There were no bids received can the 2 cinder spreaders or the snow plow wing. It was the feeling of the board that the bids on the 16 horse Briggs and Stratton engine were not high enough and one bid listed the wrong name of the engine . The following were the highest bids : a Dump Box - .EH--i Stover $525. 50 Farma.l 1 Mower - Bill Carman $1 ,029. 'T5 Lime Spreader - John Hubbell $502 .00 John learn Sprayer - Rob Linton $175.00 There was a. discussing about the wording ng of the ad and if the bidders understood that the hydraulic cyl i ndar• was included with the dump box . It was the feeling that since the bidders had a chance to see the items and to ask questions, there shouldn' t be a problem . Councilman Laue moved to accept the tour highest bids on the above items and to put the unb i d items along with the 16 horse Briggs and Stratton engine up for bid again . Councilman Linton seconded the motion . Motion Carried. The bids wi 1 1 be opened the night before the next meeting. MINUTE`; OF THE LAST MEETING -F..epr•esena.t i ode Winch - January 7 minutes - Page 4 - Delete County Home is closed. Change to read The Board of Reps approved a closing plan which included the placement of the residents, assisting employees in finding jobs— The County Home will be closed by 12-31-87. The Board has asked that a committee look into housing problems for all TC residents not just those that are eligible to live in the County Home . • -Supervisor Gray - Change the wording of the correction to last months corrections. Delete the folloviing: Supervisor Gray - Page Three - strike out will not oppose if county wants it hero , but would 1 iVe compensation - Her position is as stated in her letter to Mr . Frank Proto , Chairman of the Solid Waste Management Committee . The correct viordi ng is as fol lows; Supervisor Gray - Page Three - Jack Hubbell aE*ed each member's position on the landfill . Delete Supervisor Gray's reposnse - will not oppose if county wants it here , but would like compensation . Add - Her position is as stated in her letter to Mr . Frank Proto, Chairman of the Solid Waste Management Committee . -Page 2 # 7. Division of Equalization and Assessment - Delete wants current inventory of Haefele TV (affect special franchise) . Add Haefele TV changed the miles of right of way with Albany . -There was some confusion because under "Additions/Deletion to Agenda" the Town Attorney's Report was deleted because Attorney Egan was not present . Page 3 lists the Town Attorney's Report . Attorney Egan was late in attending the meeting. It was decided that the minutes should list all members who are present and who are absent including the Town Attorney. If a member comes In late they should be listed as present with the time that they arrived. -Page 2 - Delete Fire & Building Code Inspector Report submitted to 0 board. Add Fire & Building Code Inspector Report submitted to Supervisor Gray. -Page 5 - Old Business - 4 1 . - Councilman Laue questioned if a public hearing is needed for the change in aged exemption . Delete - Rep l y -as no. Add - Supervisor Gray will find out from the Assessment Office the next day. -Page 3 - Town Attorney Report - Strait case settled - $700 . Add - It, was settled out of court . Councilman Lanning moved to accept the minutes with the above changes. Council Laue seconded the motion . Motion carried. Councilman Linton asked Represenative Winch when the Board of Reps approved the minutes of their meetings. Mr . Winch responded that the minutes of the previous meeting are approved at the current meeting. PRIVILEGE OF THE FLOOR -Mr . Barber.- Madison Wright Volunteered to come and talk to the town about the landfill problem. • -Mr . Winch- Madison Wright and Mary Cal l would like to come to a. town meeting. The Solid Waste Committee has asked the Cooperative Extension to help put on presentations. -Mr . Barber- Groton has put out a press release requesting $1 i=i'7, 000 compensation if the 1 a,ndf i l l is put in their town . The next land fill meeting v1ill be held in Groton on March 12. -Mr . Winch- Suggests we go to all the meetings even if Enfield is not picked because we are county residents. The meeting in Groton will be held on March 12 at 7:30 in the Groton High School . There was discussion on the i andf i l 1 . -Mr . Winch read the resolution on the 1 a.ndf i l l written by the Board of Reps.. Mr . Winch suggested that tie should set up a fleeting with Madison Wright artd Mary Call and he also suggested we consider the Cooperative Ex ten s.t i on presentation . It was decided to have a special public information meeting can March 25. Supervisor Gray wi l 1 check: the date jai th Mary Cal 1 . -Denn;•r Hubbell gave the board background information on the proposed neck+ fire house . He also gave an update from the Building Committee . • H partially completed building which includes a 72_' x 72' apparatus room, a 24' x 1' shop area and undetermined size of the meeting and training rooms of viou l d cost approximately $225,000 . The uncompleted portion of the bu i 1 d,i ng would be finished by volunteer help . With the fire r_ompan.e staying incorporated as it is now, he feels that $125,000 could be saved because the inside finishing could be done by volunteers. As a. fire district , the building would have to be completed before it could be taken over . Upon talking to local banks, he feels that they would deal with the company using the net.ki building as col 1 ater•al , but the fire company st i 1 1 needs backing by the town . Mr . Hubbell also stated that the firemen have taken a. vote and they do not wish to have a Fire District . There was discussion on the new building. -Supervisor Gray - The a.ppl i cation for the Fire District was turned dot-kin because the State didn' t understand that vie already have a Fire Protection District . We have to start all over again . TOMPKIt1S COUNT BOARD OF REPRESENTATIVES' REPORT Dan Winch presented his report after stating that part of it had already been covered ear 1 i er• . The Public Safety Building is finished and an open house was field, which Maas attended by over 4 ,000 . One • good feature of the new building is the microw;ave radio system, 1.