfield Town Board supports the
position taken by the Town of Groton that all county residents should
compensate any individuals or town which must bear the devaluing and
negative impact of the landfill so that other county residents do not
have to have the landfill in their neighborhoods. The compensation
plan should be developed before any site is selected and should establish
general guidelines which can apply to any site selected. We urge our
county representatives to sponsor a resolution that would establish this
plan,
Be it further RESOLVED that, the Enfield Town Board supports a
compensation plan for the effected area which includes the following
elements:
1. Special programs to regularly monitor privately owned wells
near the landfill site at county expense;
2. Property tax reduction for landowners near the landfill site;
3. The creation of a regular roadside cleanup service for the
roads near the site and where the trucks with refuse pass;
4. A buyout option for property owners near the site;
5. An allocation of funds to the effected township to apply to
increased highway maintenance costs, landfill maintenance
costs, and to compensate for losses to the tax base;
6. The establishment of a tipping fee to be allocated between
the effected town and county.
Be it further RESOLVED that, the Enfield Town Board urges the county
to find long range soeslutions to the problem of solid waste that will not
require removing farmland from use or threatening rural residential life.
Be it further RESOLVED that, the Enfield Town Board urges the county
board to adopt and implement a comprehensive volume reduction and
recycling plan before finalizing the selection of any site.
Councilman Lanning moved to adopt the above resolution as amended.
Councilman Scofield seconded the motion. Motion carried.
Minutes of Last Meeting
Page 1 — should be Bud Stover, Councilman Lanning moved to accept minutes
as corrected. Councilman Linton wants his opinion added that he didn't
charactarize as havikAto go back to square one on fire district issue.
Councilman Linton seconded the motion . Motion carried.

1. Election Board called - wants board to decide on number of machines
to use in this years election. Councilman Laue made a motion to use one
machine in each district, Councilman Scofield seconded the motion.
Motion carried.
2. Memorandum for Div. of Assessment - Local Advisory Board of
Assessment Review scheduled for May 12, 1987 from 3:00PM to 6:OOPM
at the Enfield Town Hall. Robert Linton, Robert Scofield and Dan Winch
to be there.
3. Tompkins County Trust Co. - Custody account established for the
Town of Enfield.•-� c �-
4. Madison Wright - letter why he's not attending tonight - might want
to have different meeting.
5. Enfield Valley Grange #295 - proposed landfill resolution from grange
members.
6. Shirley Egan - copy of highway laws.
County Representative's Report
• Mr. Winch encourages to set up meeting with cooperative extension
for residents on landfill site. Compliments activities of individuals
involved and feels response to county board will have impact.
Town Attorney's Report
Town attorney not present at meeting.
Highway Superintendent's Report
1. Received complaints on "No Maintenance Road".
Supervisor Gray read Section 205-a of the Highway Law.
Where the signs are installed on a seasonal basis, they SHOULD
be displayed for a reasonable period of time before maintenance
is discontinued, and SHOULD remain in place until it is resumed.
Signs posted by 12/1 to 4/1 with no residences.
2. Tractor will be in next meek - at Cortland now.
3. Results of surplus equipment sale -
1. Flink Sander w/ 16hp - $136 bid by Jim Linton.
2. 16hp B&S engine w/hydraulic pump - $160 bid by *eb Meehan
3. Snow plow equipment - $26 bid

• Attorney Shirley Egan came in at 9:35PM - highway law 205-a discussed
with attorney and we have complied. Sign posted 15 days before shutdown.

Councilman Laue moved to pay the Youth Service, General Fund and
Highway Fund bills. Councilman Lanning seconded the motion. Motion
carried.
• Old Business
1. Councilman Lanning gave board members copy of letter from
Citizen's Savings Bank that was written to Chief Dennis Hubbell
and Larry Lanning - outling terms and conditions to consider for
a mortgage loan for new fire house.
Discussion held - Councilman Lanning made a motion to drop proposal
of Fire District and proceed into getting information to get started
on the new building and get apparatus room completed by snowfall -
must have ordered by June 1. Supervisor Gray seconded the motion:
Discussion held - Councilman Linton questioned if we can legally
enter into 30 year term. Councilman Linton stated that task force
was to study both proposals of new building and fire district, also
more reasons for going fire district than just financing and to go
to public on referendum basis.
Councilman Lanning feels fire company has pride in being incorporated-
town would take away with fire district.
Discussion on wording of motion made by Councilman Lanning.
Attorney Egan suggested taking vote on motion. Supervisor Gray - No,
'Councilman Linton - Opposed, Councilman Laue - No, Councilman
Scofield - Aye, Councilman Lanning - Aye. Motion defeated.

• Supervisor Gray made a motion for town to solicit more information from
the fire company and their sources on financing a new fire house and
the subject to be considered at May meeting. Councilman Scofield seconded
the motion. Vote was taken - Councilman Lanning stated it was out of order
as there was no discussion. Motion withdrawn.
Supervisor Gray repeated motion. Councilman Scofield seconded the motion.
Discussion held - Councilman Linton suggested to ask our attorney to
'x research feasability to see if we can do what is asked on funding.
Y' Amend resolution to research if when and how to be put to public
referendum. Supervisor Gray seconded. Councilman Laue - Aye,
Councilman Linton - Aye, Councilman Scofield _, Aye, Councilman Lanning -
Reluctant.
Original motion repeated and voted on. Councilman Linton - Aye,
Councilman Laue - Aye, Councilman Scofield - Aye, Councilman Lanning -
Reluctant, Supervisor Gray - Aye. Motion carried.
2. Councilman Laue - town policy on town employees going to fires.
Councilman Laue moved to adopt a town policy regarding town employees
responding to emergency and fire calls. Councilman Crew seconded the
motion. Motion carried. V1,)A
• 3. Councilman Linton offered the following resolution:`
WHEREAS; The Town of Enfield, together with County and State
government has established a policy of protecting farmland by the
creation of Agricultural Districts, and;
WHEREAS;. The needs for a landfill site could easily be filled
by the use of land already abandoned from farming as an alternative
to the use of currently viable farmland, and;
WHEREAS; The presently adopted landfill site evaluation procedure
is inconsistant with existing agricultural district policy as follows:
1. Only groups 1 and 2 soils have been excluded from site
consideration while most farm businesses are based on soil groups
3 and 4.
2. Farmland is not considered as a .separate factor in the
suitability ratings, but is grouped with a variety of "other"
factors such as historical and cultural resources.
3. When given consideration, farmland is assigned the lowest
possible significance weighting in determink-Isite score.
Therefore, be it RESOLVED, The Town Board of the Town of Enfield
is opposed to the use of farmland for a landfill site and we urge that
our county representatives move to reaffirm agricultural District
policy in any further evaluation and selection of a landfill site.

• Councilman Linton moved for its adoption. Councilman Laue seconded the
motion. Motion carried with 5 ayes.
4. Councilman Laue questioned on what we are going to do on extending
terms of the towh clerk and supervisor and changing highway superintendent
position - must start by May.
Councilman Linton - move to put on agenda for consideration at May meeting.
Councilman Laue moved to adjourn. Councilman Lanning seconded the motion.
