The Regular Meeting of the Enfield Town Board was held on
the above date with all members present.
MINUTES OF PREVIOUS MEETING
Mr. Roger Laue made a motion to accept the minutes as presented.
Mr. Larry Stilwell seconded the motion. Motion carried.
COMMUNICATIONS AND NOTICES
1. Tompkins County Municipal Officers meeting to be held on
November 20, 1985 at the Valley House. Election of officers.
James Mason - speaker. Starting at 6:30 PM, dinner at 7:OOPM.
2. Memorandum from Division of Equalization and Assessment -
Levy procedures.
3. Dept. of Civil Service - Health insurance rates effective
January 1, 1986. Individual $1 cheaper - Family $3 cheaper.
4. Memo - Clarence Rappleyea - Minority Leader- Municipal Liability
Insurance.
5. Lama Insurance - Reference bond renewal - names and addresses
needed for next year.
6. Phyllis Howell - Clerk - Board of Representatives - EMC -
Don Barber term expires this year.
PRIVELEGE OF THE FLOOR

DAN WINCH REPORT - COUNTY REPRESENTATIVE
1. Sales Tax Revenue - estimates 1/3 to be received by Christmas
time. Projection - first 3/4 - 9..6% increase over last year.
2. DSS slide presentation services available - arrange time for
board to see. Enfield Newsletter coming out in January possible
source for publicity.
3. Election - complimented Marnie on race given - % voters in Enfield
higher than Newfield - community should be proud of her. Mr. Winch
will try to provide support for our community and feels every community
should have own representation at county board level. Mr. Winch plans
to attend every meeting but does not know what Mr. Mason's plans are.
Mr. Roger Hubbell questioned about the article in the paper reference
sales tax to municipalities.

• David Bock stated we have had a negative county tax for several years.
The Regular Meeting was adjourned at 7:50 PM. - Public Hearings to be
held.
Public Hearing on Federal Revenue Sharing for 1986.
Mr. David Bock questioned if there was official confirmation -
Supervisor Roger Hubbell replied no and stated there is an unexpended
balance of $4,200 - Budgeted $13,700 last year - used on dust control.
Mr. David Bock stated no decrease in services and no increase in taxes.
Mr. Roger Laue questioned what part was used - approx. 75%.
Revenue Sharing Public Hearing closed.
Public Hearing opened on the 1986 Budget.
Etta Gray - discussion on salary for Ed Hughes - suggested to divide
up work load instead of raising salary - especially on wood burning
stove. Mr. Roger Hubbell stated second inspector must go to school.
Mr. David Bock - cost of performing services and appointments seperate
items - appointment in January - personal service should be wash item -
does not cost town, money from state aid and permit fees.. Design fee
schedure for services to cover. Appointed positions should go to town
residents wherever possible - .money irrelevant because its a wash item.
Marnie Kirchgessner suggested to get job specifications on position and
qualifications and advertise and make competative.
Mr. David Bock does not feel figure unrealistic for knowledge required.
Public Hearing on 1986 Budget closed at 8:34 PM.
Regular meeting reconvened.

Mr. Robert Scofield seconded the motion. Motion carried.
Mr. David Bock questioned why both machines were not used since we
bought 2 new machines. Mr. Roger Laue - instructional meeting. to
be set up as there have been problems.

OLD BUSINESS
1. Roger Hubbell - proposal on snow removal dropped - 21 miles
of county road we are responsible for - continue to be billed on
per job basis,:
1. Mr. Roger Laue questioned insurance for youth council -
Roger Hubbell - nothing yet - only town employees can be covered
by workman's compensation.3. Mr. Roger Laue questioned dog enumeration - Roger Hubbell
stated money in budget - do again in 1986..
4. Mr. Roger Laue - .Fire District Public. Hearing - November 13th.
Mr. Roger Hubbell - 2 public hearings set up on November 13th -
Fire District and Fire Contract.
Mr. David Bock - get notice in news item and not just in legal.

Mr.. 'Rog'er Laue questioned if Atty. Shirley Egan will be present.
Mr. Roger Hubbell to contact her.
5. Mr. Roger Laue questioned about Griffen Road. Mr. Carlton
'Thall states it needs to be widened for snow plow to get through
as someone is building on the road.
6. 7:30 P14 meeting time for Fire District and 8:30 meeting time
for Fire Contract.
7. Mr. Roger Hubbell - needs resolution to authorize supervisor
to sign .project application for Division for Youth (3,000 state aid),.
Mr. David Bock made the 'motion to authorize supervisor to sign project
application-. Mr. Larry Stilwell seconded the motion. Motion carried.

8. Board reviewed map sent in by NYS Dept. of Transportation on
abandonment of roads.
9, 1986 Budget -
1. Unallocated Insuranse — raise to $17,000
2. Medical Insurance - lower to $3,500
3. Employee Benefits - Medical Insurance - Highway $9,600
4. Fire Contract - $63,725 - lowered $5;000
6.22% total appropriation increase.
Tax Rate - approx 1.80 on fire - 6.80 on town
Mr. David Bock moved to adopt final budget for 1986. Mr. Larry
Stilwell seconded the motion. Motion carried.
10. Mr. Roger Hubbell - Director of SPCA called - will get back
on package we want.
REPORT FROM HIGHWAY SUPERINTENDANT
1. County got pipe done on Tucker & Iradel Roads.
2: Gray Road fixed at corner.
3. Mr. David Bock questioned state of current work - any major
jobs to be done before winter..
4. Mr. Roger Laue - Carl Lovelace, Roger, Laue and Carlton Th.all
to meet about road at corner of 327 and Fish Road.
5. Probation Dept. called Carlton Thall - re: Community Service
jobs for sentences.
NEW BUSINESS
1. Roger Laue - Voting Machines and positions and coordination
of duties to be discussed due to the problems we are now having.
