The Regular Mleeting of the Enfield Town Board was held on the
above date with all members present.

-Discussion held on the way to do monthly bills- Robert Linton made a
motion to amend the minutes to include the list of bills voted.on.
Robert -Scofield seconded the motion. Motion carried.

Roger Laue moved to accept the minutes as corrected. Robert Scofield
seconded the motion. Motion carried.
Addition/Deletions to Agenda
Highway Superintendant Carleton Thall has asked to be moved up on the
agenda to after Privelege of the floor.
Privelege of the Floor
Marvin Arnold - asked Carleton Thall' in 1984 to do Gray and Colegrove roads.
Carleton stated it would definetely be done this year as it is on the agenda
to do, now doing trench on Aiken Road clue to water problem.
Discussion held on the work and machinery. Highway Committee to meet
July 9th at 7:30 pm to discuss problems.
Highway Superintendent's Report
Now doing digging and patching - dust control down - Vandorn Road to be
dope - 5 pines to be dropped down.
Tompkins County Board of Representative's Report
Dan Winch - 1. Biggs Complex - more additions - EOC to move up-
West Hill Day Care would like to move up also.
2. Planning and Probation - Open House - encourage people to stop in to
see it and see change from a hospital to offices.
3. Status report of the Tompkins County Home - declining population, -
more staff than residents. Public Information Session to be held on
July 7th at 7:30 PM - seeking other alternatives beside county home or
update old one or move to A wing of the hospital or discontinue operation
of home.
4. Members of landfill committee took bus tour to Oswego facility.

Mr., Winch felt it was very interesting and gave much information to board
on the operation.
5. Public Safety Building moving along and still on target for 1987.

Communisations
1. Letter from Beam Mack - reference bid on truck - discussion held.
Robert Linton made a motion to accept $74,500 bid on Beam Mack orange and-
black truck. Larry Lanning seconded. the motion,. Motion carried With 5 ayes.
Robert Linton made a motion to authorize the supervisor to enter into
an agreement with the bank to borrow money with help from the attorney
for truck.. Robert Scofield seconded the motion. Motion carried with
5 ayes.
2. Letter from Division for Youth - form for state aid to re-submit for
$1 ,730.81 which we will be receiving.
3. Marnie Kirchgessner reported that 1 kid applied for summer job program.
4. Cooperative Extension - Jennifer Laux, Fair Committee -
July 13th through July 19th is the 4H Youth Fair and asked for resolution
from the board.to declare it as 4H Acres Youth Fair Week.
Resolution offered by Supervisor Etta Gray.
WHEREAS: The 4-H program of Tompkins�'County Cooperative Extension
serves the youth of Tompkins County without regard to race, creed., color
• or religion by encouraging participation in leadership development and
education programs and
WHEREAS: The Tompkins County 4-H Acres Youth Fair held at 4-H acres
is the culmination of the year's activity program and is organized and
conducted by and for the member of 4-H and
WHEREAS: The Tompkins County 4-H Acres Youth Fair provides and
opportunity for 4-H youth to share with their parents, family, friends,
and the public the results of the year-long learning and growing process,
THEREFORE BE IT RESOLVED: that the week of July 13 through July 19,
1986 be declared Tompkins County 4-H' Acres Youth Fair Week in recognition
of the signiFicant role that 4-H plays in the lives of its members and on
the occasion of the 1986 Youth Fair and the 4-H invitation to youth to
"Come Grow With Use"
Roger Laue moved for its adoption. Larry Lanning seconded the motion.
Motion carried.

Roger Laue - Fire District MeeLing - reviewed reply from state comptroller
and to deal with application to state and go on.;
Letter received from fire company -
To the .Town Board of Enfield:
The :ire "Company understands that the application for a fire district
is presently being prepared for submission to the state and would like it
to be known we are willing to assist in any way we can.
At our general meeting on June 19th,, during discussion of fire uistrict
and the impact it would have on the taxpayers of the Town of Enfield, the
body voted to support any investigation into alternative funding that the
Town Board may wish to look into in the event there may be a more cost
effective means of building a new fire house.
Please contact us if you would like to discuss any alternative means.
Enfield Volunteer Fire Company
Robert Linton - majority of fire company support to alternative to
fire district.
0 July 16th will be the next meeting on fire district..
Robert Linton suggested 'have fire company review before sending in
application.
Larry Lanning - look into building now - Sam McNeil sent "back list for
federal grants for fire company funding - 'Possible FMHA best for us.
Larry Lanning - Highway Committee meeting - discussed the truck and
tractor to mow roads.
Robert Linton - .have Carleton get recommendation for mower at next meeting..
Roger 'La"ue questioned insurance coverage on employees g lasses. Supervisor
Gray called `Lama's and they stated no coverage.
Roger Laue suggested making highway supervisor appointed.

Discussion held - Robert Linton made a motion to transfer $2.,600
from 1990.4, Contingency Fund, to 1620.4.. Robert Scofield seconded the
motion. Motion carried with 5 ayes.

• Robert Linton moved to pay the bills as presented. Larry Lanning seconded
the motion. Motion carried with 5 ayes.
Unfinished Business
1. T. V. Cable - Hector returned their copy of. their contract: -
Our contract stated if Hector signed ours would be 'reduced by $1 per month.
Robert Linton suggested to turn over to 'town attorney to pursue.
2,. Roger Laue questioned if Debbie Feniello got copies of the specs.-
Superv-isor. Gray to contact-B-ill Mobbs for copy of Irwin spec.
3. Jack Hubbell brought.tup subject of whose responsibi.lity to check on
people building without building permits. Discussion held.
New Business
1. Roger Laue - look into appointing highway superintendant instead of
electing - new procedure needed - needs to be put on ballot-
Robert Linton - refer to Shirley Egan - attorney.., also include having
town clerk's term extended to four years.
