A Special Meeting of the Enfield Town Board was held on the
above date with all members present on the subject of the Snow
Removal Contract. Also present were Jeff Paddock from the county
highway department, Dan Winch, county representative and Jack
Hubbell , town historian.
Jeff Paddock - gave background information on situation.
-Enfield only plows roads for county
-Paperwork very cumbersome
-Bills came in $70,000 over budget this year
-Need to get control of contracts
-Flat rate per mile per year needed to get control
-Summary sheet given to board on the snow removal from county roads
for the Town of Enfield - took last six seasons ind averaged out at
$276 per mile per year - proposed $300 per mile times 15.29 miles -
for 1987.
-Clause in contract to negotiate adjustment if we have a big storm.
-Figures closely audited - based on state cost - composite rate -
• compiled by state.
-Rates figured on simplest way - on past performance
-Town of Ithaca, Newfield Caroline and Danby offered $400 per mile as
they are all doing same contract - Plowing only.
-Town of Ulysses - $1 ,000 - they also do salting.
-Town of Dryden - $1,700 - snow belt area.
-Town of Groton & Lansing - $2,000
-All based on past performance.
Discussion held on concept and what determines what is done by each
town and equipment used.
Dan Winch - two things to be resolved - 1. Concept and 2. Rate per mile.
Councilman Linton - rate makes it easier to accept. contract - can't
understand - should compare with others.
Jeff Paddock - all but Groton has accepted contracts so far - same criteria
applied to everyone.
Topography of areas discussed.
Councilman Linton questioned if they underbudgeted for" last year -
overrun of expenses or shortfall of appropriations.
Jeff Paddock - answered - little of each - performance of last year
not counted in average.

,S Discussion on equal pay for equal work.
Jeff Paddock - not looking for definite answer tonight - asked if we
would agree with concept of contract with catastrophic adjustment and
amount of money - everyone's figured same way and all has agreed except
Town of Groton so far -y he is unable to negotiate tonight but can accept
$300 figure.
Councilman Linton - feels it. can't .cost that much more with present
equipment for flat topography. Councilman Linton asked for Dan Winch's
opinion.
Dan Winch - feelsconcept used is fair and that the towns and county's
highway department relationship good and has good cooperation.
Councilman Laue questioned time frame for signing contract.
Jeff Paddock - would like signed by the end of the year. County looking
for five year contract and would like to know figure before the first of
November for budget process. - Will need resolution from board - agree
to concept and figure with approval of attorney.
Jeff Paddock - some have view of lets get more out of them - all comes
from state - all taxpayers money - all comes from same source.
Discussion held on rate = Councilman Linton feels we have been slided in
the past and continue to be in the future - we've been too honest - doesn't
feel county has good argument - equal pay for equal work - we have flat
roads but windier conditions.
Discussion held on how much they raised the other towns to round off to
new figure.
• Jeff Paddock - feels it will take several seasons to see how its going to
work out - we will probably be overpaid more times than not.
Councilman Laue pointed out that Town of Caroline's increase was 25% over
our 10%.