&1hich is connected to the Tompkins County Emergency Contrz)l . I t el i m i n zit te s the dead spots in communication throughout the county . All inmates are now residing at the nev) jail . Research is going to be done on the old jail to find the best usage of the building. O.n e p r ol:z,I e m i.,J i t h • using the old building is that the cell blocks hold up the building. Jack Hubbell asked Mr . Winch , that because of the high sales tax income , if the County is thinking of discontinuing the sales tax on fuel oil . Mr . 1.0'i nch answered that i t may be considered. He al so stated that the sales tax income was up because many people bought big i tems in the last quarter , because of the change in the net.ki tax lzw,'. Councilman Laue asked about the snow removal contract . SupIrvisor Gray replied that it had been signed . Councilman Linton asked if the County could make a decision of vlhat the 'payola' for the landfill will be before the site is selected . He feels that the benefit sharing would get more support from all the board members and not just the represenatitie from the tovin that had been selected for the landfill . Mr . Winch will talk to Mr . Proto. ADDITIONS/DELETIONS TO THE AGENDA Delete the Town Attorney' s report . A copy of the report was submitted to the board. COMMUNICATIONS 1 . Office of the State Comptroller regarding the proposed Enfield Fire Distract . A copy of the letter vias submitted . • 2 . Enfield Community Council t-kiould like the Tot.%in Board to pass a resolution proclaiming March 28-2?, 1?87 as Enfield Volunteer Fireman Appreciation Weekend. The Proclamation is as follovis: WHEREAS , the Enfield Volunteer Fire Company G-,las incorporated in 1948, a n d WHEREAS, the membe-r=• of this organization provide essential services to this community, and WHEREAS., participating requires a commitment of time and energy to training beyond the ordinary voluntary experience , and WHEREAS , there is al Mays an element of risk involved in the activities of responding to emergency situation , and WHEREAS, there are currently over 35 active members in the fire department who contribute an average of over 20? hours, each to this community service , and WHEREAS, the fire department houses community functions including the Women's Auxiliary, Enfield Community Council Preschool , Boy Scouts, Explorers, and 4-H Clubs, NOW; THEREFORE, we , the Town board Members of Enfield, do hereby • proclaim March 28"29 , 1?87 to be ENFIELD VOLUNTEER FIREMAN APPRECIATION WEEKEND in the Town of Enfield and the Town Board urges all citizens to join in our expression of appreciation . IN WITNESS WHEREOF, we hereunto set our hands and the official seal of the Town of Enfield, this 4th day of March 1987. Councilman Linton moved to accept the Proclamation as a resolution . Councilman Scofield seconded the motion . Motion carried. 3. NYS Retirement Association - The days worked calculations were incorrect . The town bookkeeper has gone over the records for the past three years and made the necessary corrections. 4. Chase Manhattan Bank - Collateralization . $200 ,000 security on the town's bank accounts. 5. SPCA called Supervisor Gray stating that the trailer park wax� still a problem. Supervisor Gray call Mrs. Van de Mark to see if the board could be of any help with the problem. Mrs. Van de Mark said that there were 86 dogs in the park and only 39 were licensed and some of the problem was with other dogs that just wandered in . There was • some discussion . It was mention that maybe a leash law could be put into effect for just the area of the trailer park . 6. Board Of Reps - Jean Owens has put in an application to continue as an EOC board member . Councilman Linton moved to approve jean Owen•�. as an EC be member . Councilman Lanning seconded the motion . The motion carried. 7. Jim Mason submitted a copy of Cornell University policy's concerning Volunteer Firefighters and EMTs responding to fire or emergency calls. 8. NYS Commission on Cable TV- listed the procedures to follow if subscribers have any inquires or complaints and gave the 800 number to call . HIGHWAY SUPERINTENDENT'S REPORT Superintendent Thai ! would like to buy a broom for $3,800 to take care of the cinders on the road surface . He reported that the town building had been broken into, but that nothing had been stolen . He reported that the cinder spreader is on the truck , but still needs more work before it is ready for use . Richard Hubbell has been off work for two weeks due to hospitalization for an ulcer attack . Bob Oltz has been substituting . Councilman Scofield seconded the motion . The motion carried. NEU., BUSINESS -Councilman La.ue took the lawn mowers that are used on the ceme tar i es to Agu-jay to be serviced. He has been working on a plan laying out • road:,, walk ways and plots for the Christian come tar•,`. The ceme tars can a.ccomoda.te about 4.00 more plots. -Jack Hubbell mentioned that there are two completely neglected cemetar i es in the town . They are the Woodard Road ceme tar y and the l;umreX Hill cemetary. Most of the stones at the t400diard Road cemetar,: i-aave been removed. It was mentioned that the County had removed the stones. -Supervisor Gray presented a resolution to establish a. capital reserve fund for highway equipment . RESOLVED, that pursuant to Section 6-c of the General Municipal Lai,,,, as amended, this Enfield Town Board does hereby establish a Capital Reserve Fund to finance the cost of acquisition of highway equipment . The Town Supervisor is hereby directed to deposit moneys of this reserve fund in a separate ban , account to be know as the "Highway Equipment Reserve Fund" . The Town Supervisor is authorized to inve=.t , from time to time , the moneys of this fund pursuant to� Section 6-f of the General Mu-nicipal Law. No expenditure shall be made from this fund, except upon authorization of this board pursuant to Section 6-c of the General Municipal Law. • Councilman Laue moved to accept ,the resolution . Supervisor Gray will check v,-ith Fire Inspector Kirchgessner• to see if the doors need to be fireproof . It was suggested that drawings with three different price levels of what was needed be made . Supervisor Gray will check to see if someone from the city can make the drawings. -Councilman Lann i ng started the discussion about a town policy regarding town employees going to fires. It was decided to use Cornell University's policy with the elimination of the second paragraph . Councilman Linton would like to have the proposal typed up before bringing it to i a vote .
