N.Y. 14850 January 8, 1986 The Regular Meeting of the Enfield Town Board was held on the above date and was called to order by the new Supervisor Etta Gray. Councilmen are Roger Laue, Robert Scofield, Jr. , Robert Linton and Lawrence Lanning. Pledge of Allegiance PRIVILEGE OF THE FLOOR 1. Bob Lama - Lama Insurance gave presentation of new insurance for 1986. $19,343 total premium. 2. Debra Feniello - Requesting board to have sign . changed on the Enfield Center Road bridge from 7 ton to 15 ton limit. Transit advisory board to check the road on some Saturday in January or February. Also requests letter be sent to advisory board on the change. 3. Don Barber - EMC representative - introduced himself to board. DAN WINCH REPORT - COUNTY REPRESENTATIVE Mr. Winch reports that Mary Call is the new board chairman. Will receive committe assignments within the next 10 days. Tompkins County Arts Council awarded $15,000. Enfield Community Council awarded After School Arts Program. Role of representative to towns - looking for input on issues and .concerns. DSS - city hall and old hospital being considered. Representatives are a liason to county board. Looking for members for EMC committee. Mr. Winch states he is looking forward to working with the new members of the board. JIM MASON - COUNTY REPRESENTATIVE Mr. Mason introduced himself to the board. Mr. Mason states that they are looking for input from town and that he is available to be reached any time - Cornell number 256-3126 - if any one has any concerns please call. Home number is listed. Jail construction is shut down now due to weather. Mr. Winch - 1986 budget is completed and printed - he can be reached at 256-2188 during the day - number will change sometime next month. ED HUGHES - ENFIELD CODE OFFICER Summary of activities for the year given to supervisor - asked for comments and questions. Page Two MARNIE KIRCHGESSNER - ENFIELD COMMUNITY COUNCIL Reports that she did the application for art grant. Needs signature for contract - motion needed possibly. $6,000 reimbursement due to town from ECC. ECC willing to provide any .information on activities - would 'like to see closer relationship with town. Newsletter coming out soon - 1/21 deadline for news items. MINUTES OF PREVIOUS MEETING Roger Laue moved to accept the minutes as presented. Larry Lanning seconded the motion. Motion carried. COMMUNICATION AND NOTICES 1. Association of Towns - Training session for town officials - held in New York City February 16th - 19th. Supervisor Etta Gray has applied for Supervisor training s�S�l in z�s/fib Rochester on January 21st to 23rd. $33'registration fee. Robert Linton made a motion to authorize the supervisor to attend the session. Mr. Robert Scofield seconded the motion. Motion carried. 2. Notice congratulating on the award from the arts council.. Presentation to be held on January 22nd at Center Ithaca. A town official should be present. 3. Historic Ithaca - Rural Preservation - looking for vacant houses to restore. House next to Charles Sheffield's and Newhart's old store were some suggestions. Mr. Mason feels this an important item to pursue. 4. Division of Assessment - Don Franklin - date changes for taxab e status. 5. Letter from Shirley Egan - application for town attorney. Mr. Robert Linton - taxable status dates would move ur, aged exemptions to March lst instead of May - should be rdt in newsletter. Wheaton's says it is due to improper installation. 2. If we want new truck - now good time to get going on it. 3. Contract presented for signature to plow county roads. Robert Linton moved to authorize supervisor to sign contract. Roger Laue - check with town attorney about striking out the word sanding, as we do not sand. Roger Laue seconded the motion. Motion carried. COMMITTEE REPORTS None TOWN AUDITS Town Audits were presented on the agenda .given to board members. Discussion held if it was legal for them to be presented this way. Robert Linton - does law recquire an audit committe to audit before each meeting. County level and Town of Newfield has committee. • Roger Laue - meeting prior to audit bills before regular meeting. Bills to be in by January 29th for February meeting. Robert Linton, Etta Gray and Carlton Thall to be on audit committee. Audit committee to be before regular meeting. Robert Linton concerned of compliance of town law. Etta Gray to check with town attorney. Robert Linton moved to pay the General Fund and Highway Fund bills. Robert Scofield seconded the motion. Lawrence Lanning seconded the motion. Motion carried. e Page Five i1986 Salaries: Highway Employees (paid every two weeks) --Motor Equipment Operator - 7.50 per hr. --Deputy Highway Supt. 8.00 per hr. --Part-time Employees (seasonal with no fringe benefits) 5.50 per hr. Elected Officials --Supervisor - $4,500 (paid monthly) --Town Clerk/Tax Receiver - $5,500 (paid monthly) --Town Councilmen (4) - $680 (paid every six months) --Town Justices (2) - $2,500 (paid quarterly) Appointed Officials --Fire & Building Code Inspectors (2) $1,750 each per year (paid quarterly) 1986 Fringe Benefits: --Mileage rate - 21; per mile for approved use of personal vehicle on town business --Vacation - Highway Employees: 0 - 1 yrs. service none 1 - 