Pledge of Allegiance Minutes of Last Meeting Supervisor Gray - Page 1 under possible resolution regarding privelege of the floor - states amendment and motion were withdrawn doesn't make sense as read. Board advised that it was discussed later on in the agenda under new business. Page 2 - Motion for authorization of the supervisor to make application to the New York State Division for Youth for approval of youth program projects was seconded by Councilman Laue. Page 2 - Councilman Lanning's motion to accept the budget for $68,200 plus $6,6W for OSHA equipment was seconded by Councilman Laue. • 51 o Councilman ilman Linton made a motion to accept the minutes as corrected. Councilman Laue seconded the motion. Motion carried. Privelege of the Floor 1. Steven Strait - approached the board approximately 2 months ago about his motorcycle accident that he feels was at the fault of the town as the town was redoing the road. Mr. Strait has tried to contact the town attorney, but has been unable to do so. Sir. Strait gave list to Supervisor Gray of the bills he incurred due to the accident. Supervisor Gray to submit to the town attorney. $891.20 for repairs, $199.78 for medical costs and $84.00 for lost time at work. Total of $1 ,174.98. Additions/Deletions to Agenda De ete - Board of Representatives Report - Winch or Mason not at meeting. Highway Superintendent's Report - Thall not at meeting. Community Council Report - no one at meeting. Town Attorney's Report - Egan not at meeting. Supervisor Gray attended Route 96 Proposal Meeting. -Supervisor Gray gave board members copy of Suggested resolution to be considered. Leah Carpenter has petition to be passed - need to make choice on petition not to just sign. 3 or 4 options presented at meeting - need input for options. 2 options with overpass have most objections. More meetings to be scheduled - decision on project possibly be done in spring or summer of 1987. $29 million put aside for project - city only one to vote on it. Supervisor Gray asked board to look over the proposed resolution and address at next meeting. Page Two -Jerry Lilly asked the board if the 5% gas tax taken out of us goes to improving Town of Enfield roads, Councilman Linton stated that it is a state tax and goes on state roads. -Jerry Lilly stated patching not being done well on the roads - need to put More in the holes and pack down before leaving - why waste black top - VanDorn Rd. still very rough - need more pride in their work. -Supervisor Gray - highway committe to take care of problems. -Town Historian Jack Hubbell brought up that Marion Lovelace has retired from being an election inspector after 26 consecutive years of service and that the board may wish to thank her. Councilman Linton made a motion to send official letter to her thanking her for her service. Councilman Scofield seconded the motion. Motion carried. The Regular Meeting was recessed and the Public Hearing on the 1987 Budget was opened at 8:00 PM - present were Marvin Arnold, Charlie Sheffield, William Connors, Jon Hubbell, Dominic Seamon, Jerry Lilly and Dennis Hubbell. Supervisor Gray read summary page of 1987 Budget. -Town Historian Jack Hubbell questioned what would be the new tax rate. Discussion held - Town tax rate per $1,000 - $9.194 Fire tax rate per $1,000 - $2.159 Councilman Linton stated that the assessed valuation has gone down - possible due to the old pig farm. Supervisor Gray has notice from 'the county to change ceiling on the Real Property Tax law to raise income eligibility for the elderly, also notified of the notice to put in the tax bill to designate a third party for collection. Councilman Laue moved to adjourn the Public Hearing. Councilman Linton seconded the motion. Motion carried. Regular Meeting reconvened at 8:55 PM. Communications Supervisor Gray already gave them during the public hearing as they were on the taxes. Committee Reports Supervisor Gray wrote letter to Jeff Paddock reference the snow removal contract. Asked for $350 and to t.