HomeMy WebLinkAbout1986-06-04 TOWN OF ENFIELD R.D. #S ITHACA, W.Y. 14850 • June 4, 1986 The Regular Meeting of the Enfield Town Board did not commence until a quoram was reached. 7:50PM only board members present were Mr. Roger Laue and Supervisor Etta Gray. SPECIAL ORDER OF BUSINESS: Mr. Michael Stamm - Tompkins County Area Development, Inc. started presentation at 7:50 PM. Mr. Stamm, Executive Director to Tompkins County Area Development, Inc. explained to the board about what their agency does. -started incubator space in 1964 for%new businesses starting out -helped area companys expand, such as NCR and Borg Warner -helps companies with financing -trys to help solve problems before shut downs -helps small businesses grow Discussion held in reference what they have done in rural areas - Tourism & Agricultural real important part of economy - so far limited to industrial projects. Mr. Stamm would like any input from town and information when buildings become available for market. Mr. Stamm thanked the board for the opportunity to talk with them. 8:10 PM - Regular Meeting called to order. Members absent were Robert Scofield and Robert Linton. MINUTES OF LAST MEETING -Page 4 - Frey "The Wheelman`'- $416.26 deleted from audit - duplicate -Page 1 - Name should be changed to Phil Lantz -Page 6 - delete sentence - Discussion held - Shirley Egan offered the following resolution. Mr. Roger Laue moved to adopt the minutes as corrected. Mr. Larry Lanning seconded the motion. Motion carried. TOMPKINS COUNTY BOARD REPRESENTATIVES' REPORT Jim Mason - at board meeting last night county charter was changed -Amended code to appoint comptroller for county - David Doyle appointed to that position. -also established county purchasing department - located at Biggs Complex. -Probation has moved to Biggs Complex and will have open house the latter part of this month. -selecting architect to study old jail and see what can be done with it. r , Page Two Roger Laue - questioned if any reply sent to state on fire district for more clarification - State said be candid on future plans. Dan Winch, Jim Mason and Jack Miller contacted to attend next task force meeting. Larry tanning - main interest of fire company to go fire district for funding to get new building. Jim Mason suggested someone to contact Sam McNeil for possibly getting state monies to help. Roger Laue stated that the first meeting was good. COMMUNICATIONS 1, March & April SPCA Report presented. 2. Lama Insurance - questioned who we are responsible to, since last audit was in 1974. We are still responsible to the state. 3. Summer Conference - 6/22 - 6/25 - Alexandria Bay. 4. Conference on Powers and Duties of local highway officials. 5. Highway Superintendant School - 6/9 - 6/11. 6. EOC - applications for weatherization. 7. Proposed. Feline Rabies - Public Hearing on June llth at 7;OOPM at Tompkins County Health Conference Room. 8. Association of Towns - $290 membership fee due. 9. Mario Cuomo - Nomination form for Eleanor Roosevelt Community Award. 10. Survey of Zoning and Permit System. HIGHWAY SUPERINTENDANT REPORT 1. Mower needed for cemetery - one they have now is throwing oil out of exhaust - would like to submit voucher tonight for new one and get check, then purchase at Central Tractor of Cortland - 184.99 2. Enfield Center Rd. has oil and stone down - dust control now being done. Aiken Rd. to be done Friday. 3. Parts ordered for cycle bar mower° 4. Jim Linton has asked to borrow york rake for "Eddy Rd.;". Roger Laue against people borrowing equipment. ,a-v" Debra F4-n-� would like copy of the old highway specs that were in 'effect in December of 1984, Carleton Thall stated he would get -a copy of the Irwin specs for her. Discussion on whether they stated to have an oral or written request to town for town takeover. Mrs. Finiello also would like to know the town's policy and what's required for acore sample of the road. Discussion held on the 'use of the york rake - Larry tanning made a motion not to Loan out any town equipment to anyone i-ncluding highway employees. Etta 'Gray seconded the motion. Motion carried. Mrs. Finiello 'submitted written request to 'board for answers to 'her questions. r , Page Three 5. Carleton Thall questioned what they are going to do on the new truck. • -Specs stated orange -Roger Laue stated he had not reviewed the specs yet or talked to anyone else on the board reference them. -Other vendors might hear we took truck without meeting all bid specs. -Larry Lanning made a motion to throw out bids and start over again as no one come up to specs. -Carleton Thall suggested special meeting with full board before decision. -Discussion held -Etta Gray seconded Larry Lanning's motion. Vote taken - Lanning - Aye Laue - Nay, Gray - Nay -Roger Laue made motion to table item until full meeting o the board or special meeting and Carleton Thall to approach vendor on problem. Etta Gray seconded the motion. Motion carried. -Roger Laue to contact Robert Linton and have committee meeting on Monday June 9th at 7:30 PM in the Highway Office. Carleton Thall to contact Robert Scofield. SUPERVISOR'S REPORT Copies given to board members and town clerk for files. MONTHLY BILLS Youth Services and General Fund bills reviewed by board. 1g4.99 General Fund 3 added - Central Tractor of Cortland . Clyde Hall 200.00 Association of Towns 290.00 Roger Laue made al motion to pay the Youth Services and General Fund bills-. Larry Lanning seconded the motion. Motion carried. Highway Fund bills reviewed by board. Roger Laue made the motion to pay the Highway Fund bills. Larry Lanning seconded the motion. Motion carried. UNFINISHED BUSINESS 1. Roger Laue questioned if we had any response from the Town of Hector on TV cable. Etta Gray stated she had called them today and they will send copy of contract. 2. Tompkins County Personnel - needs resolution and applications for the following personnel - Bookkeeper, Fire & Building Code Inspector and Deputy Highway Superintendant: 3. Roger Laue Fire District Meeting had good turnout - made contact with state for clarification next meeting to be held June 18th. Larry Lanning there is a lot of work and planning to do - would like to get started on building. -Larry to contact Sam McNeil and 'banks. -Building materials going 'up all the time and interest rates low now. -Fire 'company happy way it is now if town board will work hand in hand to get new builyding. -Roger Laue feels fire district best way to go as public has say in it. NEW BUSINESS 1. Roger Laue suggested for Carleton Thall to make contact with person on Rothermi_ch Rd. that is putting in the new covert. 2. Etta Gray - written request from Debra Fi.niello - who is to answer questions. Roger Laue feels that everything is in the-ir hands now. Etta Gray - we have complaints every day on the highway department, which involves taxpayers money also - board has zeroed in on one dumb road, feels that road is better than some others in the town - missing or ignoring point - town to move on - board doesn't attack other problems as hard as on this road - suggested compromise..
