HomeMy WebLinkAbout1985-10-02 TOWN OF ENFIELD R.D. *5 ITHACA. N.Y. 14880 October 2, 1985 The Regular Meeting of the Enfield Town Board was held on the above date when a quorum was present at 8:20 PM. Attending were Councilman Robert Scofield, Councilman Roger Laue and Supervisor Roger Hubbell. Marnie Kirchgessner - Enfield News was not delivered to R. D. #6 residents by the post office - delivered only 18 and threw out the rest. Harvest Festival to be held this coming Saturday October 5th from 11:00 am to 4:00 pm. Meeting called to order at 8:20 PM. Minutes of Previous Meeting Mr. Roger Laue moved to accept the minutes .as presented. Mr. Robert Scofield seconded the motion. Motion carried. Communications and Notices 1. Tompkins County Health Dept. - Enfield Rabies Clinic to be held Wednesday October 23rd from 7:00pm to 9:OOpm. 2. NY Dept. of State - Seminar on increasing revenue on user's fees - Corning Community college closest to our area to be held on October 16. 3. Dept. of Civil, Defense - Health Insurance - as of January there will no longer be a state wide plant - Seminars to be held on October 15th in Syracuse. and October 17th in Elmira. Empire Plant to be put into effect in January. Supervisor Hubbell to attend October 17th meeting - Councilman Roger Laue may also attend. 4. Phyllis Howell - Board of Representatives - September 17th Resolution to execute solid wast disposal - agreements for municipalities. 5. Tompkins County Environment Management Council - Forum Thursday October 24th - Solid waste disposal techniques. To be held at the Tompkins County Board Room - Mr. Dan Winch strongly urges attendance. 6. Notice from Equalization & Assessment - Public Hearing on November 6, 1985 - Empire State Plaza, Albany, NY. 7. Pre-hearing conference - Onondaga Plaza October 15th. 8. Telephone - MCI - long distance interface - approx. .20(,% saving on each call. Page Two ® Privelege of the Floor 1. Marnie Kirchgessner - Enfield Community Council Budget Request - not asking for increase. M ,rnie questioned workman's compensation for summer help - Town cannot cover - ECC must get own - town covers liability. Forms were sent this year on liability not compensation. Supervisor Hubbell will discuss with insurance company. Shirley Egan - Town Attorney - clarify if they are employees or independent contractors before going to Lama. Marnie Kirchgessner - nothing done on pond yet. Report from Dan Winch 1. Communication - Tompkins County Art Council - Recipient of $15,000 grant for decentralization - $3,000 for Tompkins County. Marnie Kirchgessner has application form for artist for after school program. 2. Communication - Human Services - DSS developed slide show and tape of what services they offer - October ,8th board meeting presentation method to advise public for input - county to come up with calander and publicize. 3. EMC hearing - Solid waste disposal management program - county closing Caswell Road site on October 12th - going to Landstrom site. Currently costing $7 a ton to dispose now - opening new landfill $8.25 to $24 a ton - average 179 tons per day - 65,000 tons per year generated solid wastes. Mr. Winch encourages people to go to the hearing - needs input from Enfield. County negotiating for sites now - burning for steam cost $40 per ton was looked into. Mr. Winch would not like to see site in Enfield or Newfield - would fight against it - would like input. Marnie Kirchgessner - more effective alternatives and less costly as stated by 'Don Barber. People should have right to have for environmental concerns or money concerns. Shirley Egan - Possibly government needs confidentiality for contracts in some cases knowledge before contract - price goes up. Mr. Winch - 10 sites being reviewed - when narrowed to 3 - knowledge to public will be put out. Mr. Thall discussed Auto-Car. 2. Jeff Brainard's problem taken care of on Tucker Rd. 3. Second coat of stone down. 4. Working on pot holes. 5. Roger Laue questioned road by Carl Lovelace being, cuffed off. Roger Laue and Carlton Thall to meet with Mr. Lovelace. Old Business 1. Roger Laue questioned if the cinder spreader and other-equipment is ready for the winter - Carlton looking for cabin chassis. 2. Carlton Thall has specs on new grader _ $97,000 = $120,000. Finance at 81 - Caterpillar. 3. Roger Laue questioned if anything has been heard yet on changing the town hall door - nothing form Charlie. Hubbell yet - if not soon - contact someone else. 4. Roger Hubbell - Snow Removal Contract Proposal - other towns not happy with it - 21.3 miles we are responsible for in Enfield. 5. Discussion on Fire District Roger Laue's feeling we should go fire district and. feels it is the general feeling of the fire company also. Fire District Bonding & Financing Report given to board members. - Shirley Egan explaind some issued on district bonding for municipalities. Roger Hubbell - tonight can only propose to establish district and set up public hearing. Roger Laue proposes to ,establish a fire district in the Town of Enfield. Seconded by Mr. Robert Scofleld. Mr. Roger Laue proposes to hold the Public Hearing on November 13, 1985. 6. MCI Long Distance Service - Savings in the long run - effective approxi December 14, 1985 - Roger Hubbell to send in form to got. to MCI. 7. Roger Laue - Election inspectors feeling there is no need for added inspectors - decision from Board of Elections. 8. Roger Laue - Use of town barns for painting fire trucks - general feeling of board was okay to use them. 9. Roger Hubbell - Attended Supervisors and-Clerk meetiag with Town Clerk - Dog control main topic - no solution. Danby and Lansing • together - Agriculture and markets requirements. Caroline has no one now for dog control. Ulysses has someone interested and possible get "together with Town of Enfield. Mr. Hubbell feels it would be nice to have Newfield, Enfield and Ulysses• together. Page Five Proposal on Highway Snow Removal - other towns not in favor of - Liability Insurance in Groton and Dryden cancelled due to pollution on landfills. Our insurance company says we're okay - 40% increase in cost next year on liability. New Business 1. Roger Laue made a motion to set up a public hearing on November 13, 1985 at. 7:30 pm to establish a fire district in the Town of Enfield. David Bock seconded the motion. Motion carried. Special meeting to beheld to review tenative budget for 1986 and_ to adopt preliminary budget for 1986.
