A Public Hearing on a proposed fire district was held on the
above date with all the board members present. Also present were
Denny Hubbell, Charles Sheffield, Richard Hubbell, Etta Gray,
Larry Saulsgiver, Arleen Saulsgiver, Dominic Seamon, Larry Lanning,
George May and M. Clyde Hubbell.
Larry Saulsgiver - disappointed when proposed fire district fell
through last year - feels strongly best way to go for all parties.
Should have body address itself only to fire protection - personally
in favor of.
M. Clyde Hubbell questioned if the purpose was to replace board
with another board.
Roger Hubbell - 5 fire commissioners present budget to town board -
town board cannot change.
David Bock - does more than transfer - fire district ability to bond
for major expenditures - replacement of equipment and fire house -
incorporated company having trouble getting finance - town cannot do
(permissive referendum) - provides people with right to vote on.
Incorporated fire company cannot float bonds public has no say now
except indirectly - fire district - people will have vote.
M. Clyde Hubbell - fire district and fire commissioner elections -
no one shows up - poor voter participation.
David Bock - Board under no constitutional taxing limits - Board of
Fire Commissioners cannot raise only certain constitutional limit and
bonding indebtedness.
M. Clyde Hubbell - Election held in December from 7:00 - 9:00pm.
Roger Hubbell - taxpayers only, to vote.
Roger Laue - Election 2nd Tuesday in December.
Roger Hubbell - time set by fire commissioners.
David Bock - turnout here now at hearing poor - but allows for input.
Charles Sheffield - first fire commissioners appointed by board until
December 31s.t of year appointed.
Roger Laue - budget prepared by first of September and sent to state
comptroller.
Shirley Egan - County board and Audit & Control can object.
Roger Laue - shall give notice within 5 days.

Shirley Egan - concerned mostly with existing indebtedness with tax base.
David Bock - Town is about to enter into a contract with fire company for
1986 - does it pass on to fire district?
Shirley Egan - Yes - a newly created district tax anticipation notes until
it get into cycle - must stage so transition can be done smoothly.

• David Bock - up to controllers office as to how long it takes.
Larry Stilwell - Isn't contract binding once signed?
Shirley Egan - state does not approve contract even with fire
commissioners.
David Bock - fire company has some indebtedness on equipment will continue to belong to company.
David Bock - there is formula for spending limitation - based on
assessed value - compensation, insurance, motor vehicle liability
and compensation added to limitation. Notes can be aided in.
Fire district created through referendum - spending limit can be
raised by referendum.
Larry Stilwell - questioned procedure - hearing for input and
information - questioned when it would take effect.
Roger Hubbell - Would have to have special meeting or at December's
meeting - no action can be done tonight..
David Bock - Procedure question - Fire Commissioners proposed budget
to town in September - if amount requested by commissioners exceeds
spending limitation or if bonding requested.
Shirley Egan - Full value - 30 million
Roger Hubbell 33 million this year - no one exempt from fire protection.
Shirley Egan - would not exceed in first year.
David Bock - even at 1% more than current - referendum to authorize
raise of spending limitation would necessitate special election.
Roger Hubbell - Fire commissioners can set up election at any time.
David Bock - If this is the direction we are going we should do so
expeditiously -due to the steps needed - time to allow all work to
be done so budget can be submitted before September.
Shirley Egan - mostly no time limits - 10 days to Audit & Control.
Fire Commissioners appointed after approval from state.
David Bock - questioned who bears cost of running election.
Shirley Egan - commissioners rent machine and inspectors after district
formed.
David Bock - contractual amount fire company agrees to contract with
fire district - added expenses by commissioners must be added to board.
Fire District essentially becomes municipal body - creates own - all
one district.
Roger Laue - must reside in town for 30 days to vote for election of
officers.
Roger Hubbell - only property owners can vote on referendums.
David Bock - registration period prior to elections - 30 days.
David Bock - proposal to raise spending limitation has to have 2/3 vote.
Shirley Egan - Small bond issue can be difficult to sell on market.
18 When not marketing retail - must have one buyer. If congress continues
as is, interest to banks on bond portfolios - 100% on tax - can get
more complicated to get bonds.

A Public Hearing opened on the 1986 Fire Protection Contract.
Contract was reviewed by the board and members of the fire company.
No questions were raised.