•rade roads - Mr. Paddock agreed to figure but not to the trading of roads. Councilman Linton - opinion to get at least $375 - Discussion held. pervisor, Gray koato_ * 375 � I !Supervisor Gray advised the board that the SPCA contract had been signed and returned. SPCA has contacted trailer park owner Mrs. Vandemark who is to get back with them about options to take on the problem there. Page Three • Supervisor Gray - receipt for application for elderly received. Supervisor Gray - Medicare deductions not made to kids in youth program - town should pay part not collected from kids. Bookkeeper Pat Podufalski to work up figures for bill. Supervisor Gray - need to pass resolution for Decentralization Grant of $3,000, need authorization for supervisor to sign. Councilman Laue made a motion to authorize the supervisor to sign application. Councilman Lanning seconded the motion. Motion carried. Supervisor Gray - reference Haefele TV and Hillendale - she has heard that the service is connected and that Haefele made them pay 2 years in advance - should be checked into. Councilman Linton suggested to establish as fact first before acting upon. Councilman Lanning seconded the motion. Motion carried. New Business 1 . Councilman Linton - suggested soliciting some ditferot companies for insurance before the first of the year and possibly set up committe meeting and meet with each company individually. Councilman Laue suggested to have the town attorney present at the meetings also. Supervisor to check with other towns for ideas on insurance. Old Business 1 . Councilman Linton moved to adopt the 1987 Budget. Councilman Lanning seconded the motion. Roll Call vote - Councilman Laue aye, Councilman Linton - aye, Councilman Scofield - aye, Councilman Lanning - aye, Supervisor Gray - aye. Motion carried. 2. Fire Company contract public hearing needs to be set up - December 3, 1986. Councilman Linton made a motion to adjourn. Councilman Scofield seconded the motion. Councilman Laue - reference Steven Strait issue - should handle through attorney. Councilman Laue - reference franchise fee with Haefele - after 2 years, franchise fee of 1% of gross receipts to be returned to town. Public Hearing to be held at 8:00 PM - December 3, 1986. Pledge of Allegiance Minutes of Last Meeting Minutes discussed - Supervisor Gray - Page Two under snow removal should read - Supervisor Gray sent back to negotiate for at least $375 plus mileage. Councilman Lanning moved to accept the minutes as corrected. Councilman Scofield seconded the motion. Motion carried. Privilege of the Floor Dan Winch gave his report - - at the last County Board meeting a resolution was passed to close the County Home as of December 31 , 1986. Present residents to be placed elsewhere. Committee has been set up to plan what to do with the facility • and land. - Tompkins County has been asked to be in pilot program for Aging options for housing for elderly as percentage rate of elderly incresing. Possible options are Match-up home sharing, shared living residences and elder cottage type groups. - Charles Hubbell reappointed to multiple residence board. Jim Mason reports that Tompkins County has lowest median age in the state. - Mr. Mason could not attend our last meeting as the county was having their budget meeting. - 9.9% increase in sales tax revenue kept tax increase down. - Contingency fund on the new Public Safety Building coming in under budget so far. They are presently having problems with the heat pumps at the new building. Discussion held on the tax rate and credits. Councilman Linton also asked if the Human Services Committee has looked into the concept of reverse mortgages. Marnie kirchgessner - was invited as Vice-President of the Community Council to PTA meeting - school board proposing to close Enfield School and re-open Cayuga Heights School . Enfield School is well utilized morning to night - there would be no programming in this community if school was closed. Marnie read proposed resolution to oppose closing - a public hearing is being held on December 9, 1986 on the closing. Marnie does not feel it would • be cost effective. Councilman Linton feels resolution should address both problems and not just on Community Council Program. • e Page Two • The Regular Meeting was adjourned and the Public Hearing was opened at 8:OOPM on the Fire Contract. Present at the Public Hearing were: M. Clyde Hubbell , Daniel Winch, James Mason, Ronnie McFall , Denny Hubbell , Charlie Sheffield, Marnie Kirchgessner, Rhonda Connors, Denise Simmons and Jerry Lilly. Supervisor does not have copy of the contract also she stated that -the, town attorney would like to check it over before it is signed. Fire Chief Denny Hubbell went to get copy of