Pledge of Allegiance Larna Insurance Presentation There is little change in the insurance premium. The rate is the same but the premium is based on the budget , as the budget increases so does the premium. Councilman Laue asked about the premium i nr_-re.ases last Year . Response - The truck accident changed the experienced driving rate . ORGANIZATIONAL PROPOSALS The following proposals were offered by Supervisor Gray : Of i c i al. Newspaper - I thaca Journal Official Bank - Tompkins County Trust Company 1=S7 Town Board meetings to be held on the first Wednesday of each month in Town Hall at 7:30 p .m. Councilman Linton moved to accept the above designations as read. Councilman Scofield seconded the motion . Court Clerk - Beatrice Bock Deputy Town Clerk/Tax Receiver - Linda St i lwel 1 There was a discussion on a Court Clerk for Justice Smi thers. it was decided that Justice Smithers would have to request a clerk before one would be appointed. The appointment �'of the Deputy Town Clerk was also discussed. It was decided to have .iu=.t Linda Stilwell . Councilman Linton made a motion to accept the 1 ?87 Appointments as read. Thal 1 and Supervisor Gray Landfill Committee - entire Town Board Councilman Lanning made a motion to ,accept the 1987 Committees and Boards as read. Councilman La.ue s•ecooded the motion . Mileage rate 20 .51 per mi 1 e for prior approved use of personal vehicle on town business Vacation for highway employees: less than 1 year service - none 1 - L years service - 1 week vacation 3 - 9 years service - L weeks vacation 10 - 19 years service - 3 week vacation 20 years and over 4 weeks Vacation for Highway Superintendent - 3 Weeks (vacation to be credited to employee on their anniversary date) 0acat i on schedule to be approved by Highway Superintendent) Paid Holidays - New Year's Day Labor Day Martin Luther King Birthday Columbus Day Washington's Birthday Election Day Memorial Day Veteran's Day Fourth of July Thanksgiving Day Christmas Day Sick Leave - All full -time highway employees wi l 1 be granted 8 hours sick leave per month which may be accumulated to 120 hr g upon retirement with 10 years service , employees will receive 1 hour' s pax for each 8-hour day accumulated . The mileage was changed from 21 t to 20 .5� a. mi 1 e . Councilman •, La:ue made a motion to accept the Fringe Benefits as read with the change in the mileage . Minutes of Last Meeting Minutes discussed - Councilman Linton - Page 3 should read - Councilman Linton !,-dLcnts the town board to go on record with the School Board opposing the closing of Enfield School . The resolution has not been sent to the board as yet . It was decided that the letter should st i 1 l be sent _•o the School Board knows how the tovin stands on the issue . Page 1 - it was added to Mr . Mason's report that the median age for Tompkins County is 25. Councilman Laue moved to accept the minutes as corrected. Councilman Scofield seconded the motion . Motion carried. Privilege of the Floor Don Barber asked about Supervisors Grax' = letter to Frank Proto, Chairman of the Solid Waste Committee on the 1 andf i l 1 . Supervisor Gray answered that the letter she sent said that the Town of Enfield would not oppose a land fill if the count;,, wanted it here , but that compensation should be considered. She also suggested that the Enfield Landfill Committee go to the next Solid Waste Committee meeting to be held in Canby' Elementary School on January 22, 1987 at 7:30 p .m. Councilman Linton said the Committee should work out strategy if the landfill should be here in Enfield. Donald Barber was asked to be a. i i ason to the Committee . Both our County Rep . and EMC to be invited to Landf i 1 l Committee meetings. Bud Bar•bay from Wi 1 1 owood asked if the town had any plan to get more taxable propert - . Jerry Lilly asked about the debris from the land fill creating problems on adjoining properties. Gan Winch responded that the specifications for 1 a.ndf i l l s are much stricter now. Jack Hubbell asked each member's position on the l andf i l 1 . Councilman Laue - undecided, the dec i =_.•=_.ion should come from the people Councilman Linton - doesn' t feel Enfield is feasible - against Councilman Scofield - opposed Councilman Larin i ng - opposed Supervisor Gray - Will not oppose if county wants it here , but if.jou l d like compensation . Gan Winch gave part of his report - - The land fill is the top priority for the county. He doesn' t know any site as yet . He would 1 i ke feed back from the people of Enfield as to how they stand. The cost for disposal of sol i d waste is $1 7 per ton .and 1 i kel y to go up to $42 . He has seen a worker in his personal car in the afternoons. Jerry Stark complained that the roads are not being plowed and cindered like they should be , especially the Stone House Road. Since his mailbox was hit , which he stated was intentional , they have not plowed close enough to it to have mail delivered. Dennis Hubbell came in to say that Mr . Stark's mail box was not intentionally hit . Supervisor Gray said this should be discussed at a Highway Committee meeting . Councilman Lanning moved that a Highway Committee meeting including the Town Board and Highway Employees be held on Monday, January 12 at 7 :30 . Councilman Linton seconded the motion . The motion was carried. Jack Hubbell would like the Board meetings published in the Ithaca Journal Cal ander . Town Attorney Report -At the February meeting she will give the time frames and procedures to follow in appointing the Highway Superintendent and changing the Town Clerks term to four years. -Steven Straight's law suit - there has been two adjournments. The insurance company needs to assign an attorney. -Has not been given the fire contract by Supervisor Gray yet . County Representative' s Report t • Dan Winch finished his report - -Board of Reps. officers - Mary Call -Chairman Frank Proto - ViceChairman -Public Safety Building to be turned over from the contractors on February 2. The personnel of the building will have to be trained on how to use the building before anyone moves in . -The County Home is closed -There is no contract for the County snow removal as yet . The mileage has been measured to 16.8 miles. Mr . Winch will contact Bill Mobbs. Highway Suoerin tendon t 's Report -The snow plow accident with Helen Jackson' s car did about $800 damage to the plow and about $4,000 to the car . -No one wants to buy the John Beam Sprayer . He has a 16 horse Briggs engine with a hydraulic pump from sander for sale for at least $500 . Councilman Laue moved to declare the equipment as surplus and put up for bid . Councilman Lanning seconded the motion . The motion was carried. There was a discussion on how to do the biding . An audit meeting was set up for Monday, January 12 at 6:30 p .m. preceding the Highway Committee Meeting. It was derided to sent out a notice to sell the surplus equipment on January 15. The bids are to be in by 4 p .m. on March 3 and opened at ® 7:30 . Hawing the Town Attorney set up the rules was also discussed. Communications -Board of Elections - the need use only one voting machine in each dis.tr• ict . -DOT - Suggests we use CHIPS money for bridges and culverts -Tompkins County Art Council - $1 ,000 music program grant for youth to be awarded on January 28 at 7:30 p .m. -Department of Labor - Unemployment Insurance paid to Robert De1ong, ,1 Jr . was overpaid. He had to reimburse the Department . Councilman Laue moved to adopt the increase in the: income i imi is fcr, partial property tax emempt i on for the elderly from $10 ,500 to $12,025 on a sliding scale to comply with the maximum allowed by State Law. Councilman Linton seconded the motion . The motion carried. Supervisor Gray to call the Asse-ssment Office to find but what all has to be done . - Notification that the town has two 10 ,000 gallon underground gas tanks had to be f i 1 1 ed the the DEC: by December 31 , 1986. Supervisor Gray will check with Superintendent Thall to see if it has been done . -Buying a. f l a.c pole was brought. up . Money has been set aside to buy one , but it was decided that the needed changes in the doorways to the building should be done first . Councilman Lame moved to adjourn .
