Board meeting needed to review bids.
7:30 PM - The Regular Meeting of the Enfield Town Board was called to
order with all members present.
Public Hearing opened on Establishment of Electrical Code - Local Law #1 of 1986.
Present at the public hearing were as follows:
Jack Hubbell, Charles R. Warren, Elnora Warren, Donald Warren, Donald Kirby,
Daniel Winch, Charles Sheffield, Denny Hubbell, Ronnie McFall , Alfred Wurster,
Atty. Shirley K. Egan, Pete Drake, James A. Mason, Jerry Lilly and Floyd Ferris.
Local Law read by Supervisor Etta C. Gray. Discussion held -- Alfred Wurster
only person who spoke up against establishing the code, as his past experience
with code, states it is a duplication, power won't go in unless up to code
anyway - does not want to see enforced - codes change every year - very costly.
Robert Linton - hiring to enforce state building code, just a question of
whether in house or use outside inspectors.
Floyd Ferris - just hiring electrical agency as inspector.
Public Hearing closed at 8:47 PM.
MINUTES OF LAST MEETING
Robert Linton made a motion to approve the minutes as presented.
Larry Lanning seconded the motion. Motion carried.
ADDITIONS/DELETIONS TO AGENDA
Jack Hubbell , Town Historian asked to delete Town Historian's Report from
agenda - historian only has to report annually.

• PRIVELEGE OF THE FLQOR -
1 . Elnora Warren - states she lives at the west end of Enfield and has
concerns on the road - questioned procedure on fixing roads in the town has too many large stones, pot holes and dust on road - people promised
black top and good road - road does not stay fixed.
Discussion held with residents and board members with Highway Superintendant
Carleton Thall.
Supervisor Etta Gray - must refer to highway committee to come up with
solutions, can't just keep on talking about it.
Robert Linton - get program and policy together to get all road in shape
and maintain them.
2. Peter Drake - L B Truck Co. - apologized for being late - bid too late
to be received.
COMMUNICATIONS
1 . Division of Assessment - Assessment Review Board to be held on Wednesday
May 14th form 3:00 PM to 6:00 PM.
2. State Controller - Establishment of Fire District - Formal applications
must be submitted. Shirley Egan - board to get with fire company and
get answers for state.
3. NYS Cable TV - commission approval on application for Haefele TV franchise..
COMMUNITY COUNCIL REPORT
No one present from community council
TOMPKINS COUNTY BOARD REPRESENTATIVES' REPORTS
1 . James Mason -
-Complimented Enfield Fire Co. for help with fire on Iradell Rd.
-Saturday May loth is Fire Service Recognition Day.
-Board passed resolution for fire service.
-Public Safety - Sheriff and County Clerk up for re-election - salaries
to be set before petitions. Sheriff currently making $29,500 and
County Clerk currently making $28,000. Make recommendation at next board
meeting for potential candidates.
-Public Safety Building moving along well.
2. Dan Winch
-asked to he member of review board at assessment review meeting.
-Human Services - Youth Bureau - 3 year comprehensive review - lay
out all programs.
-Nutrition Program for elderly very successful, they outgrew the kitchen
at the Salvation Army - review needed.
-Board Chairman Call and Mr. Winch attended RSVP Recognition Program -
recognizing senior volunteers.
-Budget and Administration Committee has started review process for next
years budget.
-Advertisement for sites for land fill - 2 properties came forth - no idea'
where sites are located. Major aquifer in Enfield - no landfill over that.

Robert Linton asked Mr. Winch to re-review recind movement on DSS.
• Dan Winch - Recind group trying to stop county from going to old hospital.
They are bringing law suit and so is Women's League of Voters - CSEA
wishes to bring stop action against county. Mr. Winch pleased with the
rooms already set up for probation dept.
Etta Gray - questioned how did they outgrow the kitchen and still keep in
budget.
Mr. Winch - different funding - cost per meal goes down with quantity served.
HIGHWAY SUPERINTENDEN'S REPORT
Carleton Thall - feels report already given with earlier discussion.
TOWN ATTORNEY'S REPORT
Shirley Egan - Road situation - worried about spending town money on road
not owned by town - Town's acceptance of road cannot be condtitional.
Carleton Thall - states that Alfred Eddy says he will not pay any more taxes on
the road.
Shirley Egan - can be sold at foreclosure at county level.
-People should be told flat out its not town's responsibility.
• -People must do on own or sue developer.
-Specs in effect ,when road is finished would apply.
COMMITTEE REPORTS: PERSONNEL - DOG ENUMERATORS
Roger Laue - had meeting with Jennifer Russel and Sue. Carpenter
-suggests to appoint both and divide.
-Sue Carpenter the north side and Jennifer Russell the south side.
Robert Linton made the motion to appoint as recommended. Robert Scofield
seconded the motion. Motion carried.
Discussion held on mileage fee. Larry Lanning made a motion to pay 20.50 per
mile instead of 21¢. Roger Laue seconded the motion. Motion carried.

