The Regular Meeting of the Enfield Town Board was held on the
above date with all members present.
Pledge of Allegiance
Minutes of Last Meeting
Roger Laue moved to accept the minutes as presented. Larry Lanning
seconded the motion. Motion carried
Privelege of the Floor
1. Marnie Kirchgessner - Enfield Community Council
a) Slush Festival on television.
b) Summer jobs program cut - $600 from county, won't be able to
hire as many kids.
Roger Laue - $1,500 budgeted in budget $750 from town -
$750 from county.
Dan Winch - appropriated $25,000 last year, $14,850 in
current budget - asking to restore to $21 ,259 by committee -
now has to go to Budget Committee - will know later if funds
restored.
c) Discussion held on adult and youth programs - Roger Laue
questioned why some activities have to be paid for.
Marnie - Cannot use Division for Youth funding for adult
programs.
Additions/Deletions to Agenda
Community Council Report to be deleted - already given.
Electrical Underwriters' •Presentation
Floyd Ferris - Local agent and Tony Mussi - Branch Manager from Syracuse
explained to board about electrical ordinace for Fire and Building Code
inspections. It will not change anything, will allow inspector to appoint
agency to do electrical inspections - another step,- to provide all and
proper records. Enforcement up to Fire and Building 'Code Inspector -
Fire Underwriters to inspect and report only. Must have inspection certificate
to issue Certificate of Occupancy. Underwriters have blanket Liability
insurance to cover. If town code inspector not qualified - town liable.
-Directed by Local Law - only change is town gets reports.
-Mr. Mussi reports that it can do nothing but help the town and will come
back for public hearing if wanted.

• TV Franchise Progress Report
Lee Haefele - not quite sure why he was asked to meeting.
Roger Laue - questioned yearly financial report.
Lee Haefele - Our year is June to June - will furnish one then.
Some more line extensions may be done in the future.
Lee Haefele stated he does not use underwriters but uses agency from
Cortland - if pass law suggested to put in for all agencies.
Lee Haefele also stated that he doesn't anticipate any rate increases.
Tompkins County Board of Representatives' Report
Dan Winch
1. Apologizes for not being at last meeting was in Pennsylvania.
2. Cornell - new telephone system - he can be reached at 255-1654.
3. Board of Reps. - Jean Owens need to be reappointed to EOC Board.
4. Already covered summer jobs program - Enfield good town for usage.
5. Asked if any questions on his vote for USS issue. Discussion held.
Jim Mason
1. Added his input on the subject of DSS issue - feels people misled
by the press and misinformed - figures exaggerated in the media.
Mr. Mason stated that it was not an easy decision to make - more
input by public after rather than before. Mr. Mason also feels
public conjoled and threatened to sign the petitions.
• Dan Winch - DSS staff to continue high level of service to community.
Proud of all county workers.
Discussion between Winch & Kirchgessner - board felt it not necessary
to explain here to Marnie or board about position taken.
Jim Mason also apologized for not being at last meeting-. Asked board
for any input to take back to the county early as he has to attend
anotner meeting.
Dan Winch - Program to train kids for jobs he has sincere, belief if you
can save one child from getting in trouble it is well worth the funds -
Will support in B&A Committee for Summer Youth Program.
Jim Mason's new number at Cornell is 255-1862.
Communications
1. No one has applied for dog enumerator - advertise in Ithaca Journal
and Pennysaver - $1 per dog plus mileage.
2. Dcn Barber and DEC 'would like to come to the April meeting.
3. Phyllis Howell - Board of Reps. - Dog Quarint.ine Notice - 2/19 - 4/30.
4. Shirley Egan, Town Attorney - checked -on J. Invitations for bids -
Town board can reject bids. 2. Lama - Independent contractor - Liability
Insurance Coverage.

Etta Gray spoke with the bank about borrowing for the truck.
1. First decide on how much of reserve to use.
2. How much town wants to pay back each year.
3. Number of years - Use 8% a3 interest figure on 5 yrs. or less.

Committee Reports
aPersonnell meeting - Supervisor Gray read minutes taken by Roger Laue.
Robert Linton questioned if they are going to have any reccommendations
to make.
Roger Laue - Reccommend to increase sick days to 1 day per month and
accummulate to 120 days.
Etta Gray - 2 part checks - talked to bank - bookkeeper did not like
any offered and would cause inconvenience.
Ronald McFall - employees would like sick time kept track of.
Larry Lanning - suggested to make separate account for payroll only.
Meeting recessed at 10:00PM - Reconvened 10:24PM.
Robert Li.nton - need motion to amend sick time policy and make retroactive
to the first of the year - 1 day per month (8 hrs) accumulated to 120 days
-other guidelines would coincide with previous years policy.
Also, need a doctors statement after 3 consecutive sick days.
Roger Laue moved to adopt the above. Robert Linton Seconded the motion.
Motion carried.
Roger Laue offered resolution to resolve change of holiday work rate from
• the present A time to triple time. Seconded by Larry Lanning. Motion
carried.
Discussion held on overall problems and worker morale- plans and workable
solution needed. Refered back to committee - committee meeting to be held
on March 19th at 7:30 PM.
Highway meeting - Discussion held on bidding process. Robert Linton made
a motion to re ter back to highway committee and have recommendations at
next meeting. Roger Laue seconded the motion. Motion carried.
Fire & Building Code Inspector position discussed -
Fee schedule discussed - Robert Linton moved to adopt the following fee
schedule as presented. Robert Scofield seconded the motion. Motion carried.

Robert Scofield moved to appoint Greg Kirchgessner as our Fire & Building
Code Inspector. Roger Laue seconded the motion. Motion carried.

Highway Fund bills. Robert Scofield seconded the motion.

Unfinished. Business
• 1. Roger Laue - voting machine keys lost and not accounted for.
Martin Schrieber got locks and keys and has instructions to change.
Town will be billed for the locks.
2. Roger Laue questioned about the town hall entrance -
Etta Cray - sent out request for quotes - Poyer only response back
so far. Suggests waiting to get rest of quotes and discuss at next
meeting.
