The Regular Meeting of the Enfield Town Board was not held
on the above date due to no quorum.
February 11, 1987
The Regular Meeting of the Enfield Town Board was held
on the above date with all members present except Councilman
Linton.
PLEDGE OF ALLEGIANCE
MINUTES OF LAST MEETING
Supervisor Gray - Page Two - Sick Leave should state 120
days instead of 120 hours .
Supervisor Gray - Page Three - strike out will not oppose
if county wants it here, but would like compensation. -
Her position is as stated in her letter to Mr. Frank Proto,
Chairman of the Solid Waste Management Committee.
Councilman Laue moved to accept the minutes with the above
changes. Councilman Lanning seconded the motion. Motion
carried.
ADDITIONS/DELETIONS TO AGENDA
Delete Town Attorney' s Report - Attorney Egan not present.
Delete_ F-i.re & Building Inspector 's Report - Greg Kirchgessner
not present .
Delete Highway Superintendent ' s Report - Carleton Thall not
present.
PRIVILEGE OF THE FLOOR
No one present had anything to bring up.
CORRESPONDENCE
1 . Supervisor Gray had telephone call from Robert Mark in
Albany reference the Fire District - another public hearigg
is needed - Mr . Mark will contact Town Attorney.
• 2 . Stephen Strait case settled out of court. $700 settlement
per Town Clerk.

3 . Don Barber - EMC - Parcel #11-2-14. 2 owned by Richard
Berggren - building proposed private .road for 3 building ].ots-
near- wetlandiarea - DEC has no problem with it as health dept .
will see plans for septic - so it doesn ' t affect wetland area.
9 . Association of Town dues of '$300.00 now due .
5 . 1987 dues for Supervisors and County Legislatures now- due.
6 . SPCA - Robin Remmicki. - raving real problem with the trailer
park - doesn ' t know how to solve - willing to come to meeting -
County Representative Jim Mason advises that the 24 hour
quarintine for dogs is now in effect in the county.
Members of the board to meet with the Vandemarks and SPCA to
try and solve problem.
7 . Division of Equalization and Assessment - wants current
inventory of Haefele TV (affect special franchise) .
8 . Letter from Town Attorney Egan - on adoption of Local Laws
to ( 1 ) change term of ':Gown Clerk ' s of.fic,�? and ( 2) abolish
• elective office of Superintendent of Highways .
Supervisor Gray feels not much sense in going over without
Town Attorney present .
9 . Town Historian has submitted annual report .
10. Decentralization Grant - Enfield awarded $1 ,000 .
Councilman Laue has contacted Dog Enumerator Jennifer Russell ,
who plans to complete enumeration when weather gets better .
Fire & Building Code Inspector Report submitted to board.
COUNTY REPRESENTATIVE ' S REPORT
Jim Mason only representative present. Dan Winch is at the Newfield
Town Board Meeting.
1. Mr. Mason invited the board to the open house for the Public
Safety Building on Saturday February 28 , 1987 from 1 :OOpm to 5:00
pm.
2 . Landfill site meeting rescheduled to February 19 , 1987 at
7 : 30 pm.

3. Public Safety Building - needs more staff - road patrol
covers now when short of staff . - new building needs certified
correction' s officer ' s and it creates 4 sargeant positions , as
there must be one on duty at all times . Cost to county is �ipprox.
$50,000 to $'60 , 000. Renting out beds to other countys should
help defer. costs .
TOWN HISTORIAN REPORT
Copies submitted to board members , also scrapbook available .
Historian Jack Hubbell stated most critical area needing
attention is ` inadequate protection of records - it is the
municipalities responsibility.
Historian Would also like people to volunteer photographs ,
especially of buildings that are no longer in existance .
Supervisor Gray complimented historian on doing a fine job.
Discussion held on. record storage. Mr. Mason stated the county
is microfilming and storing - state presently changing law in
length of time to keep for record retention.
• FIRE PROTECTION CONTRACT - effective January 1, 1987 - signed.
TOWN ATTORNEY REPORT
Attorney Egan reports the letter from controllers office has
not come yet reference fire district.
-Strait case settled - $700.
-Keep eye out for Haefele" s letter- of mileage of public right
of way. Councilman Laue - this is the year of return to town
on basic rate.
-Adoption or local laws for town clerk and highway superintendent-
Supervisor Gray suggested to also make the supervisor position
a 4 year term. Supervisor Gray states - highway superintendent
being elected is accountable to taxpayers - appointment would
be accountable to town board, she feels that doesn' t make sense .
Board to put local laws to own vote by summer to keep in guide-
lines .
APPOINTMENT: CLERK TO TOWN JUSTICE
Appointment of Carolyn Thall for $500 per year for court clerk
for Justice Smithers. Councilman Laue moved to accept appointment .
Councilman Lanning seconded the motion. Motion carried:

• COMMITTEE 'REPORTS :
Audit Committee - Supervisor Gray - state auditor stated there
is no certification of Town Justice and Town Clerk at yearly
audit. Also should establish equipment reserve fund.
Supervisor Gray will have resolution for capitol reserve at
March meeting.
Auditor also suggests that Youth Services should take care of
their own bills and not go through the town.
Bids on surplus equipment ad to be in tomorrow' s paper.
Highway Committee - Discussion on snow plowing, mail boxes , etc.
no action to be taken. Discussed getting work schedule set up
for men.
Personnell Meeting - There were comments and complaints from
town employees reference work conditions and the other employees
whom they had to work with. Another meeeting to be scheduled .

Councilman Laue ►rioved that the General Fund and Highway Fund
bills be paid. Councilman Scofield seconded the motion.
Motion carried.
Old Business
1 . Councilam Laue questioned if a public hearing is needed
for the change in aged exemption. Reply was no.
2 . Councilman Laue questioned if we had received the snow
plowing contract back yet from the county.
Supervisor Gray stated no one has them yet.
3 . Supervisor Gray questioned if the letter to the school
district and been sent. Town Clerk advised that it had.
Councilman Laue complimented the highway crew for a good job
done on the highways this winter.
Councilman Lanning would like an agreement with town and town
employees reference fare calls . Supervisor Gray stated board
should establish policy. Denny Hubbell would like to see board
write up someting.