contract. Supervisor Gray read the contract with date changes. Clause should be added for OSHA payment to be paid in first installment: Councilman Laue moved to close the public hearing.: Councilman Linton seconded the motion. Motion carried - Public Hearing closed at 8:3OPM. The Regular Meeting was reconvened. Councilman Linton made the motion to authorize the supervisor to sign and enter into the contract with the fire company. Councilman Laue seconded the motion. Motion carried. Additions/Deletions to Agenda Councilman Linton - add Enfield School resolution. • Highway Superintendent's Report -Shoulders on Aiken Road done. -Some have been done on Va.nborn Road. -Recommends that next year's CHIP's money be used to do Van Dorn Road between Rte 79 and Hayts Road. -Highway department down one cinder spreader - can get used spreader for $1100, needs board's approval - should have 2 full time spreaders. Discussion on surplus equipment. Councilman Linton moved to declare the following equipment as surplus and sell by bid or private treaty - Snow plow equipment from 260, dump box, 2 cinder spreaders (1 good and 1 for parts), Super A International tractor with cycle bar mower and lime sower. Councilman Laue seconded the motion. Motion carried. Councilman Linton moved for highway superintendent to solicit for buyers and report at February Meeting. Councilman Lanning seconded the motion. Motion carried. Councilman Linton moved to authorize supervisor to enter into contract with the county in accordance with their proposal for plowing snow on county roads for $400 per mile. Councilman Lanning seconded the motion. Motion carried. i Page Three • Discussion held on what to do about gravel and stone storage. Community Council Report Marnie Kirchgessner added to resolution opposing closing of the Enfield School . Resolution as follows : Whereas the Ithaca City School District has decided to conduct a Public Hearing on December 9, 1986 to receive imput on space options within the school district and, Whereas one option proposed is the closing of the Enfield Elementary School and, Whereas the Enfield Elementary School is a community school that is fully utilized and is the only elementary school on the west side of Ithaca and such closing would create undue hardship on the elementary students and their families and, Whereas the Enfield Elementary School is utilized by the Enfield community extensively for community programing for youth, teens, adults and senior citizens throughout the calendar year and, • Whereas there is no other community building or facility within the township of Enfield available to house such activities and, Whereas the community is without sufficient financial rescources to provide space for such activities and, Whereas the community would suffer considerably from such a loss, Therefore be it RESOLVED that this borad opposes any and all consideration of the closing of the Enfield Elementary School and, RESOLVED further that the clerk of this board shall forward a copy of this resolution to Don Tobias, President of the Ithaca School Board for admission to the public record at the aforementioned hearing. Councilman Laue moved to adopt the above resolution opposing the closing of the Enfield Elementary School. Councilman Lanning seconded the motion. Motion carried. Councilman Linton wants to go on record and opposing the closing. Marnie - encourages the whole board to go to the meeting and support - meeting to be held at the Ithaca High School cafeteria at 8:OOPM. Federal Revenue Sharing monies discussed - Councilman Linton moved to authorize supervisor to pay Vestal Asphalt bills deleted from audit of monthly bills from balance of Federal Revenue Sharing. Councilman Lanning seconded the motion. Motion carried. New Business 1. Supervisor Gray - reccommend EMC apointment of Don Barber. 2. Town Clerk Holcomb asked board to appoint Linda Stilwell as a Deputy Town Clerk. Councilman Lanning made the motion to appoint Linda Stilwell as Deputy Town Clerk. Councilman Scofield seconded the motion. Motion carried. 3. Councilman Laue moved to advance payroll to December 15, 1986. Councilman Lanning seconded the motion. Motion carried. 4. Councilman Laue - Code Enforcement Officer Greg Kirchgessner to submit a report. 5. Councilman Laue brought yip that the Boy Scouts want to maintain and store equipment in old town barns.