2 " is 1 week vacation 2 - 10 " it 2 " it 10 - 20 " 3 " it 20 yr/over " 4 " it • --Vacation schedule to be approved by Highway Superintendent Paid Holidays: --New Year's Day ---Washington's Birthday --Memorial Day --Fourth of July --Labor Day --Columbus Day --Election Day --Veteran's Day --Thanksgiving Day --Christmas Day Sick Leave: --All full time highway employees will be granted 1/2 day (4 hours) per month; such unused sick leave may be accumulated without .limit. Roger Laue - moved to amend to include 3 weeks vacation for highway superintendent. Carlton Thall - questioned vacation earned from anniversary date or first of the year. Amended employees vacation to be credited to employee at anniversary date. Highway Superintendent - Salary - $18,810 to be added. Discussion held on paid holidays - amend to add Martin Luther King's Birthday to be a paid holiday. Page Six ® Carlton Thall - start out with 6 days sick leave not so much per month. Supervisor Etta •Gray - remain same for now and refer it to the personnel committe for action. 1. Martin Luther King's Birthday added 2. Vacation from anniversary date added, 3. Highway Superintendent's salary added Roger Laue moved to approve with all the additions be accepted. Robert Scofield seconded the motion. Motion carried. Ed Hughes - questioned split of code enforcement - questioned how to conduct with dual inspectors - How was decision made - Supervisor Gray stated she made the appointments.. Ed Hughes - One to do wood burning inspections and one do the other part? - upset because didn't ask advise of him. Etta Gray - stated she made sincere effort to call him and questioned if he wanted to decline appointment. Ed Hughes - felt it would have made sense to advise him. • Roger Laue - asked if he would put good faith forward to continue and work with Greg . Roger Laue - Dog Enumeration appointment - advertise in newsletter. Robert Linton - check with Melinda Durfee first before advertising - should give her first chance as she- dial it previously. Roger Laue - Town Board responsible to approve appointments. UNFINISHED BUSINESS 1. Town Hall entrance and possible incorporation for storage for voting machines. Voting machines to be in heated room. Request for quotes to do the door only. 2. Roger Laue - questioned Carlton if he had prices on guard rails yet. Carlton stated that he did not. 3. Roger Laue - questioned if there was any information back yet on the fire district. - No - Roger has been contacted by some to be fire commissioners - advertise in newsletter for fire commissioners. Robert Linton - who can they contact for information on responsibilities of fire commissioners - call Roger Laue. Page Seven • NEW BUSINESS 1. Financial adjustment to Randall Wright for medicare reimbursement. $1,256.50 plus fair interest of $350.17 - total of $1,606.67. Social Security states it is legitimate retirement board initiated claim. Contingency Fund money should be used to pay. Roger Laue moved that it be duly paid to Randall Wright and pay out of insurance fund. Robert Scofield sAcondea the motion. Motion carried. 2. Cultural Service Agreement - Performing Arts Council Grant - Supervisor Gray to check with Town Attorney Shirley Egan. Robert Linton moved to authorize Supervisor to sign. Robert Scofield seconded the motion. Motion carried. 3. Roger Laue questioned if CHIPS money has been taken care of - Supervisor Gray stated no - she will not sign any report that she has not done herself. She will make own decisions and do her own checking. 4. Robert Linton questioned who is responsible to complete the supervisors annual report. • 5. Audit Meeting to be held on January 15th at 7:OOPM. 6. Personnel Meeting to be held on January 29th at 7:00PM. 7. Supervisors contractual expenses to cover bookkeeper's salary paid the same as a Motor Equipment Operator of the highway dept. 8. Roger Laue - Election Inspector school for new custodian - he has made contacts for schooling also machine to be fixed. 9. Town Clerk asked board for approval to use tape recorder at the meetings so it is .possible to have more accurate minutes and to save time. Sign must be put up that -they are being recorded. 10. Roger Laue - time clock for highway employees - Robert Linton suggested refer to personnel committee. 11. Roger Laue - questioned plans for roads and brush for this year. Robert Linton - establish priorities and plans. Robert Linton moved to adjourn. Meeting adjourned 11:05 PM Shirley M. Holcomb Town Clerk TOWN OF ENFIELD R.D. #s ITHACA, N.Y. 14650 a January 15, 1986 The Annual Audit Meeting of the Enfield Town Board was held on the above date with all members present except Robert Scofield, after the Justices and Councilman Lanning was called. Meeting convened at 7:40PM Justice Bock - 96 cases - $2,634 fines collected. Justice Smithers - 178 cases, Supervisor - copies submitted to the board members. Town Clerk - Discussion held on each and books signed by members present. Informal discussion held on the code enforcement officer appointment. Supervisor Gray asked board about the contract for plowing the county roads and it was decided to leave the word sanding in the agreement. • Meeting adjourned 9:30 PM Shirley M. Holcomb Town Clerk