Roger Laue made a motion that all bills be paid. Larry Lanning seconded
the motion. Motion carried.
UNFINISHED BUSINESS
1 . Haefele TV rate reduction discussed - Supervisor Gray to send letter
• to Supervisor Tabe and Town Clerk Johnson - get copy of their franchise.
2. Establishment of Electrical Code - Local Law #1 of 1986.
Robert Linton made the motion to adopt the Establishment of Electrical Code.
Roger Laue seconded the motion. Motion carried by 5 ayes.
3. Roger Laue - has contacted Bert Hall & Alan Hubbell - they are willing
to take care of the cemetaries again.
4. Roger Laue - Mowers - several looked at - Agway had one that would suit
the best purpose for $269.00.
5. Door Bids - nothing.
NEW BUSINESS
1 . Landstrom - form for mining permit. Supervisor Gray had Don Barber check
out - Certificate of Insurance needed - Shirley Egan thought it was good policy
to get one. Form just needs Supervisor's signature.
(Old Business)
Roger Laue questioned if any contact has been made from Donnelly development.
Next move up to them.
Roger Laue suggested waiting until the door is done before doing the new mail
box.
2. Personnell Dept. requested creating positions of Fire & Building Code
Inspector, Bookkeeper and Deputy Highway Superintendant - payroll cannot
be certified.

Discussion held - Shirley Egan offered the following resolution.
• Be It RESOLVED that the Town of Enfield confirm that the following
positions have heretofore been established as official town positions
effective on the dates listed:
1. Deputy Highway Superintendant - 1971
2. Fire & Building Code Enforcement Officer - 1984
3. Bookkeeper
Larry Lanning moved to adopt the above resolution. Robert Scofield
seconded the motion. Motion carried - Robert Linton opposed.
10:00PM Robert Linton moved to recess - Roger Laue seconded.
Meeting reconvened at 10:12 PM.
3. Larry Lanning - Since we're back to square 1 on the fire district is
there any way the town board can work with the fire company about getting
financing for the new fire house building - interest rates are low now and
is cost of building materials, also OSHA going around checking and we would
get a lot of citations - feels if we could get private financing now and
when we get fire district, go through bonding. Could save money on
maintenance costs - the longer we let it go the more its going to cost
taxpayers.
Lengthy discussion held - the following is highlights of discussion.
Shirley Egan - make sure what fire company puts together - must work.
Make sure you can live with it if it doesn't get taken over.
Robert Linton - Community needs need to be established not fire company's
needs. Solve OSHA's with $50,000 renovation. Community needs and support
must be met. Need study to establish prioritys for fire protection.
Jack Hubbell - bottom line to convince, educate and inform public.
Denny Hubbell - got to get committe together and get plans going and work
together.
Shirley Egan - 1. Urgent - answer comtroller's request
2. Internal - Fire Co. - go ahead and build now and
have district take over debt.
Fire Co. to go on with debt.
3. Town planning issue - prioritys and schedule for future
long range plans where town is going.
Robert Linton - set up a task force with town board, fire company and public -
set agenda and have come up with proposal.
Shirley Egan - first step - description of capital improvement and cost
- get with architects and come up with realistic figure
and design for building.

Robert Linton suggested 4 from the fire company Officers
4 from the town board

Denny Hubbell suggested pick people who was interested in the fire
commissioners positions.
Ernie Jackson, George May, John Neno, Dale Townley, Gordon VanNederynen,
Terry Carlisle and Mery Hammond were mentioned.
Meeting to be held on Wednesday May 21 , 1986 - 7:30 PM - Fire Hall.
Robert Linton made the motion to establish a task force.
Robert Linton made the motion to adjourn. Robert Scofield seconded the
motion.
